The paper aim is an assessment of the investments into the fixed capital of small and medium enterprises (SMEs) and the influence on them by factors such as size categories and territorial placement. The object of the study is the consideration of all (SMEs) that are located in each of the regions of Russia. The used data is from the official statistical observation of investment data of all Russian SMEs for 2015 in 82 regions. The comparative analysis of investments in the fixed capital of SMEs is based on relative indicators: investments which are calculated per one enterprise and per employee. Modeling was based on the functions of a normal distribution. We defined the values investments in SMEs which located in all Russian regions and related to three size categories and six types of activity; revealed regularities of distribution of investments calculated per enterprise and per worker; identified the regions with low investments in SMEs. New knowledge of the investment in the fixed capital in the Russian SMEs was achieved. The results of the study, namely new knowledge and tools for assessing production activities of small and medium enterprises in the regions, are of scientific and practical importance. The methodical approach can be used in the future studies and in the education potential entrepreneurs and students. The research results can be used by government and regional authorities to monitor the efficiency of investment in fixed assets, as well as the implementation of a Federal strategy for SMEs development for the period up to 2030.

The object of the study is the consideration of all small and medium enterprises (SMEs) that are located in each of the regions of Russia. The purpose of the research is the evaluation of two-factor production functions that describe the dependence of the production volume of SMEs from the wage of employees and the fixed assets. The data for this reaseach was obtained from the official statistical observation of activities of all Russian SMEs in the 82 regions of Russia for 2015. The study allowed to determine the factors influencing turnover of SMEs located in all regions, to prove the high quality of approximation of the initial data by the two-factor production functions.  The functions which were determined show that the economy of the regions of the country have not yet reached a saturation point with the goods and services of SMEs, and that they have increasing returns of scale in production in addition to considerable reserves for further development. Because sum of the degree values in the coefficients of the production functions is more than 1 and with the increase of both factors production growth is faster than the factors growth.  The results of the study, namely new knowledge and tools for assessing production activities of small and medium enterprises in the regions, are of scientific and practical importance.  They  can be used by government and regional authorities to monitor the efficiency of investment in fixed assets and work resources, as well as the implementation of the Federal strategy for SMEs development for the period up to 2030. The methodology that were used in the research process can be applied to similar researches in countries with a significant amount of territorial (administrative) units.

The article explains the uneven development of small and medium enterprises in Russia within the framework of the ‘entrepreneurial ecosystems’ concept. A corresponding typology of the Russian regions was carried out according to the proposed model. The most developed ecosystems with highdensity and sectoral diversity of SMEs are formed in regions with access to large consumer markets, capital, and low risks for investors. The least developed SMEs sector is in areas with high costs of doing business: the North Caucasus, the Far East and the Arctic zone, which requires special measures of state policy. The level of development of ecosystems determines their ability to withstand external shocks. The effect of the FIFA World Cup is positive in the hosting regions and in its neighbors. Based on the typology, we proposed differentiated support measures.

The relevance of the research: small and medium-sized businesses play an important role in raising the level of employment of the population, reducing social tension, ensuring a competitive environment, economic stability and innovation growth, creating preconditions for the formation of the middle class. It is one of the most important signs of a market economy and a basis for increasing socio-economic development of the country. Taking into account the complex economic and political situation in Ukraine, there is a need to investigate the current state of small and medium enterprises, territorial entrepreneurial potential in the conditions of deteriorating macroeconomic conditions that will allow them to find out the directions of their development and identify ways to improve their entrepreneurial activity.Hypothesis of the scientific research: it is assumed that the importance of internal factors, defining the state of entrepreneurial potential of territorially localized formations, increases on the phases of crisis and depression of the medium-term economic cycle. At the same time, the importance of external factors increases on the phases of activity and recovery.The aim of the research is to reveal the key elements of entrepreneurial potential, which defines positive dynamics of business activity and efficiency indicators; to suggest the theoretical and methodical approach to the maintenance of methods of state regulation of entrepreneurial potential of territorially localized formations.The methods of the research: it was proved by means of correlation analysis, that the most significant elements of entrepreneurial potential in terms of ensuring positive dynamics of business activity and efficiency indicators are the following: the consumer value creation, the dynamics of the macroeconomic environment, the business competition level and the quality of entrepreneurial thinking.The results of the research: theoretical and methodical approach to the matter of state regulation of entrepreneurial potential of territorially localized formations is suggested; the methodical approach to the efficiency evaluation of measures of state regulation of entrepreneurial potential of territorially localized formations is developed.Conclusions: it is proved that the efficiency of state regulation measures of entrepreneurial activity is defined by completeness of accounting of features of entrepreneurial potential of separate territorially localized formations and their compliance to the implementation phase of entrepreneurial potential.

In Russian regions with the greatest support for small and medium-sized businesses, especially in Moscow, small businesses declined much stronger in the basic economic parameters during the crisis than in other regions. The reasons for this lie in unfavorable business climate and corruption. Therefore, the most important area to facilitate development is transformation of the environment of small and medium enterprises, rather than increasing the volumes of budget funds for their support.

Small and medium enterprises (SMEs) are the very significant for the development of economy of the country, grasp the attention of government and policy makers in developed as well as in developing countries. SMEs in Pakistan have their vital role in economic growth. Therefore, it is essential that SMEs have right to use sources of finance. The study used the quantitative approach that was accomplished by survey questionnaires. Two hundred SMEs and seventy bank branches were selected in Faisalabad region in Pakistan, to get response on questionnaires about their financing patterns and effects of Islamic financing as moderator in their fixed assets, set up and current assets financing. The study showed that fixed assets, set up and current asset financing have positive relation with the growth of SMEs and Islamic modes of financing was not behaved as moderator in Faisalabad city in Pakistan.

Due to a variety of barriers to develop innovation, small and medium enterprises (SMEs) find it necessary to collaborate with external sources of knowledge. The current study analyses the collaboration between SMEs and academia over an open innovation setting in Mexico. An absorptive capacity (ACAP) approach has been applied to understanding the process of developing new knowledge for achieving innovation. A two-part questionnaire was developed with the aim of assessing the ACAP of a new joint research unit. Data was collected from a local group of SMEs that collaborated as dyads with academia supported by a government program of innovation in Mexico. The result shows that there was a moderate potential and realized ACAP in the sample; these results are mutually related with both parts of the questionnaire which supports our findings. In conclusion, exploitation of new knowledge is a complex dimension for creating value from collaboration, which makes the outcome difficult to measure using traditional means. It can be argued that exploiting new knowledge for innovation is an iterative process of learning when exploring new sources of knowledge from academia.

There are numerous factors that can influence the level of investment in fixed assets of enterprises. The tax incentives can also influence the level of investment in fixed capital. They have their advantages and disadvantages. Some of the corporate tax incentives are described in this paper. Theoretical analysis of neutrality is an essential tool applied to this research. Lack of neutrality proves that tax system awards some company activities and, therefore, it states the level of their income.

The entrepreneurship started in Russia during the process transformation of state economy into market economy, beginning from 1992. The aim of the study was to assess the production functions that describe the volume of production small enterprises in all Russian regions. This functions explain dependence of the amount of release of small enterprises and microenterprises on the salary of their workers and investments in fixed capital. During the research was made assess of two-factor degree production functions that describe the dependence of the volume of production small enterprises on the wages of their employees and investments in fixed assets. Evaluation of functions was made on methods of regression analysis and linearization. The research was based on official empirical territorial data describing the work of small enterprises and microenterprises. In the paper we used statistical information on 82 regions, territories, areas of Russian Federation for 2018. We proved the high quality of approximation of the initial data by the two-factor production functions. Evaluated production functions have increasing return to scale. Proved that economy of Russian regions has not reached saturation with products of small enterprises and microenterprises. They have significant reserves for further development. That is, in all regions there are opportunities to increase the number of enterprises and the number of employees in them. Results of the study and tools for evaluation production functions can be applied in the studying of Russian entrepreneurship, in explanation of the development plans for this economic sector. Such information can be used by governments, regional authorities and municipal management. The methodic and software that were applied in the study process can be used in making analogous studies in various countries with a considerable amount of territories.
