The article is devoted to the matters of the formation of universal competences as the basis of higher technical education taking into account the requirements of the Federal State Educational Standards of Higher Education FSES HE 3+ and FSES HE 3++. The necessity of integration of social and humanitarian disciplines into the process of professional engineering training is proved. The authors describe their work on the development of the training course |Principles of Legislation and Social Interaction in Construction”, which united the disciplines “Psychology”, “Sociology”, “Political science”, “Law”. Authors have suggested to use the concept "Me" as the key element of this course, emphasizing personal responsibility of an individual for the social interaction. The authors present the results of the comparative analyses of the progress of the students, who studied the new course and those, who studied traditional separate disciplines. They prove that the results, gained within the competence approach, are significantly better, than the results, possible in case of the use of the traditional approach.

The main result of the activities of the psycho-pedagogical support preschool, which is consistent with both the social needs of the population and the requirements of the federal state educational standards, is an adaptation of children at all levels of training to the rapidly changing life of society, to ensure the organization of educational process aimed at constructive formation of the child´s personality.

Processes of concentration and monopolization in the Western mass media in the conditions of postindustrial (information) society are considered. The process of formation and development of social and communicative competence of students in the process of studying the discipline "Psychology of social communications" is considered. The role of humanitarian academic disciplines in the process of formation and development of social and communicative competence of students is emphasized. The essence of "social and communicative competence" is analyzed. The components that make up this competence are discussed in detail. It is emphasized that the most effective way to form social and communicative competence can be directly at the university in the process of professional training. The conditions for the effective formation and development of this competence are listed. It is concluded that students in the humanities have a higher level of formation of social and communicative competence, since their curriculum includes disciplines of the socio-psychological cycle, aimed the formation of competencies included in the researched competence. It is noted that in the curricula of technical specialties, developed on the basis of Federal State Educational Standard 3 ++, many universities of the Russian Federation began to include disciplines of the social and humanitarian cycle, which make it possible to form social and communicative competence at a high level. The experience of the Samara State Technical University on the inclusion in the curriculum of all technical specialties the discipline "Psychology of social communications", aimed the formation and development of universal competencies, which are components of social and communicative competence. Methods and forms used by teachers in the process of teaching this discipline, contributing to an increase in the level of formation of social and communicative competence, are analyzed in detail. The urgency of the problem of the formation of social and communicative competence is noted. It is concluded that the discipline "Psychology of Social Communications" contributes to the effective formation and development of social and communicative competence of students of technical specialties.

Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.
