The article describes the features of creation of forest infrastructure in the afforestation and the need for the creation and development of innovative forest infrastructure objects - forest breeding and seed pro-duction centers is proved. Creating FBSPC with the participation of the state through the mechanism of public-private partnership leads to the absence of depreciation charges, and as a consequence of decrease in the total production costs.

The article discusses the creation of forest breeding and seed production centers in the country. The estimation of efficiency of investment involved in the construction. It was deter-mined that in the current situation accelerated to ensure the investment attractiveness of forestry in terms of infrastructure - LSSTS is not possible, the only way out of the situation can become a public-private partnership. In order to increase the investment attractiveness of the construction LSSTS need to organize the work at all levels of the executive branch.

The article is devoted to the study of the state of the market for long-term investments in infrastructure in Russia. The paper describes the factors that affect investment activity, and reveals the role of the NAC IN infrastructure development. The author pays special attention to the creation of the INVESTINFRA database db.investinfra.ru, which is an information and analytical project on real investments, contributes to the creation and development of infrastructure in Russia on the basis of public-private partnership in the form of concessions. The article presents current analytical products developed by NAKDI aimed at reducing the risk level of concessionaires.

The study is focused on the legal regulation of state support for the creation of innovative medicinal products. Establishment of the measures of state support for scientific research for creating innovative medicinal products within legislative acts and by-laws should help to increase the competitiveness of the pharmaceutical industry in Ukraine. The government declares the provision of support for scientific research in the field of creating innovative medicinal products. The legislation establishes the conditions for registering an innovative project, provides the maintenance of the Register of scientific institutions that received the state support. A detailed characteristic of the existing means of the state support for scientific research in the pharmaceutical industry is provided. The state supports innovations by establishing tax incentives for research institutions and providing funding for some innovative projects. Support for innovations is carried out by the State Innovative Financial and Credit Institution, the National Research Fund of Ukraine and the Innovation Development Fund. Funding for the creation of innovative medicinal products can be realized through public and private partnership. The scholars have declared their propositions regarding the introduction of specific measures of the state support for innovations in the field of creating new medicinal products. It has been offered to amend the current legislation on the issues of state funding of scientific research in the sphere of developing new medicinal products. It is necessary to delineate the competence of various funds for promoting innovations in relation to supporting innovations in the field of pharmacia. It is important that the law should provide the procedure and conditions for supporting public and private partnership projects at the expenses of funds for promoting innovations.

O artigo trata das redefinições no papel do Estado, que reorganizam as fronteiras entre o público e privado e materializam-se das mais diferentes formas na educação básica pública, e suas implicações para o processo de democratização da educação. No caso brasileiro, muito lutamos no período de abertura política pela democratização com direitos sociais materializados em políticas. Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

The article is devoted to the development of such a form of state property management as a public-private partnership. Public-private partnership is one of the most widespread format of interaction between the state and business. The article analyzes the legal foundations and trends in the development of this form of interaction. Modern methods for assessing risks, benefits and effects for different stakeholders of projects implemented in the form of PPPs are considered. The authors propose their approach to building a financial model and assessing the effects of PPP projects. Taking into account risks, the fair price of participation in the PPP project for both parties is estimated. The proposed financial model can be used to calculate the concession fee in tariff-regulated projects where the state is supposed to participate, usually with the subsequent transfer of the ownership for the created object to the state. The results of the work can be used by departmental and regional centers of public-private partnerships, by specialists of private investor companies and tariff regulation bodies when formulating the financial and economic justification for public-private partnership projects, justifying its preference in comparison with other forms of state budget investments.

Many countries are moving to a new technological structure, caused by the 4th industrial and technological revolution. This transition is accompanied by the transformation of the previously existing territorial organization of the economy, infrastructure and resettlement, which relates to issues of urban development policy. In this case, coordination of the interests of the state and business is required. An effective tool in this area is public-private partnership (PPP). The main goal is the development of tools for the implementation of innovative urban development policy in the technological and social transformation of the economy. The methodological basis is the methodologies, approaches in the works of foreign and Russian scientists in the field of PPP research in the implementation of innovative urban policy. The main results of the study are following: 1.The modern task of urban development policy is the formation of a comfortable environment that will ensure a high standard of living for the population. 2. For the implementation of this task, the “adaptive territory” approach is suggested. 3. The modern tool for this approach is PPP. The main conclusions and recommendations can be used to justify the mechanisms for implementing innovative urban development policy in order to harmonize the interests of the state and business in the implementation of the “adaptive territory” approach, which meets the modern development paths of the global economy.
