The textbook examines the processes of development of American civilization in the XIX century, assesses various aspects of the life and activities of the American state. Special attention is paid to the most important periods, such as "Jeffersonian democracy", "the era of good consent", "Jacksonian democracy", "the brewing of inevitable conflict", the Civil War and Reconstruction. The political activities of American presidents, various parties and movements are analyzed. A separate chapter is devoted to the development of law in the XIX century . It is intended for students of historical faculties studying the academic discipline "History of regions (on the example of the USA)", students of historical and law faculties studying the history of the USA in Modern times, the history of international relations, the development of the state and law of this country, the constitutional law of foreign countries, as well as for students of cultural studies, students of foreign language faculties and anyone interested in the history of the USA.

Abstract Vladimir Mikhailovich Khvostov is one of the famous, thoroughly educated Russian historians. In his scientific heritage are widely represented lots of works on the history of diplomacy and international relations, on the study of major problems of General and national history. He himself defined that the most important secret of his life was his childhood and the inspiration for the poetry of the “Prophet”, the poem of Alexander Pushkin, the father of modern Russian literature. This poem was the most unusual incident in a highly Christian society two centuries ago, with its poet, the most unusual figure among the elite and the aristocracy. Poetry and poetry presented a transformative image of the Prophet that did not conform to the official description of the Gospel and the Torah, but rather resembled the Muslim definitions of their Prophet. The poem became the symbol of one of the greatest Russian intellectuals to rebel against the rule of the Church-Torah system in European societies, and as a result Pushkin was even excommunicated by the Council of Bishops of the Orthodox Church, but escaped the deadly tsarist reign of his youth.Among them are the doctoral dissertation “Foreign policy of the German Empire in the last years of the chancellorship of Bismarck”, articles on the history of international relations in the middle East in the late XIX century, the manuscript of the 2nd volume “History of diplomacy”, the introduction to the book “History of foreign policy of the USSR”, numerous articles and reports on various issues of foreign policy of the USSR and international relations.Article is devoted to the famous historian, scientist and public figure academician Vladimir Mikhaylovich Hvostov, describes his educational experience on the basis of archive documents. The research also covers Vladimir Mikhaylovich Hvostov’s early professional development. Further development of his life should be continued through detailed studying the personal fund of V.M. Hvostov which is located in Russian Academy of Science Archive.

Abstract The article discusses the research activities of Vladimir Mikhailovich Khvostov, his creative legacy on issues and problems of international relations of the early ХХ century; the life of V.M. Khvostov, characterization and evolution of his approaches and views on the history of international relations, foreign policy. A prominent organizer and theorist in the field of pedagogical Sciences, academician Vladimir Mikhailovich Khvostov played a significant role in the formation of the Academy of pedagogical Sciences of the USSR – the all-Union center of pedagogical thought. As its first President, he paid great attention to the development and improvement of the system of humanitarian education in the school, taking into account all the tasks and requirements imposed by the practice of Communist construction in our country. In his reports and speeches at various scientific sessions and conferences, he repeatedly emphasized the exceptional importance of social Sciences in the training of not only educated girls and boys, but also in the formation of politically literate youth.

The history of war is also a history of its justification. The contributions to this book argue that the justification of war rarely happens as empty propaganda. While it is directed at mobilizing support and reducing resistance, it is not purely instrumental. Rather, the justification of force is part of an incessant struggle over what is to count as justifiable behaviour in a given historical constellation of power, interests, and norms. This way, the justification of specific wars interacts with international order as a normative frame of reference for dealing with conflict. The justification of war shapes this order and is being shaped by it. As the justification of specific wars entails a critique of war in general, the use of force in international relations has always been accompanied by political and scholarly discourses on its appropriateness. In much of the pertinent literature the dominating focus is on theoretical or conceptual debates as a mirror of how international normative orders evolve. In contrast, the focus of the present volume is on theory and political practice as sources for the re- and de-construction of the way in which the justification of war and international order interact. The book offers a unique collection of papers exploring the continuities and changes in war discourses as they respond to and shape normative orders from early modern times to the present. It comprises contributions from International Law, History and International Relations and from Western and non-Western perspectives.

Արդի ժամանակաշրջանում խիստ կարևորվում է հայ-քրդական հարաբերությունների ուսումնասիրման անհրաժեշտությունըֈ Հայերը և քրդերը դարեր շարունակ ապրել են կողք կողքի և շփվել որպես հարևան ժողովուրդներ: Այդ առնչությունները եղել են տարաբնույթ՝ իրենց մեջ ներառելով ինչպես քաղաքական, այնպես էլ տնտեսական ոլորտները: Բարդ ու հակասական է եղել հայ և քուրդ ժողովուրդների անցած պատմական ուղին: XIX դարի վերջին և XX դարի սկզբին քրդական շարժումները, որոնք թեև առանձին վայրերում հանդես եկան հայկական շարժումների հետ միահյուսված, այնուամենայնիվ չհանգեցրին հայ ազգային-ազատագրական շարժման հետ ձուլվելուն: Այս բոլորով հանդերձ՝ պատմության տրամաբանությունը հուշում է, որ քուրդ ժողովուրդը վաղ թե ուշ ստեղծելու է իր սեփական ազգային պետությունը: Հետևաբար տեսանելի կամ հեռավոր ապագայում հայ ու քուրդ ժողովուրդների ճակատագրերը, որպես տարածաշրջանային անմիջական հարևաններ, կրկին անխուսափելիորեն բախվելու են: Քրդական գործոնի դերը մասնավորապես Հայկական հարցում ունեցավ խիստ բացասական հետևանքներ: Այս գործոնը տիպաբանորեն պատկանում է Հայոց ցեղասպանության իրականացման առանցքային հարցերին: Հետևաբար քրդերի հակահայկական գործողությունները համարվում են Օսմանյան կայսրության քաղաքականությունից բխող հետևանք: / In modern times there is a necessity to study the history of relations between Armenians and Kurds.Armenians and Kurds have lived side by side for many centuries and they have communicated as neighbor countries. The communication has been of various types, including both political and economic spheres. Meanwhile, the historic destiny of these two neighbor countries was complex and contradictory. At the end of IX and at the beginning of XX centuries Kurdish movements co-acted with Armenian forces in some places, nevertheless they did not contribute to the formation of alliance. Nonetheless, the historical logics prompts that sooner or later the Kurdish people will have their own national country. Thus, in the future, the destinies of two neighbor countries will unavoidably collide. The Kurdish factor had a negative influence especially in the Armenian question. This factor typologically belongs to the main questions of realizing Armenian genocide. Consequently, the anti-Armenian actions done by Kurds are observed as the result of the policy of The Ottoman Empire.

The Diary of Ivan Maisky, a diplomat, Soviet Envoy (later Ambassador) to the United Kingdom from 1932 to 1943 is one of the valuable sources on the interwar history of international relations and WWII. Maisky never saw his diaries returned to him after they had been confiscated at the time of his arrest in 1953. It was declassified by the Archive of Foreign Policy of the Russian Federation and published in 2006-2009 with the commentaries of Russian scholars. The analysis of the Diary which contains unique details about Soviet-British relations casts new light on the roles of Great Britain and the USSR in the pre-war international crises and allows for a re-evaluation of the two powers’ efforts aimed at preventing or delaying the war. When the Diary is juxtaposed with the declassified British archive materials, the degree to which the British officials trusted the Soviet Envoy/Ambassador as well as the level of his awareness of the undercurrents of British politics become clearer. The authors argue that the Versailles System had failed by the mid-1920s and was replaced by the Locarno System based on the guarantees of Germany’s western borders. In the mid-1930s the Locarno System was in disarray despite British efforts to save it through concessions and the appeasement policy. The «Diplomat’s Diary» shows a struggle within the British elite between the supporters and the opponents of the appeasement policy linked with the search for a new configuration of the European system of security.
