The problem of increase of efficiency and quality related to pedagogical administrative activity in general education institutions is of special interest in conditions of Russian Federation�s education system modernization. Approaches to educational process management�s information and graphic models formation on the basis of integrated and generalized indexes and creation of own structure of teaching success indicators� dynamics have been presented in this work. Possibilities related to creation of extrapolation and phase models, allowing to build the operational, medium-term and long-term forecast related to success of quality management of teaching in educational quarters, half-year, year and long-term dynamics in educational institution, to allocate and analyze inter-subject interrelations, to provide motivation to training, efficiency of teaching programs� implementation and situational management functions realization have been described. A school management�s technological model which will allow to correlate dynamically the received end results to the knowledge base about being updated educational requirements and tasks, to build real forecasts, and to transfer a routine work on intra school progress control to creative process, that will considerably strengthen the substantial party of teaching quality management in modern school�s conditions has been described.

The article presents the results of a study of dispositional styles, which are reflected in the content of the original fairy tales of adolescents with oncological (n=40) and rheumatic (n=50) diseases. All adolescents underwent long-term treatment in Moscow medical organizations and were students of the State educational institution of the city of Moscow School “Teaching Technologies”. A dispositional behavior style (including resilient / victimized styles) is considered as a set of attitudes formed as a result of interaction with the environment and encouraging certain behavioral reactions and actions, which reflect the “behavior signature”. It was found that in conditions of oncological and rheumatic disabling diseases that create a deficit social situation of development, adolescents are characterized by different dispositional behavior styles, each of which has a resource for compensation. For adolescents with a resilient dispositional style, compensatory resources include attitudes toward involvement, control, and risk taking. For teenagers with a victimized dispositional style, a fairy tale becomes a compensatory resource: in fairy-tales they express their feelings and reflect on the problem of finding meaning. For adolescents with an unstable style compensatory resources are a combination of resilient attitudes and fairy tale resources.

The article analyzes the problems associated with teaching foreign students in mixed groups. A mixed group is a formally isolated part of the educational institution cohort that possesses such characteristics as: 1) a fixed heterogeneous ethno-cultural composition, 2) a different level of preparation of students for mastering the disciplines of the general educational program, 3) common cognitive interests and a single educational content in the current period of time; 4) joint educational activities under the guidance of the same teachers, 5) a single period of study. This article aims to highlight the range of language problems that hinder the development of general education programs by foreign students when studying as part of a mixed group. Since the structure of language difficulties varies for different categories of foreign citizens (foreigners with an initial level of proficiency in Russian, foreign speakers, bilinguals), it is important to have a differentiated approach to regulating the educational process and specially organized training taking into account the ethnic and linguistic needs of all members of the group. A differentiated approach to learning, building an individual way of each group member development allows mobilizing cognitive interests and motivating participants in the educational process. The development of specific recommendations to overcome the possible negative impact of a mixed group on the process of obtaining subject knowledge by foreign students is an important methodological task that requires further study.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O. Reisfeld - the first Ukrainian-language textbook on the technology of folk weaving. Keywords: Digtyari weaving professional school, Mykhaylo Dyachenko, Pryluky region.

The study is devoted to the first two decades of the existence of the Khabarovsk Technical Railway School. It was created during the construction of the Trans-Siberian Railway, and is intended to provide personnel for its eastern section — the Ussuri Railway. At present, the legal successor of the school is the Khabarovsk Technical School of Railway Transport.The problems of recruiting the commanding staff before 1917 are outlined, brief biographies of the first three heads of the school, who played a huge role in its formation, are given. Separately, the issues of staffing the teaching corps, which consisted of staff teachers and engineers involved in production, mainly from the Ussuriysk railway, were considered. The conditions for the recruitment of students and the order of their training are given; a brief description of the social composition of students. A detailed list of taught disciplines is shown, including not only general education, but also special subjects. The practical orientation of the work of the educational institution, which graduated mid-level specialists for the track and traction departments, is noted. The system of educational work in the school, which was based on Orthodoxy, has been investigated. Great importance was attached to the material support of the educational process: the school had a beautiful two-story building for its time.

New information technologies penetrate all areas of the modern economy, including organizations of higher education. Ways to improve the management process of educational activities of a higher educational institution considered. It is advisable to reorganize the educational process at the management system of the university to improve the quality of specialist education. The urgent task is to build a holistic model of the educational institution management system. In the framework of the consideration of theoretical aspects, definitions of the concepts “system” and “system model” given, and it also indicated why the system model developed and what it describes. The general structure of the model of the university’s educational activities management system is presented, which includes the main subsystems: “Educational process planning”, “Educational process management”, “Monitoring the educational process,” including processes and subprocesses. The results of this study presented in table form. The theoretical aspects of the IDEF0 notation of the SADT methodology considered. The feasibility of applying this methodology to create a functional model of the educational process of a higher educational institution is substantiated. The rationality of using IDEF0 modelling for conducting a complex (structural-functional) analysis of the educational process management system of an educational institution argued based on the main advantages of the named methodology. The presented structure of the system allows obtaining a general idea of ​​its elements and relationships between them. Functional charts of the main business processes of managing the educational activities of the university are given. The presented functional models reflect the structure and functions of the system, as well as the flows of information and material objects converted by these functions. The functional model for managing educational activity is constructed from the perspective of the administration because the model purpose is to analyze the business processes of a higher educational institution, that are part of the complex of managerial tasks facing the university’s leadership. This paper presents the developed functional model of the subsystem “Planning the educational process”, which includes IDEF0 charts of several levels. The top-level chart - the context chart - is detailed by child charts containing subprocesses, functions and specific procedures, as well as incoming and outgoing data flows, control information and resources. The article presents an integrated approach to the study of the system "Management of educational activities of the university". The given study allows us to select the main ways of improving key management processes of the educational activities of the institution, in particular, to optimize the transition from “patchwork” university informatization to integrated management of the entire system as a whole.

The development and implementation of models for determining the quality of professional training of future specialists remain significant problems for pedagogical science and practice. The relevance of the study confirms the fact that the change in requirements for training requires finding new approaches to quality management of the educational process of the university and all-round quality of the study. This raises the question of what performance is characterized by the quality of training, and how they can be measured in the educational process. To effectively solve the problem of quality of educational process management has been developed and multifactor mathematical model of quality tested experimentally. Using this model, it is possible to scientifically determine the parameters that influence the quality as much as possible, rank the parameters by the "strength of their influence" on the quality and predict the dependence of the quality change on the change in its parameters by 1%. Interpretation of parameters has been solved with the help of «Diagnostic Center» author's computing environment, diagnostic tests and the grading scale. The developed mathematical model can be built for any educational institution, for various specialties, the influence of external and internal factors. The accuracy of the model building will be the higher, the greater the statistical data used in the conclusion of multivariate equations. To confirm the effectiveness of our proposed innovative methodology for diagnosing the levels of quality parameters, a pedagogical experiment was conducted. The results obtained in the process of the pedagogical experiment give grounds to assert that the developed methodology for comprehensive quality diagnosis using the author's computer environment “Diagnostic Center” gave a positive result and helped to increase the quality levels of training of future specialists.

The development of school teaching systems to enable effective adaptive communication of information requires specific pedagogical solutions to several important theoretical and methodological problems .These include 1) the discernment of basic characteristics needed to diagnose and improve the quality of subject preparation for schoolchildren, 2) clarifying the role of the teacher in the structure of adaptive learning process, and 3) finding ways to integrate adaptive content into the framework of courses on mathematics. The purpose of our study was to determine theoretical and methodological foundations of teaching mathematics to schoolchildren taking into account their level of ability with the consequent development of appropriate adaptive content. The basic characteristics that underpin the concept of adaptive learning which contributes to both individual profiles of student ability to learn and subsequent success outcomes are: proficiency, motivation to learn and level of mathematical knowledge. The evaluation of individual profile structure of schoolchildren determines the choice of methodologies for presentation of adaptive content in ways allowing development and motivation. The system of educational process management developed in this way includes both content-methodical and procedural-technological components. This makes it possible to automatically evaluate the level of each students' mathematical training (knowledge, motivation, development) and to ensure continuous improvement. This system can also be used by secondary teachers of mathematics as a part of extracurricular activities, or as a distance learning support. In addition, the recommendations for structuring multi-level problem material can be used by mathematics teachers to self-construct adaptive sets tasks at various stages of teaching mathematics. As a result, students have the opportunity to improve their own profile of learning success, particularly by solving a chain of tasks.

Research purpose was to develop a framework for the systematic assessment of the personal qualities formation in graduates of educational institutions in regard of preventing behavioral deviations and risks reduction of personal student’s development vector changing. An indicator of the effectiveness of this activity is the normative students’ behavior, based on the value system enshrined inthe Federal State Educational Standard (FSES) in the form of a personal “portrait of a graduate of the school”. However, the evaluation criteria and the methodology for identifying these qualities are not presented in the Federal Educational Standard. Methods and techniques. The methodological basis of the study is a functional-role approach. During the empirical study, the method of expert assessments and the method “Repertory Lattices” by J. Kelly were used. Results and scientific novelty. To achieve the goal of the study, we have proposed a methodology for identifying and evaluating the formation of a educational institution graduate’s personal qualities. The methodological basis of the study is a functional-role approach that allows systematisation of personal qualities in accordance with FSES. An important feature of the approach implemented is the ability to assess personal characteristics that form the inner picture of the world and the subjective values system of the student,which ensures compliance with the requirements of the FSES general education to diversify the psychological and pedagogical support of the educational process, socialization and education of students. Practical significance. The implemented of the framework as a diagnostic tool would facilitate to interface and simultaneously solve two diagnostic problems. The use of “Repertory grids” allows us to overcome the distortion of the results of the study in the interests of achieving social approval and reconstruct the values system and meanings of the subject. The use of psychosemantics methods in combination with a functional-role approach provides the ability to score subjective-personal characteristics that form the inner picture of the world and the subjective system of values of students.

The article considers the issue of innovation in content and nature of the dynamics of global trends in educational processes, which requires Ukraine to choose further development, which significantly affects the education system and its general education component. The readiness of the teaching staff to implement educational innovative technologies in the development of the new Ukrainian school is determined, the peculiarities of effective management of innovative processes in general secondary education institutions are revealed. There are educational innovations that are a purposeful process of partial changes that lead to modifications of the purpose, content, methods, forms of upbringing and education, adaptation of the learning process to new requirements. The core of innovative educational processes is the implementation of the achievements of psychological and pedagogical science in practice, education, generalization, and spreading of pedagogical experience, as well as certain components of readiness of teaching staff in innovative activity, namely: individual characteristics of teachers-innovators, motivational orientation, creative, analytical, organizational opportunities. The article states that the teaching staff of educational institutions is actively testing domestic and foreign educational technologies, an alternative to traditional, author’s schools are created, author’s educational programs, methods, technologies, etc. are developed and introduced into the educational process. The main stages of the process of introducing innovations into the practice of the school education system are analyzed and it is determined that one of the conditions for implementing innovative pedagogical technologies is the readiness of teaching staff to innovate the essence of which is the interaction of motivational, content and evaluative components. These components provide a creative orientation of the teacher; his awareness of innovative technologies; determining the level of readiness for innovation; a reasoned system of tools that allows the teaching staff at the theoretical, philosophical levels of transformation of pedagogical reality to professionally carry out innovative activities, significantly increase the developmental and cultural-educational impact of teaching and upbringing on the individual.

Community participation in management helps to improve the quality of planning of educational work in order to meet people’s needs better and allows the organization of efficient monitoring of the quality of knowledge and skills of school students by consumers. The purpose of this article is to study current modes of community participation in school education management abroad and to analyze their possible implementation in the Russian environment. Methodologically, the modes of community participation have been studied at all levels of education management: national, regional, and institutional. Different modes of community participation in the educational process management are regarded as an element of an integral system. Based on results of the conducted analysis it has been concluded that, to enhance the management system in general education in Russia, the use of certain foreign practices seems to be reasonable, provided that they are tailored to the Russian system. The methods of involvement of independent experts and organizations in the implementation of certain functions of the State in the field of school education are of interest. Moreover, there can be used various modes of community participation in the quality of education monitoring in schools. The implementation of such practice in the Russian system of school education management will help to enhance the quality of school education.
