The article examines some of the features of service in the Republic of Dagestan. The paper provides a specific statistical evidence of uneven development of the service sector in the region, including a faster growth in the average monthly wage in some areas of the service sector. In particular, there is a relatively lower level of demand for jobs among service workers, workers in housing and utilities, trade and related activities (5.3% of total demand) whereas for those professions there is an above-average wage growth in comparison to the whole economy. Thus, the average monthly wage in the hotel and restaurant sector in January-May 2014 compared to the same period in 2013 was 134.1%, which is almost 23%> higher than the average salary increase for the whole economy. Particular attention is paid to the spatial organization of catering in Makhachkala. As a result of cartographic data placement of objects and their subsequent analysis identified are 6 specific territorial zones of the urban environment in which the great bulk of catering is concentrated. The author assumes the existence of a positive relation between the placement of enterprises and the location of the major higher educational institutions of the city, which indicates the orientation of catering on the student youth as the main consumer of goods and services. The methodological basis of the research is comprised of general scientific methods and particular studies of the phenomenon of «service area». Comparative analysis as a scientific method has allowed revealing the features of the organization of the service area, relative to the other spheres of economic activity. Among other methods actively is used content analysis of Internet resources, involving quantitative calculation of the control units (keywords).

Workplace incivility, also called bullying, mobbing, and harassment, is pervasive and takes a high toll on employees. This study draws on 18 in-depth interviews with women in the precarious, low-wage, service sector in jobs such as customer service representative, retail sales, food service, pharmacy technician, and bank teller. Women service workers are a particularly vulnerable group, and yet most research on workplace problems of this type focus on professional women’s experience. We find that in this sample, most incivilities came from supervisors, followed by customers and then coworkers. Among supervisors, women were the most common perpetrators, while customer and coworker perpetrators were largely men. The type of incivility varied depending on role: Disparagement was common on the part of supervisors and customers, while coworkers were far more likely to engage in sexual harassment, which was virtually nonexistent among supervisors. Consequences for targets of these incivilities included anxiety, which most had experienced, and income loss. We offer suggestions for future research and policy.

The purpose of this article is to study the methods for manufacturing, wearing and ways of use of the Bashkir chest decorations in the end of the 20th — beginning of the 21st c. The research area includes the Republic of Bashkortostan and neighboring regions where the Bashkirs live. Information for neighboring regions was collected using the Internet and social networks: VKontakte, Instagram, YouTube. The chronological framework of the study covers the end of the 20th — beginning of the 21st c., that is the time of a renaissance of traditions and the growth of interest in them. Field materials collected by the author during the expeditions in 2010–2019 to different districts of the Republic of Bashkortostan, archival materials, museum collections of Ufa and Internet resources where old and modern photos with Bashkir chest decorations are posted became the source base of the study. The article uses general scientific methods: comparative-historical, and the method of scientific description and analysis. During the collection of field materials, we relied on ethnographic methods, such as in-depth interviews, observation, and photo fixation. To study the current state of tradition, monitoring of social networks was used. Different types of female bibs used to be popular among Bashkirs — selter, sakal, hakal, yaga, muynsa, almaizy and others. They were very highly valued and used as essential part of the bride dowry. Chest decorations made of silver coins and real corals were very expensive. Until the end of the 19th — beginning of the 20th c., chest decoration retained its ethnic, social, and sacred functions. In the beginning of the 20th c., the traditional culture was undergoing a difficult period. During the hunger years of the 1920s, the period of the creation of collective farms, many Bashkirs were forced to surrender their jewelry for nothing. In the postwar years, very few people still had their authentic national decorations. In the end of the 20th — beginning of 21st c., on the wave of mobilization of ethnic identity and revival of interest in traditions, the bib as an ethnic marker became popular again. It has been revealed that there are five basic trends of manufacturing of the Bashkir bibs: from historical reconstructions to highly stylized pieces, from everyday to festive. Nowadays they are worn both for beauty and designating the ethnic identity, traditions, culture, demonstration of national Bashkir ownership. The initial spiritual and guarding function of chest decorations has now been lost.

The spatial organization of productive forces, the efficient use of available facilities, and the production potential assessment of economic sectors in a given region are topical issues. The Republic of Sakha (Yakutia) is a large resource-dependent region of Russia, remarkable for the geographical dispersion of deposits over a vast territory and the complex transport and power supply infrastructures. This paper presents a comprehensive assessment of the feasibility of cluster organization in the subsoil use sector in the Republic of Sakha (Yakutia), the Russian Federation, factoring in the existing and prospective economic zoning and the existing potential. The republic was divided into zones based on a cluster framework of the subsoil users. The study used statistical data on the municipal districts and financial indicators of the extractive industry companies. The integrated method was applied in the assessment, and the performance index of the identified cluster territories was calculated on a ten-point scale. The identified zones were rated by resource and production potential. The general cluster zone performance index was calculated. It appeared feasible to cluster the extractive industry in the studied region as it can increase competitiveness of local companies and contribute to the socio-economic development of its municipal districts. The proposed method can be applied for comprehensive assessment of the subsoil use sector in northern territories.

The article examines the institutional limitations of intermunicipal cooperation at the subregional level on the example of the UNESCO Yangantau Geopark, which consist in the flaw in formal institutions and gaps in the current legislation. The realities of the modern economy set the tone from competition from neighboring regions to cooperation and cooperation. According to the Strategy for Spatial Development of the Russian Federation for the period up to 2025, measures to strengthen interregional interaction include the development and implementation of strategies for the socio-economic development of macroregions. The formation of such macroregions should have an institutional basis and should take into account some principles: to be neighboring regions, to be able to develop common infrastructure and complement each other in terms of socio-economic development. Institutional constraints in intermunicipal cooperation of the Republic of Bashkortostan and neighboring regions in the field of tourism and environmental protection measures are associated with the development of the system-wide infrastructure, the tourist destination of territories. In the Salavat region of the Republic of Bashkortostan, there is the Yangantau resort, which meets the highest standards, a geopark is also located here. On the example of a geopark, the degree of development of the tourism business of the Republic of Bashkortostan and the Chelyabinsk region is considered. The territory is located within the boundaries of the municipal districts: Salavatsky, Nurimanovsky, Kiginsky, Duvansky and borders on the municipalities of the Chelyabinsk region Ashinsky, Katav-Ivanovsky, Ust-Katav, Satkinsky. In these municipalities, depopulation processes are observed, characteristic of depressed territories, and the level of unemployment is high. The author presents statistical material on the indicators of the unemployment rate in this region. One of the institutional limitations of the pandemic period is that the service sector, like other types of service, is subject to rapid decline and slow recovery. The author also attaches great importance to the development of transport, logistics and engineering infrastructure. There are road and rail links in this area. Federal highway M-5, which is the main highway here, is overloaded and massive accidents happen on it. At the moment, the track is being reconstructed.

The land availability for the achievement of the works of national interest often requires the expropriation of buildings because the State and its communities do not arrange land reserves. It is the case of the fishing road Project that joins in the strategy of the Beninese government to value the service sector and more particularly the tourism. This project encounters for several years the obstacles of the fact not only of the implemented procedure for the land expropriation but also its size and its orientation which varied in time. The adopted approach allowed to make an inventory of fixtures of the situation and to analyze the different options to be undertaken to have a land tax secured to set up for the project. This study proposes a procedure which, while correcting the previous actions, contributes to an expropriation based on the provision of the right of the urban planning and the law 2013-01 carrying Land and State Code in the Republic of Benin in order to avoid possible conflicts which would question at first the expropriations and indirectly, the achievement of the project.

The coronavirus pandemic has had serious economic consequences. As a result, the demand for consumer goods and services has fallen sharply, and the service sector is suffering huge losses. Accordingly, revenue also fell, while the mandatory costs remained unchanged: loan payments, rent payments, salaries, taxes and social contributions. The resulting cash gap is likely to lead to massive bankruptcies.

The article introduces the significance of social worker's assistance to prospective foster parents: a case of an X Lithuanian town. The best place for the child development and improvement is the family. For some reasons not all the children are raised in families. Some children have no possibility to live with their biological families, therefore according to the established legislation, they live in foster homes under the supervision of foster parents or are adopted. Children adoption in our country is regulated by different acts of legislation. The activity of the ombudsperson for children’s rights is governed by the Law on the Ombudsman for Children Rights Protection of the Republic of Lithuania (2000), Civil Code of the Republic of Lithuania, Regulations of organization and management of children guardianship (2002), etc. Research <strong>aim</strong> is to analyze the social service worker's assistance to the prospective foster parents. The following objectives to reach our <strong>goal</strong> are presented: to analyze theoretical conception of adoption procedure and enforcement; to discuss the system of the social service workers’ assistance to prospective foster parents; to investigate foster parents' approach towards the social service worker's assistance and to reveal the main problems. <strong>Research methods</strong>: analysis of the scientific literature – scientific analysis of adoption issues. The stages of adoption procedures and the requirements overviewed and analysed are provided; document analysis: documents, acts of legislation, laws and regulations of child adoption regulations are analysed and overviewed; a qualitative study: semi-structured interview, analyzing the foster parents' approach towards the social service workers' assistance; problems and probable solutions are identified. The research results are obtained by content analysis. <strong>The article presents the following generalizations:</strong> 1) adoption is considered as a social process when specific rights and responsibilities are provided to foster parents in order to guarantee the child's safety. In case of inter-country adoption, the adoption opportunities are estimated, the child is prepared for the adoption and the family for the child is selected. At that period foster parents face internal and external factors. Seeking to grant the children rights and smooth adoption process, professional social workers should coordinate it; 2) institution of the Ombudsman for Children Rights of the Republic of Lithuania and State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour are also engaged in the adoption and foster care; 3) the research results reveal that the biggest problems for prospective foster parents are extensively long adoption period, lack of social service workers' assistance and poor knowledge on the available assistance.
