The monograph used the results obtained during the analysis of the Russian and foreign experience of state regulation of competition, legal and institutional securing of implementation of procompetitive policies. It is proposed the category of "Pro-competitive order" as an institution of the knowledge economy. Recommendations principles for the formation of Pro-competitive policy of Russia in the aspect of the need for structural reformation of the economy of transition to economy based on knowledge. Topicality. In modern conditions, science and technology play a decisive role in the effective development of the economies of advanced countries. At the same time, in Ukraine during the years of independence science has lost its influence on socio-economic development due to the lack of an effective system of converting research results into concrete economic achievements, and the state's inability to create the necessary conditions and incentives for knowledge transfer.Aim and tasks. The purpose of the article is to substantiate the interactive model of scientific knowledge transfer to the national economy as a basis for developing practical recommendations for state regulation in this sphere, in the conditions of transition to the knowledge economy.Research results. The conceptual base of the interactive model of scientific knowledge transfer to the national economy is substantiated. In particular, the characteristics of the knowledge economy that determine the features of state regulation of the scientific knowledge transfer, namely, the emphasis on the dissemination of knowledge, not on their creation; resource approach to knowledge, and their focus on action. The classification of types of knowledge in the knowledge economy is given, and the special role of implicit knowledge is emphasized, which requires direct contact for its transfer or active participation and presence of persons who possess it. The models of the innovation process in the knowledge economy are considered and the predominance of the interactive model of innovations is shown, according to which the innovation arises as a result of interaction between knowledge producers and consumers of knowledge, which exchange both with codified and implicit knowledge.An interactive model of scientific knowledge transfer to the national economy has been developed and its distinction from the linear model of scientific knowledge transfer has been shown. Approaches to the state regulation of the scientific knowledge transfer have been formed, according to linear and interactive models based on the concept of "market failures".Conclusion. State regulation of the scientific knowledge transfer to the national economy of Ukraine should move away from a narrow understanding of this activity as the commercialization of technology, and reduction of regulatory measures in this area to intellectual property rights protection and "technology push" measures. There is a need for a broader understanding of knowledge transfer as an interactive process involving interaction between different stakeholders, and state regulation in this area should be aimed at mitigation the risks associated with the coordination and network failure of knowledge transfer actors; funding infrastructure and activities aimed at stimulating interaction between knowledge transfer stakeholders, encouraging the exchange and joint creation of knowledge.

Foreign experience of state regulation of territories economic potential development has been revealed. The purpose of the article is to study foreign experience of state regulation of territories economic potential development.International practices of using mechanisms and tools of state influence are analyzed. The types of state regulation of territories economic potential development abroad are offered: differentiated (specific to the countries of the European Union based on selective support for increasing the economic capacity of the community), marketing (typical for the countries of North America, which includes the using of branding benefits to implementation of state economic policy) , institutional (specific to countries of Latin America, based on effective collaboration of all stakeholders in local economic capacity building).The general tendencies of state regulation of territories economic potential development abroad are the following:1. The need to understand the modern economy - the determining role of the flow “knowledge” and “ information” (compared to flows “labor-capital”), which creates a global network of ideas. 2. Increasing local capacity and competitiveness - the need to increase local economic potential in industries.3. The basis for the entrepreneurial environment is education and quality training of the labor force.Common features of the implementation of state regulation of territories economic potential development abroad, regardless of the level of development, is that the territories economic potential development is a component of sustainable development of the country and regions with appropriate consolidation in the strategic documents, as well as creating the necessary organizational and institutional support for the state economic policy.The main aspects are becoming the orientation towards the values of the concept of sustainable development, the using benefits of strategic planning, benchmarking and branding of territories, social advertising and institutionalization in order to achieve the main purpose of such influence - increasing the territories economic potential. At the same time, each state forms its own, unique to it approach in accordance with archetypal peculiarities, based on certain generally accepted principles of effective state administration.

The article considers the issues of state regulation of investment activity in the digital environment using the example of the USA, the European Union, Japan and the BRICS countries. In the era of computers and high technologies, the digital economy affects all spheres of life: healthcare, education, Internet banking, and government. The digital economy is developing in all highly developed countries, including Russia. Currently, the concepts of the formation and development of the digital economy in modern developed countries are defined differently. The main problems in regulating relations related to the development of the digital economy are identified both at the level of legislative acts and at the level of by-laws; in strategic documents at the national level. The purpose of this article is to study the foreign experience of state regulation of investments in the digital economy. The theoretical and methodological basis of this article was the research of Russian and foreign scientists studying the content and forms of state regulation of the investment process, expert and analytical materials of public servants, materials of scientific conferences and seminars. A database for substantiating conceptual provisions: information materials of the Federal State Statistics Service of the Russian Federation and its regional bodies, a number of research institutes, analytical materials of Russian and foreign financial institutions, regulatory legal acts and official materials of federal and regional authorities. In the process of the study, methods of logical, statistical and system analysis, methods of modeling and expert evaluation were used.

The article focuses on the need to strengthen state regulation and institutional support of the market turnover of agricultural land in Ukraine. The need to form an adaptive institutional field to support the organization of the agricultural land market is determined. The foreign experience of the formation of the legislative field regarding the market turnover of agricultural land is analyzed. Proposals for improving the efficiency of state regulation of market turnover of agricultural land are proposed.

The comparative social and economic analysis of character and consequences of agrarian transformations in China and Russia is presented in the article. It is shown that, unlike China, the agriculture of Russia continues to remain in conditions of the deep system crisis creating a serious threat to food and general national security of the state. Ways out of this crisis are grounded. Special attention is paid to using the Chinese and broad foreign experience on providing priority of the rural development, changes necessary for this purpose in agrarian policy, the system of state regulation and farm management.
