Foreign experience of state regulation of territories economic potential development has been revealed. The purpose of the article is to study foreign experience of state regulation of territories economic potential development.International practices of using mechanisms and tools of state influence are analyzed. The types of state regulation of territories economic potential development abroad are offered: differentiated (specific to the countries of the European Union based on selective support for increasing the economic capacity of the community), marketing (typical for the countries of North America, which includes the using of branding benefits to implementation of state economic policy) , institutional (specific to countries of Latin America, based on effective collaboration of all stakeholders in local economic capacity building).The general tendencies of state regulation of territories economic potential development abroad are the following:1. The need to understand the modern economy - the determining role of the flow “knowledge” and “ information” (compared to flows “labor-capital”), which creates a global network of ideas. 2. Increasing local capacity and competitiveness - the need to increase local economic potential in industries.3. The basis for the entrepreneurial environment is education and quality training of the labor force.Common features of the implementation of state regulation of territories economic potential development abroad, regardless of the level of development, is that the territories economic potential development is a component of sustainable development of the country and regions with appropriate consolidation in the strategic documents, as well as creating the necessary organizational and institutional support for the state economic policy.The main aspects are becoming the orientation towards the values of the concept of sustainable development, the using benefits of strategic planning, benchmarking and branding of territories, social advertising and institutionalization in order to achieve the main purpose of such influence - increasing the territories economic potential. At the same time, each state forms its own, unique to it approach in accordance with archetypal peculiarities, based on certain generally accepted principles of effective state administration.

The article reveals aspects of the formation of a complex mechanism of state regulation of territories economic potential development in Ukraine by improving the tools of its legal, organizational, informational, social and economic components. It is emphasized that the use of a separate functional mechanism significantly narrows the planned desired future outcome of transformations. It is proved that the combination into a single complex mechanism will ensure the highest efficiency of the public administration system, capable of self-reproduction in the long run. Practical recommendations for improving functional mechanisms as built-in elements of a complex mechanism of state regulation of territories economic potential development in Ukraine are given, which will improve the quality of executive bodies and local governments, will form the basis of modern business partnerships, strengthen economic opportunities at the local level in economic, social and environmental dimensions. It should reflect the strategic orientations of state building, be preventive in relation to future changes, take into account the turbulence of the external environment and give every citizen an awareness of stability and responsibility for the future of their own community.

The advantages and disadvantages of the city transport system of Moscow have been adduced, and the necessity of its improvement has been substantiated. The importance of state regulation in this sphere has been emphasized. Successful foreign experience of the European Union, Japan, New Zealand, China, Singapore, the USA and others megacities in the context of its application in large cities of Russia has been examined.

The article reveals the possible options for the development of disadvantaged regions, discovers and investigates the specific typology of the most popular regions that have been developed to overcome the less-developed regions of the Russian Federation and the EUzone. Background study confirms the need to address one of the most difficult issues of the modern economy of the Russian Federation — the formation and development of certain types of regions within a single country´s economy. The growing socio-economic disparity in regional development, the emergence of problem (occasionally to the extent of crisis) regions, the disintegration of the Russian economic zone call for innovative mechanisms to facilitate socio-economic stability and sustainability in the regions. The article identifies the types and subtypes of underdeveloped regions in the European Union. At the same time, the urgency and the variety of regional issues in the Russian Federation require detailed strategic research initiatives and innovative proposals coming from representatives of regional authorities. Significant contribution into this process is made through the development of theoretical and methodological solutions to problems of state regulation of the processes of lagging regions ´sustainable development. There is an urgent need for a broad picture of the economic reforms in the Russian regions, for a track-record of major destabilizing factors incidence, for a potential economic growth model, for options and mechanisms for ongoing socio-economic growth as dependent mainly on the internal potential of the region and the most effective use of its own resources and capabilities. The to-date opinions, strategy and market environment conditions are not consistent with the concept of sustainable development in general and the locally-shared vision of sustainable development.

The article examines the implementation of innovations in industrial enterprises, as well as their sources of funding in Ukraine and Europe. The role of innovation infrastructure as a driver of economic development of national and regional economy due to the formation of a holistic goal to scale innovation and the relationship of various stakeholders involved in innovation, the formation of the investment environment. The paper identifies problems and areas for improving innovation in the regions of Ukraine and the motives for implementing new projects. Based on the analysis of statistical data on the development of innovation in the regions of Ukraine and in order to identify strategic instruments of state regulation for the development and scaling of innovations, identified and described the shortcomings and conditions for the development of innovation infrastructure. Based on the study of statistical reporting of Ukraine and European countries, it is determined that the improvement of innovation policy and competition of enterprises is possible with the implementation of new technologies for the production and implementation of innovative services in different regions of the country. It is established that the indicators of development and scaling of innovations in the regions of Ukraine have a steady trend, which affects the destructive processes in the country, and funding such an important component of innovation development as research aimed primarily at the public sector, while in the European Union - at business sector. With effective government stimulation of the business sector and the provision of positive state, regional and local conditions, the situation regarding economic and innovation indicators in Ukraine may have a positive dynamics in the future. It is established that when forming strategies for the development of innovation infrastructure, it is necessary to pay attention to the feedback between the business sector and the interests of the country and gradually move to the European experience of innovation development. This strategy will create progressive models for coordinating the scaling up of innovation for the country's sustainable development.


The article deals with the problems of public relations in the sphere of financial services in foreign countries. The foreign experience of regulation of the sphere of financial services is studied and possibilities of its use in Ukraine are determined. An example of a model of legal regulation of the financial services industry in Ukraine may be the model used by the European Union. The European Union in the field of financial services has introduced a system of authorized institutions and bodies of the European Union, based on the principles of the internal market, aimed at consolidating a competitive efficient financial market, ensuring a high degree of financial stability, consumer protection and control. The regulation of financial markets in different countries of the world usually works within two different models. The first model involves regulation by predominantly state bodies, and only a small part of the powers overseeing, controlling, establishing the rules for conducting operations are transferred to associations of professional market participants - self-regulatory organizations. The second involves the transfer of as much authority as possible to self-regulatory organizations. At the same time, the state retains basic control functions and the ability to intervene at any time in the process of self-regulation. An important issue in the implementation of the European Union's financial services policy is the organization of a prudential oversight structure for financial market participants.However, the effectiveness of its operation depends on the specific institutional structure of supervision established in the Member States of the European Union in most countries of the world as a regulator of the banking system entrusted to the central bank. The experience and possibilities of introducing positive experience in regulating public relations in the sphere of financial services of such countries of the European Union as Germany, Great Britain, France, Denmark, Czech Republic, Hungary, Estonia, Latvia, Malta and the experience of the Russian Federation are discussed in detail The study of the financial services market regulation systems makes it possible to conclude the gradual development of common rules, rules and principles that are recognized by most countries. The need for unification is linked to the processes of interstate integration, internationalization and globalization of the financial markets, which initiate the gradual blurring of the identification boundaries between different national models of state regulation of the financial services market.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.
