Providing model of tourism industry organizations with highly qualified personnel

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It presents the model of formation of professional competence of specialists. There are also the basic problems of the domestic system of training personnel for the tourism industry on programs of additional professional education. The author provides information about foreign experience of personnel training organization in tourism sphere of activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt, which is built on logical reasoning and providing answers to three main questions to the management of improving transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree» (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work of the educational organizations of secondary professional and higher education and additional professional education with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion is reinforced by findings based on the analysis and generalization of training professionals experience in tourism business abroad. The necessity of cluster approach to the organization of training, including the cooperation of organizations of higher and additional professional education with professional tourism community is proved.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.

The paper examines the phenomenon of profes-sional identity as a tool for intensifying labor capital. Professional identity implies the orientation of an individual to the constant development of profes-sional qualities, which over time provides the econ-omy with highly qualified personnel. However, in modern Russian realities, many factors complicate the formation of professional identity, including those at the stage of acquiring higher professional education. The results of the sociological study of the state of professional identity of university stu-dents in Ufa revealed some problems in the for-mation of ideas about the profession (specialty) and the motivation for its choice. So, at the time of enter-ing a university, young people often have a superfi-cial idea of the chosen specialty, they do not have a process of professional determination. The motiva-tion for the professional choice of students is equal-ly rational and irrational, with every fourth student choosing a specialty under the influence of random factors. The study also showed that the role of the institution of secondary general education in the process of professional self-determination is not of prevailing importance, while in developed countries the school is the primary element of the vocational guidance system. Based on the analysis of the data presented, it is necessary to make managerial deci-sions in the field of career guidance in Russia, and measures of career guidance work with students at school are proposed.

Currently, a modern young specialist is expected to meet the market forming criteria for the selection in the agricultural labor market and have a risk-oriented thinking. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. The implementation of modern goals facing agricultural universities will improve the algorithm for training highly qualified young specialists who would be able to meet all the selection criteria in the agricultural labor market.

The article considered the formation concept of a historical-thematic exposition "Formation and development of scientific, technical and personnel support for the agriculture mechanization and electrification in Russia", covering the historical period from the 18th to the 21st century. The characteristics of the development stages of agriculture mechanization and electrification in Russia in the specified period were given. The creation history of the first agricultural uni-versities which began the systematic training of specialists for agriculture, including for working with agricultural machines and tools was presented. The authors noted the contribution of leading scientists and specialists in the field of agriculture and machines maintenance to the formation of agroengineering science and highly qualified personnel training.

The article considers the peculiarities of the marketing policy of educational institutions, which carry out the personnel training for the tourism industry. Today, the study of issues related to strategic directions of marketing policy of educational institutions, which carry out the personnel training for the tourism industry, becomes more and more important. The modern model of education makes new requirements for the level of competence of graduates of educational institutions, including for tourism. Fundamental changes in the market of educational services in the field of tourism relate to the introduction of professional standards in the future. They will be the basis for the adjustment of federal educational standards and educational programs at all levels of professional education, and the use of innovative forms and methods in vocational and internal training of personnel for the tourism industry. The article gives an analysis of the content of the concept of educational services marketing for the tourism industry. The requirements for the marketing policy of educational institutions, which carry out the personnel training for the tourism industry, are generalized. The strategic direction that consists in active implement programs of additional vocational educationg in the tourism is justified.

The issue of training in the tourism sector is one of the most priorities. Today tourism is the most promising, rapidly developing social, cultural, and leisure activities. The article describes tourist activities from the point of view of its staffing. The main purpose is to identify the peculiarities of professional education in the field of tourism, to define a circle of competences, which a specialist in this field should have. The specificity of the regions of our country requires more attention to the development of skills in the sphere of tourism. System of professional education in the sphere of tourism should be comprehensive, i. e. it should foresee professional integration of theory and practice, formation and correction of professional values, motivation, and quality and virtues of personality. Tourism development is one of the promising directions of optimization of cultural and social-economic growth of life of population of regions. The experience of the Olympic and Paralympics games in Sochi in 2014 shows that the organization of international sports events allows to implement projects and programs for the optimization and development of tourist potential. In this regard, most of the educational institutions of regions and cities aim at training highly qualified personnel not only in tourism, but also in related fields. Modern trends in the tourism sector must respond to prevailing needs, the education and training of specialists in the sphere of tourism. Training should be tailored to actual customers of present and future tourist market. Thus, the article aims to examine the specifics of formation of professional competencies of personnel of tourism sector, which are necessary for the future development of the tourism industry of our country and its separate regions.

The article highlights the current state and problems of vocational health professional education of physicians and nurses in the specialty «cosmetology». Legal documents: orders, instructions, regulations on the activities of medical practitioners and nurses in the specialty «cosmetology» are described. The authors noted that availability of qualified staff, regularly and systematically improving their professional skills, not only the student´s individual technologies, largely determines the quality and safety of services provided on cosmetology. The authors believe that cosmetologist must have higher professional education in one of the specialties: «General medicine», «Pediatrics», he should complete his residency training on the specialty «Cosmetology» or to complete a professional retraining on specialization «Cosmetology» in the presence of higher education on the specialty «Dermatovenereology». During labour activity a doctor is obliged to obtain additional professional education at least once in five years, what determines the quality of his activities.The authors note, there are the need for greater involvement in the training of private health organizations, which have modern material and technical base and highly qualified personnel.

The Ministry of Education and Science of the Russian Federation has established a score-rating system to assess the achievement quality within academic disciplines. The word "rating" is a foreign-language term, literal translation into Russian means "assessment". The second meaning of the word "rating" is a numerical measure; it characterizes performance of a student, pupil, etc., during a certain period of training, usually by the 20-point scale, or 100-point scale. This article highlights the history of formation and implementation of a score-rating system into the curriculum. Due to development of advanced technologies, there is a need for training highly qualified personnel to solve increasingly complex problems in professional activities. In our opinion, pedagogical assessment of student's knowledge in the form of score-rating system is a key role for preparing highly qualified personnel. The authors study processes of training skilled professionals in the course of academic education in technical universities of our country. The transformation of educational space has led to the renewal of requirements for students training. The modern goal of professional education is the formation of students ' competence. In this regard, there is a need to find the most effective ways to develop students’ competence. The purpose of the article is to analyze the experience of implementing social and educational technologies as an important component of the process of professional competence development. The article is devoted to the role of social and educational technologies employed to train students of higher professional educational institutions. The authors reveal the essence of educational technologies, their capabilities and significance for potential of future graduates. Social and educational technologies in the process of professional training of students perform the following functions: corrective, diagnostic and organizational. Against the background of professional competence development, these technologies perform such tasks as the development of moral qualities, orientation to universal values, the formation of humanistic views, skills of working with a team, leadership qualities, the formation of ideas about the importance of future professional activities, planning skills, management of a group of people.Focusing on the fact that highly qualified specialists’ training, according to the requirements of the state and society, should be versatile and include not only formation of professional skills, but also high moral and personal qualities that help in effective interaction provision, the authors of the article cite a study that allows to highlight the importance of social and educational technologies. The authors reveal process of social project implementation by students which is carried out in the framework of social project technologies. The possibilities of the social project allow introducing it into the activities of students of all courses of study to develop professional competence.
