Modern Tajikistan experiences considerable difficulties in a solution of the problem of rational management of objects of water infrastructure which don´t belong to maintaining public authorities, and are step by step transferred to hands of water users. In the present article the actual problems of economic (enterprise) activity of associations of water users in the Republic of Tajikistan urged to solve problems of maintaining, operational management of an internal irrigational network of the Republic of Tajikistan are considered. In article the separate data which have become a basis for reforming of sector of agriculture, to reforming of the former collective farms and state farms in modern Dehkan (farmer) farms and also on lack of essential measures on definition of the property right to constructions, the equipment, the earth of internal irrigational networks of Tajikistan are entered. Way out creation of a new civil form – associations of water users is considered – to whom functions on the maintenance of an internal irrigational network due to economic activity are assigned. Arguments concerning equivalence of economic activity commercial and as result – a contradiction to standards of the civil legislation of the Republic of Tajikistan are given in article.

Assigning the moniker stakeholder to the planet has stirred a rather interesting debate in recent years. Proponents have insisted that the Earth is both the ultimate source of economic resources and the ultimate sink for economic wastes, meaning that it “affects or is affected by the achievement of the organization’s objectives” (Freeman, 1984, p. 46). They have said that giving the Earth stakeholder status can effectively tie the ecological health of the planet to the economic survival of the firm, and they have demonstrated this by focusing primarily on the economic benefits which can accrue to firms that effectively respond to the ecological concerns of regulators, consumers, investors, lenders, insurers, and so forth. However, others have questioned assigning the Earth stakeholder status. They have said that doing so convolutes the definition of stakeholder too much by expanding it to something other than “person[s] and groups” (Freeman, 1984, p. 46), and they have said that referring to the planet as a stakeholder is an idealistic view which defies the realities of the relationship between economic activity and the Entropy Law. Regardless of the side, the arguments in this debate have focused primarily at the economic level. Does the Earth’s central place in humanity’s economic survival suffice to give it stakeholder status? Does the Earth have voices on boards of directors? Is the underlying assumption made by those who advocate giving the Earth stakeholder status—that economic activity is ecologically sustainable—truly reflective of the relationship between economics and entropy? However, for us this debate took an interesting turn away from the economic level at the 1997 Ruffin Lectures in Business Ethics when Ian Mitroff said, “The Earth is a stakeholder, but it is a spiritual stakeholder.”

Industry occupies a special place among the types of economic activity in any region. Projects for the development of backbone industrial enterprises in regions play a decisive role in the formation of their production specialization. Hence, the transition to project management in the development of regions most often means the implementation of appropriate measures in industry. The paper gives a definition of systemic projects, shows the conditions for their implementation, depending on the purpose of implementation and significance. The place of backbone projects in the development of industrial centers of the Republic of Bashkortostan is shown. Discrepancies are revealed in the list of projects included in the Strategy of Socio-Economic Development of the Republic of Bashkortostan, cities and municipal districts and in other regulatory documents aimed at accelerating territorial development. The solution of the following tasks is considered: determination of trends and patterns in the development of industry in the regions; identification of the main requirements for projects to develop industry in the regions of the country; survey of the existing package of projects for the development of this industry in Bashkiria; proposals for backbone projects in the industry of the republic. The implementation of projects takes place in different municipal regions and municipalities in different ways. In the Republic of Bashkortostan, more than 80 % of industrial production is concentrated in four cities - Ufa, Salavat, Sterlitamak and Neftekamsk. They also account for most of the investments. At the same time, investments in these cities enjoy all kinds of benefits. It was proposed to strengthen the benefits for projects located outside the zone of traditional industrial location and for new types of activities for the republic.

The article considers value and essence of business and enterprise activity in work of economic entities. Enterprise activity is covered in total with business activity and their interrelation and interdependence are considered. The logic of research of a problem begins with prerequisites of emergence and degree of need of the considered types of activity for successful function of the economic subjects carrying out economic activity, and develops in definition of a place of enterprise activity in domestic economy. The article opens the question of possibility of successful existence of organization without the elements of business activity and considers objective and subjective factors and conditions impacting on development and realization of enterprise activity. It is noted that "civilized" business that includes an indispensable element -business and enterprise activity, creates conditions of competitive interaction, creation of the new benefits of society, and influences over its dynamics of development. The spesial attention is paid to incentives and restrictions of enterprise activity in domestic economy and to possible prospects of its development. Enterprise activity can be understood as some kind of business activity. Economic motives underlie in a basis of both of them. Authors study the prerequisites of emergence and degree of need of the considered types of activity for successful function of the economic subjects carrying out economic activity. Is it possible the successful existence of the organization without elements of business activity? As far as business activity is the cornerstone of dynamics, defines the directions of development of the organization and directly effects on formation of its competitiveness, so naturally, success of the organization depends on its business activity. It is theoretically possible to assume that emergence of the organizations was, to some extent, a consequence of manifestation of business activity. Thus, business activity – a necessary element of activity of the organization.

Modern processes of regulation of the legal market in Russia and other post-Soviet countries take place in the context of the right to qualified legal assistance. The authors used a set of such comparative legal methods as synchronous and intra-system comparison, as well as problem-chronological and formal legal methods. The paper focuses on the definition of qualified legal assistance and its criteria. The research involved a group of entities that provide qualified legal assistance: public authorities, civil society institutions, i.e. bar, notary, legal clinics, public associations, etc., commercial organizations, and individual lawyers. The comparative legal analysis featured qualified legal assistance in the countries of the Eurasian Economic Union. A key aspect of the right to qualified legal assistance is the state system of legal aid. The article describes Russian and Belarusian models. The authors believe that there is no appropriate definition of qualified legal aid and that the bar holds the dominant position in the professional lawyers' community. Some countries of the Eurasian Economic Union preserved Soviet experience of bar associations. These countries demonstrate some specific traits of advocacy activities. For instance, institutions of legal consultants function as an alternative to the bar. The Republic of Armenia declared legal practice a business activity. The Republic of Belarus legally regulates specialized bar associations, e.g. legal counseling and law firms that specialize in a particular branch of law. As for free legal assistance, Russian model proved to be more advanced than that of Belarus, as Russia has no statutory mechanisms for obliging legal firms to provide free legal assistance at their own expense. In addition, Russia has a wider range of population categories entitled to receive free legal aid. Another advantage of the Russian free legal aid system is a detailed regulation of the status of legal clinics.

The framework guiding the spatial development of the Russian Federation is widely discussed. However, the characteristics of an optimally organised space are yet to be defined. This research focuses on one of the aspects of this problem, aiming to identify the characteristics of the optimal spatial organisation of the regional economy depending on the degree of homogeneity of socio-economic space. We examined four Russian regions comparable in area and administrative-territorial division, but differing in economic activity (Krasnodar Krai, the Republic of Tatarstan, Chelyabinsk Oblast and Kemerovo Oblast). For that purpose, we applied spatial analysis methods: spatial autocorrelation, cartographic analysis. The examined regions are characterised by varying degrees of spatial heterogeneity. It is most significant in the Chelyabinsk Oblast, where 46% of the population lives in the territory of two municipalities that produce 73 % of the regional products. The territories of Chelyabinsk Oblast differ the most in terms of output (R/P is 994.65). The degree of heterogeneity is also high in the Republic of Tatarstan, characterised by the differentiation of municipalities in terms of inhabitants (the maximum R/P is 42.09) and fragmentation of space (the global Moran’s index for the considered parameters is less than its expected value). Krasnodar Krai is the most homogeneous (the production R/P is 131.57, the settlement R/P is 14.52) and integrated territory (spatial autocorrelation is positive). Simultaneously, there is no clear relationship between the degree of spatial homogeneity and the efficiency of economic activity in the regions in the short term. The results show that it is impossible to use a single unified model for the development of various territories. Thus, it is necessary to apply a differentiated approach when determining spatial development guidelines. The obtained results can be used by public authorities in the field of spatial development management. Moreover, they can be used for further research of other parameters of spatial organisation that are not related to its homogeneity.

Subject. This article deals with the issues of determining the market value of the trading business, taking into account a number of characteristics. Objectives. The article aims to develop certain provisions of the methodology and practice of evaluating the business of trading organizations, namely, taking into account the additional risk of inventory feasibility when calculating the discount rate. Methods. For the study, we used a systems approach, and the cognition, and economic and analytical research methods. Results. The article presents a three-tiered classification of stocks and a definition of risk based on the criteria for dividing stocks by purpose, degree of implementation, and shelf life in accordance with the scale. Based on the classification, the article offers certain recommendations for determining the discount rate when evaluating trading organizations, aimed at taking into account additional risk. Conclusions. Various evaluation procedures within the framework of traditional approaches and methods in relation to trading organizations do not take into account risk specific to this type of economic activity. The proposed methodology for calculating the discount rate for trade organizations takes into account the features of their functioning.

This article is devoted to the study of the image of Executive authorities in modern Russia. The relevance of the chosen topic of the scientific article is emphasized for the present time, when society and the state are developing methods of countering the coronavirus pandemic – not only in the medical, but, no less important, in the socio-psychological aspect. In this perspective, the consolidating potential of a positive image of government bodies and civil servants is noted. Attention is focused on the terminological apparatus of the problem. Based on the analysis of relevant scientific works, the article provides the author's definition of the image of public authorities. The author notes the peculiarity of the image of Executive authorities, which consists in the presence of two inextricably linked equivalent components – the image of the authority and the image of a civil servant. Image formation of government bodies is considered as a multi-factor interaction of three main subjects: government bodies, the population, and the mass media. The main method of implementation is still the mass communication media, which provide a permanent presence of Executive authorities in the information and communication space. It is noted that the basis for the formation of a positive image of the Executive authority and bureaucracy is their effective functioning. At the same time, the perception of citizens, their attitude to the activities of Executive authorities, the level of trust in them is considered as the main indicator of the modality of the image. Based on the analysis of data from sociological studies, the conclusion about a positive trend in the perception of public authorities and officials by Russians is substantiated. However, there is a negative impact on their image of the lack of these changes and, in General, a low level of openness of public authorities.

Hisab dan rukyat, hakikatnya, adalah cara untuk mengetahui pergantian bulan. Kajian ini memperlihatkan beberapa temuan. Pertama, korelasi antara hadis Kuraib dan terjadinya perbedaan penetapan awal Ramadan, Syawal, dan Dzul Hijjah di Indonesia. Kementerian Agama Republik Indonesia telah menetapkan bahwa Indonesia secara keseluruhan menjadi satu wilayah hukum (wilayatul hukmi). Kedua, tentang keberhasilan rukyat al-hilal di satu kawasan yang diberlakukan bagi kawasan lain di muka bumi. Perlu diketahui bersama bahwa visibilitas pertama hilal tidak meliputi seluruh muka bumi pada hari yang sama, melainkan membelahnya menjadi dua bagian: (1) bagian sebelah Barat yang dapat melihat hilal dan (2) bagian sebelah Timur yang tidak dapat melihat hilal.Hisab and rukyat is a way to know the turn of the month. This study shows several findings. First is the correlation between Kuraib traditions and differences in the determination of the beginning of Ramadan, Shawwal, and Dhul-Hijjah in Indonesia. Ministry of Religious Affairs of the Republic of Indonesia has stated that Indonesia as a whole into a single jurisdiction (wilayatul hukmi). Second, on the success rukyat alhilal in one area that applied to other regions of earth. Important to know that the first visibility of the new moon does not cover the entire face of the earth on the same day, but splitting it into two parts: (1) part of the West to see the new moon, and (2) part of the East were not able to see the new moon.
