The authors have analysed bases and principles of state policy of work and employment of the population in modern Russia. Social and economic conditions of policy formation of work and employment of the population at the federal and regional levels are revealed. The authors have proved an objective requirement of using optimum ways of creation of working conditions both at the federal, and regional levels. Factors of increasing overall performance of public service employment of the population in modern social and economic conditions of the Russian reality are specified.

The article describes the main issues of state regulation of youth employment. The authors updated the problems of labor socialization of young people in the Russian socio-economic conditions. The article focuses on the legal regulation of this sphere both at the national and regional levels. Reasonable measures aimed at increasing competitiveness and professionalization of the young generation in the labor market conditions are substantiated.

This article looks at US experiences of the contracting-out form of privatisations, the problems it can cause and the forms of resistance that have developed among public service unions. It focuses in particular on how the municipal workers’ union in Indianapolis combined resistance with partnership to avert privatisation and achieve improved service, employment guarantees and better pay and working conditions. It then details, with reference to airport security, some of the perils of allowing privately owned companies, with their limited business preoccupations, to manage an area with a major public-good component.

The article discusses mechanisms and models of state regulation of the labor market in Ukraine. The system of relations in the labor market is one of the most urgent directions of the socio-economic link of the state. The greatest influence on a state and dynamics of development of labor market provide socio-economic factors. The purpose of article is the research and assessment of the Ukrainian labor market, determine the socio-economic conditions for its development. It was noted not high position in a number of international rankings, a much higher level of remuneration in European countries than in Ukraine in recent years. It was analyzed the tendencies of labor migration of Ukrainian citizens under the conditions of European integration. Key problems in the development of the labor market in Ukraine include: low level of unemployment regulation, lack of clear structure of the labor market, insufficient number of jobs, lack of mechanisms for regulating the labor market, etc. It was investigated the main foreign models of regulation of employment and the labor market. It was considered the creation of a migration labor exchange to solve the problems of employment of Ukrainian citizens abroad. The implementation of this program will bring back into the labor market able-bodied unemployed citizens who already long time cannot find work in Ukraine and reduce the abuse associated with the shadow economy that does not declare their income. It was established that the effectiveness of solving the problems of the labor market and employment are substantially caused by state regulation. There are given the main directions of ensuring the efficiency of state management of the labor market of Ukraine on the basis of the conducted research of problems and tendencies of development, foreign experience. The directions include flexible employment policies at the national and regional levels, improving the system of continuing vocational education, creating appropriate legislation, promoting the development of the national economy and legalizing shadow employment.

The article is devoted to the implementation of selective (mixed) strategy of state regulation of the labor market in terms of monopropellant areas, involving constant monitoring of the labor market areas, the adoption of operational measures in the field of reducing unemployment and increasing employment, as well as selective screening workforce. In conditions of non-diversified economy of the territory the problems of employment and unemployment are particularly acute and require an additional set of measures to reduce labor market difficulties. The state regulation of the labor market in the Russian Federation in terms of providing employment and reducing the overall and registered unemployment rates has more than a 25-year history. Effective organization of public works, as well as vocational training and training of unemployed citizens, including disabled people, persons without a profession, as well as women with children under the age of 3 years, is an established activity aimed at practically guaranteed employment of these categories of people. At the same time, an effective mechanism for implementing selective (mixed) strategies is the outstripping training of people who are at risk of mass dismissal (lockout) from enterprises and organizations.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.
