The article describes the main approaches to formation of communicative competence of municipal employees. The author stresses that within modern education system, communicative competence is reflected in the ability to design and master new contents and technologies, capability to realize one»s professional mission and build creative interaction with the surrounding world. Efficiency of professional activity depends on optimal compliance of the subject of activity with social demands, norms, conditions.

a modern education system must meet the needs of society. But from the point of view of considering the theoretical side of the issue, the education system that provides educational services is a service provider not only for the end user of the service. In various views of the theory of the question, educational services are considered as services for the state, society and the student. The article considers the main approaches to determining the quality of educational services and the regulatory and legal support of the educational process. The object of the research is the theoretical foundations of the quality of educational services. The subject of the study is the quality of educational services.

Innovation - an important aspect of the functioning of the modern education system. The article analyzes innovative trends in higher education in Ukraine over the past 10 years. Ukrainian innovations in higher education are considered in the context of European and world trends and standards. The analysis and generalization of materials on the subject revealed five educational trends: convergence of academic training in professional practice, application of competence approach in assessing learning outcomes, growth of students' independent work, increase of creative component in learning, readiness to function in conditions of uncertainty. Each trend is analyzed according to the scheme: necessity of innovations, content of trends, specific variants of trend implementation. In recent years, higher education institutions have been increasingly stimulating both students and teachers to innovate.

Данная статья посвящена проблеме современной системы образования, связанная с востребованностью выпускника программы бакалавриата, актуальностью полученных им знаний и его профессиональной деятельностью в современных условиях. В настоящий момент необходимо выработать и внедрить такие приемы и методы обучения в вузе, которые были бы нацелены на активизацию творческого потенциала студента, его желания обучаться. На основе новых информационных и педагогических технологий стало возможным совершенствовать методы обучения. Современная система образования позволяет формировать необходимые компетенции с применением дистанционных технологий, популярность которых за последние годы существенно возросла. Современная система обучения ориентируется на компетентностный подход, который означает, что в процессе обучения ставится цель сформировать у студентов набор компетенций, позволяющих ему легче самореализоваться в современном обществе. The article discusses the main problem of the modern education system that is related to the demand for Bachelor Degree Program graduates, relevance of their knowledge and their professional activity in current conditions. Contemporary education system is in need of such learning methods and techniques that will activate the creative potential and learning motivation of students. New information and educational technologies have enabled the improvement of the teaching methods. Modern education system allows to form the required competencies with the application of distant technologies which are becoming more and more popular now. The modern system of education is competencybased, which means that the process of training is aimed at the formation of a set of competencies that will simplify the students to fulfill their potential in the modern society.

Modern psychological studies of communicative competence indicate the need to improve and maintain the proper level of this skill, adequate and productive interpersonal interaction. Communication competence — the ability to establish and maintain the necessary contacts with other people. Effective communication is characterized by mutual understanding of partners, a deep understanding of the situation and the subject of communication. So as to save citizens from disability is not enough to create specific health and social conditions, according to the who, health only 10% depends on the state of health — one of the main factors in maintaining the optimum degree of effectiveness of remedial measures becomes a subjective factor of interpersonal interaction between doctor and patient. Each patient under the influence of external circumstances (financial situation, family relations, medical and preventive care, etc.) and psychological factors develops their attitude to the disease, which does not always coincide with the doctor's recommendations, which can lead to conflicts in therapy. Doctor–patient interaction is also a process of communication in which a positive therapeutic Alliance must be formed, otherwise, in the presence of confrontational moods, effective cooperation in the doctor-patient dyad becomes unattainable — the patient’s recovery becomes at risk.

The paper is devoted to the phenomenon of communicative culture in pedagogical science. The material for the study was the domestic dissertation research on pedagogy from 1998 to 2017, the subject of which is this phenomenon. The authors define the main theoretical constructs (communicative competence, pedagogical communication, communication culture, etc.), which allowed researchers to formulate their own definition of the phenomenon of communicative culture. It is revealed that the performances of modern domestic scientists understanding of the studied phenomena is ambiguous and depends on the specific problems of the study, in 53.1% of studies, the phenomenon of communicative culture is understood as an integral (or integrative) personal quality; 9.5% – as a component of professional activity, giving the opportunity to represent the studied phenomenon by transferring characteristics of professional activity; in 16.6 per cent as the quality of the individual, reflecting the motives and needs of communication and interaction with other people; in 20.2% – as the ability to establish a variety of social contacts, depending on the mastery of science and the art of communication, patterns and values of behavior. At the same time, related concepts (for example, communicative activity, pedagogical communication, communicative competence, culture of communication, etc.) were studied in detail. Freedom in determining the components of the structure of the phenomenon of communicative culture, we explain the artificiality of ideas about it in the mind of the researcher as a consequence of transposition (a variant of the result of generalization).

В статье представлен анализ современного образования с точки зрения его модернизации и актуальных требований к преподавателю высшей школы в контексте его личностных характеристик. Показано, что актуальными становятся мотивационно-компетентностные качества субъекта труда, которые выступают профессионально-важными критериями оценки личности профессионала. Представлен анализ научного материала, на основании которого делается вывод о важнейшем месте мотивационно-компетентностных характеристик личности субъекта труда в структуре профессиональной деятельности преподавателя высшей школы. The article presents an analysis of modern education in terms of its modernization and current requirements for a higher education teacher in the context of his personal characteristics. It is shown that the motivational-competency qualities of the subject of labor, which are professionally important criteria for assessing the personality of a professional, become relevant. An analysis of scientific material is presented, on the basis of which a conclusion is drawn about the most important place of the motivational-competency characteristics of the personality of the subject of labor in the structure of the professional activity of a higher school teacher.

Technologization and digitalization have an impact on public life and culture in general, culture is becoming mainstream. The inevitability of the onset of the postmodern epoch with its basic principles, including pluralism, relativism, mosaicism and heterogeneity, is considered. Postmodern philosophy represents the world as a multitude of fragments, stable links between which are not observed. The influence of postmodernist principles on pedagogy and the formation of anti-pedagogy is analyzed. The concept of anti-pedagogy in a radical form rejects the value and significance of upbringing and education. Attention is focused on the critical attitude of anti-pedagogy not only to educatory and pedagogic methods, but also to the consumer society. The technocratic approach is being criticized, the trainee must have a correct idea of a democratic society, and teachers must be broad-minded people who can step beyond the bounds of the subject being taught. The implementation of postmodernist principles leads to an increase and saturation of the educational environment, to the alignment of the subject-subject interaction of the teacher and student. It is concluded that particular ideas of anti-pedagogy organically exist in the modern education system, but the idea of anti-pedagogical theorists seems to be utopian that a reliable and sure way of changing the educational system is the destruction of this system.

Today, the changes of the education system conditioned by the new strategy of education are aimed not only at the modernization of the content and methodological tools of education but also at the reconstruction of the whole characteristic /structure/ of the subject implementing those changes. In this article, we have tried to present pedagogical facilitation in the context of modern education, the requirements for a pedagogue who has mastered the technology of facilitation, the content of the pedagogue-facilitator activity, and the research carried out in two stages reveals how the image of the facilitator-teacher is perceived in the students' consciousness. The quantitative and qualitative features of the facilitator-pedagogues were given.

<div><em>The article presents the results of the study of the communicative competence of the politicians on the basis of the analysis of their messages on their official pages of the Facebook social network. The research used the following general scientific methods: descriptive and comparative, as well as analysis, synthesis and generalization. The quantitative content analysis method with qualitative elements was used to distinguish the peculiarities of information messages that provide communication of the deputies of Verkhovna Rada (Ukrainian Parliament) on their official Facebook pages. Information messages have been analyzed by the following three criteria: subject matter, structure and language.</em></div><p> </p><p><em>For the first time the article draws a parallel between communicative competence and the ability to communicate with voters on the official pages of Facebook which is the most popular social network in Ukraine. As it is established, communicative competence in the analyzed cases is caused not by education, but by previous professional activity of a politician. The most successful and high-quality communication was from the current parliamentarian who worked as a journalist in the past. More than half of the messages that provided successful communication consisted of sufficiently structured short text and a video. The topic covers the activity of the parliamentarian in the Verkhovna Rada and in his district. More than half of the messages are spoken in the first person.</em></p><p><em>The findings of the study can be used in teaching such subjects as Political PR and Electronic PR, and may be of interest to politicians and their assistants.</em><em></em></p><p><strong><em>Key words:</em></strong><em> competence and competency, communicative competence, political discourse, official page of the deputy of Verkhovna Rada of Ukraine on the Facebook social network, subject matter and structure of the information message, first-person narrative, correspondence of communication to the level of communicative competence.</em></p>

The problem of the study is that it is not sufficiently studied what psychological barriers people face at the initial stage of professional activity as self-employed. The aim of the study is to study the features of psychological barriers at the initial stage of professional activity of self-employed people. Research hypothesis: at the initial stage of professional activity as self-employed people face psychological barriers in the organizational and creative areas of entrepreneurial activity. The problem of psychological barriers was considered in their works by S. Rubinstein, N. Podymov, I. Pavlov, R. Shakurov and others. The article formulates particular definitions of the main concepts. Methodology: analysis of an individual case using interviews with processing in the framework of interpretive phenomenology. Respondent: female, 34 years old, self-employed as a psychologist for 1 year. Results: psychological barrier of accepting financial responsibility, barrier of adherence to a certain professional culture, barrier of competence in the profession. Certain psychological barriers can arise in connection with certain underlying medical conditions. The conclusions are that psychological barriers are a complex mental education, can be overcome in stages, and motivation of the subject is important for overcoming barriers.
