This article presents the view of government, business and higher education of the Ulyanovsk region in determining the problems of interaction between the labor market and the market of educational services of high school. The author of the article presents data obtained by means of a fi eld marketing research in the Ulyanovsk region. In-depth interviews of the expert group was the basic method of research. An expert assessment of the present relations between universities and employers as in the country as a whole as in the region was obtained. Besides it, experts vision of prospects of these relations for the next 3-5 years was determined as well as factors and eff ective ways of improving the interaction between universities and business.

The book is devoted to questions of professional formation of youth in the conditions of modern Russia taking into account their change during reforming of society and social and economic processes in the state. Basis of work are the conducted author´s monitoring researches on problems of professional formation and labor socialization of youth, formation of professional competences of young specialists through higher education system during 2001-2014. Research is directed on system studying of motivation of youth in the course of formation by it(her) of professional competences, features of vocational guidance of young people of modern social and economic conditions, youth expectations from the received professional competences for the purpose of identification of the developed tendencies of social and economic behavior of youth in the course of professional formation, identification of existing disproportions, their social and economic assessment. The monograph is devoted to features of interaction of a labor market and the market of educational services in the conditions of current trends of globalization and intercountry integration.

Many publications of Russian and foreign researchers tell about need of critical reconsideration of programs of marketing education. The priority in this process is taken by a problem of reduction of the content of vocational training of marketing specialists in compliance with the requirements of labor market. The cause is that, on the one hand, the demand of graduates is observed by labor market, on the other hand - employers are not quite satisfied with the level of their competence. Results of research of a demand of marketing specialists by labor market of the Ulyanovsk region and poll of the high school teachers participating in vocational training of marketing specialists about the formed competences and personal characteristics of future marketing specialists are presented in this article. In the article the attention to a question of is also paid what professional knowledge, abilities and personal qualities is not enough for the young specialists in marketing who just left walls of higher education institution, ways of overcoming of barriers "good theoretical base - bad orientation to practical activities" within training are given in higher education institution. In the conclusion the conclusion about what "portrait" of the modern marketing specialist who left walls of higher education institution is drawn.

Topicality The relevance of the research of the economic interaction of the labor market and human resources in the healthcare sector is growing today, as it is necessary to involve all interested parties to effective interaction, to ensure the flexibility of higher and vocational education system by adjustment of labor training to the needs of employers. Aim and tasks. The goal of the study is to analyze the interaction of labor markets and education, identify the main disadvantages of this interaction and develop proposals to increase its productivity in the context of meeting the needs and interests of the subjects of these markets. Research results. The interaction of labor markets and educational services can be considered as coordinated behavior of entities engaged in economic activity in these markets in order to balance the supply and demand for skilled labor, create conditions for socio-economic growth of the national economy through the reproduction of human capital and increasing the competitiveness of the workforce. The economic interaction of the labor market and the human resources in the healthcare sector of Ukraine has been analyzed. An assessment of the competitiveness of the field of higher medical education and its institutions in the context of the economic interaction has been carried out. The level of the economic interaction of the educational services market and the labor market has been determined. The process of harmonization of the labor market of EU countries and Ukraine has been investigated. The main causes and disadvantages of the economic interaction of the educational services and the labor markets have been identified. The directions of improvement of the forecasting process of the labor market development as measures of improving the productivity of the studied processes are suggested. The approach to determining the competitive position of a higher medical education institution using a qualimetric approach has been considered, where educational and pedagogical work, personnel, scientific work and international activity are chosen as parameters. The main factor by the parameter of educational and pedagogical work is the medical work, which includes the following evaluation criteria: the number of university clinics, consultative and surgical activity of employees during the year, participation in the creation of clinical protocols, the availability of medical qualification among the teachers, technology acquisition of practical skills. According to the results of competitiveness assessment of higher education institutions, it is proposed to determine the following levels: critical (low); sufficient (average); high (higher than average); excellent (very high). Conclusion. The results of the study indicate an unsatisfactory level of the economic interaction of the labor market and the human resources in the healthcare sector in Ukraine, which is manifested in an imbalance in supply and demand for specialists in the relevant specialties, the low percentage of employed graduates of HEI, the high share of unemployed with higher education and the absence of direct connection between the amount of expenses on the education and the quality of educational services, the imperfection in the information support system and the poor state of forecasting processes in the main indicators of functioning and development of the labor market.

For higher education institution, one of the most important tasks is to form its own competitive advantages, search, interest and retain consumers, because the main goal of HEIs is its long-term successful activity based on the quality of educational services. On the one hand, the transition to market relations has contributed to the emergence of nongovernmental (private) higher education institutions, increasing the number of participants and a variety of educational programs. On the other hand, the demand for higher education services has risen sharply. As a result, competition in the education market has intensified, which has prompted higher education institutions to increasingly use marketing to adapt their activities to market conditions. The complexity of positioning a higher education institution is determined by the diversity of consumers of educational services, including employers as representatives of the labor market. Therefore, the task of the educational organization is to find a unique position that, being significant for all or most consumers, would allow the higher education institution to differentiate itself from competitors. The article investigates the directions of positioning of higher education institutions. It is established that as a result of increasing competition in the market of educational services, there is a need for higher education institutions to increasingly use marketing to adapt their activities to market conditions. The essence of the definition of "positioning" from the point of view of different authors is considered, the concept of positioning through the prism of higher education institutions is singled out. The purpose of this article is to improve theoretical, methodological, and applied foundations of the study of the educational component of human potential. Design/methodology/approach. Scientific works of domestic and foreign scientists studying issues related to human potential, labor market, and education financing, as well as official statistical data that characterize these issues, formed the information, theoretical, and methodological basis of the study. To achieve this purpose, the article uses a set of scientific methods that have ensured conceptual integrity of the study, in particular: the method of theoretical generalization and the abstract method were used to systematize scientific results and formulate conclusions; the method of structural analysis was used to study education costs in terms of individual components; concentration and differentiation analysis was used to study distribution of costs of financial agents; dynamic modeling was used to build trends in the number of educational institutions, the number of students, and the total cost of education; the tabular method was used for a compact representation of quantitative indicators; the graphical method was used to visualize the results of the study, etc. Findings. The functioning of the country's education system has a decisive influence on the quality of human potential. Graduates who complete a higher education program are more likely to work in knowledgeintensive jobs and earn higher salaries. Workers with higher education are usually more likely to be formally employed and less likely to lose their jobs. Effectiveness of the education system depends on its financing. The results of the analysis of data on expenditures on education in Ukraine indicate the following patterns: most funds are allocated for educational services provided by higher education institutions, for the first stage of secondary education and primary education; private firms and corporations most often allocate their funds for post-secondary education; the share of state institutions among financial agents carrying out activities in the field of education reaches about 90 %; the maximum costs of the public sector are observed at the ISCED 0-3 educational levels; the network of institutions and the contingent of students receiving vocational, technical, and higher education are decreasing; there is a declining trend in the level of education expenditures in the Consolidated Budget expenditures. The rise in the price of educational services against the background of an unbalanced labor market leads to a loss of knowledge; additional retraining expenses; increase in social benefits. Practical implications. The materials presented in the article can be useful to representatives of institutions and scientists whose activities are related to the financing of education and the labor market. Originality/value. In the article, the author. The level of education of an employee is considered as one of the components of their potential. This component allows an employee to compete successfully in the labor market. In Ukraine, financial resources of the population cover more than 30 % of doctoral studies and their equivalents, as well as about 25 % of expenditures cover higher education. Given the spread of poverty and the weakening of state support for higher education, Ukrainians will face the problem of the provision of financial support for universities.

We considered the formation and development of autodidactics in the Russian higher school at the beginning of the 20th century during the reform of the educational process, which introduced a subject system of education instead of the previously existing course. We revealed the role of L.I. Petrazhitsky in the development and implementation of the concept of autodidactics. We paid special attention to the organization of the educational process in autonomous universities. In humanitarian education, the personalist-axiological model of higher education is most effective. The traditional axiology of education determined the goals and methods of knowing scientific truth, while immersing students in the process of scientific research contributes to the development of their creative personalities. The need to be adequate to the level of achievements of the evolution of science involves the constant updating of the didactic complex: goals, content, forms and methods of learning. However, the customer of educational services forms a quasi-university focused on obtaining socio-cultural skills supposedly useful for the consumer of educational services. Such a model leads to the transformation of the scientific axiology of higher education and focuses on the criteria of utility and competence, which requires a different qualification, a different intellectual potential. There is a conflict of ambitendent innovative processes: autonomy opposes the authoritarian trend in education, while the higher school is technologizing the educational process aimed at forming narrow specialists.

Purpose The purpose of this paper is to view the actual problems of the Russian system of higher education: lack of connection between labor market and market of educational services, decline in the quality of higher education in the country, reduction of intellectual potential of the youth, commercialization of higher education, etc. Design/methodology/approach The author offers approaches to complex evaluation of university education from the positions of social and economic effectiveness on the basis of the matrix of criteria; modern tendencies and perspectives of the development of educational environment are determined, as well as factors facilitating the achievement of the maximum effectiveness of educational activities in Russian universities. Findings The author offers her own vision of the main determinants of the growth of the effectiveness of university education within the framework of Russia’s integration into the global educational space. Originality/value The paper views the actual problems of the Russian system of higher education: lack of connection between labor market and market of educational services, decline in the quality of higher education in the country, reduction of intellectual potential of the youth, commercialization of higher education, etc.

The article is devoted to the problem of interaction of the labor market and higher education in modern Ukrainian society. On the basis of the analysis of statistical data and the results of sociological surveys of different categories of the population, it is concluded that the market of educational services in the present-day Ukraine functions, mainly in itself, poorly interacting with the labor market. It is noted that the significant manifestation of the structural imbalance of supply and demand in the labor market is the discrepancy between the structure, volume and quality of graduates’ training of higher education institutions for the needs of employers, the economy of Ukraine as a whole, as well as informal and part-time employment, part-time, and the widespread practice of employment of graduates of educational institutions is not specialty, labor migration, the inability of the educational services market to react in a timely manner to the changes taking place in the labor market. Overcoming the separation of higher education from the domestic labor market is impossible without increasing of relationship between theoretical and practical training of students. The article emphasizes that this, as the European experience shows, can be effectively carried out through the introduction of dual education in Ukraine under the current conditions. After all, the dual education system, as one of the modern models of co-operation in training with production, meets the interests of all parties involved in it - employers, students, higher education institutions, as well as the state. It is noted that the elements of dual education in the form of a combination of work with education in the format of education in the evening or correspondence form of study, as well as in the format of educational institutions at large industrial enterprises, existed in the Soviet Union during the heyday there planning and administrative systems, but in the transition to a market economy in the post-Soviet countries were neglected. Attention is drawn to the fact that dual education should not be idealized, it has not only advantages but also certain limitations. A dual form of training is not suitable for all and not always, not for each specialty. It is best suited for training professionals in areas such as economics, business administration, engineering, social security. Limited possibilities of using dual education in the preparation of art critics and humanists. The article states that the idea of introducing dual higher education in Ukraine is positively perceived as the direction of the branch ministry of education and ordinary citizens. The data of the sociological survey of inhabitants of the Dnieper in the city about the fact that the introduction of dual education, according to citizens, should not be obligatory for all universitys or all students and should start only from the senior courses of study.
