Experience of development of tourism services in polar regions in foreign countries

The development of consumer demand in the tourism industry, the complexity of its structure, relationships, and changes forced many countries to create new, sometimes unusual tourist offers. Thus the state pays attention to the potential of the Polar Regions which previously may have seemed problematic areas of farming. A new look at the problem and considering it as a potential for the growth and development of the economy of the territory has allowed to create a solid strategy for the development of tourism in Greenland, Canada, Norway, the USA, Argentina and a number of some other states. The research experience of tourism development in the polar regions of the world has allowed to define features of the development of growth strategies and the development of tourism, the creation of tourist products and projects aimed at long-term development of the tourism sector, such as programs to support education, project financing tourism and hospitality industry, the creation of crowdsourcing projects and areas for informal communication players in the tourism market of the polar regions. Support for the development of tourism in the polar regions of states can solve the most important tasks, including national security, social development, and support for the preservation of indigenous peoples, their identity, culture, development of entrepreneurial initiative among the local population. The article analyzes the experience of government, legislative initiatives, business initiatives, non-profit and professional associations, scientific research in the countries and territories in which tourism in Polar Regions has been in existence for a long period of time, it is extremely important and urgent for the Russian Federation, having significant areas located above the Arctic Circle. The study is the basis for the reference, the system of tourism development in the polar territories of Russia, support social, cultural and entrepreneurial initiatives of the local population, creating conditions favorable economic climate in the tourism-related economic activities. AbstractControlling visitor impacts in polar regions continues to be important in both the Antarctic and Arctic. Concerns relate to impacts on the physical environment, cultural heritage, and host communities or scientific bases, as well as a recognition that safety and liability are major issues for governments, commercial operators, and local populations. Strategies for controlling tourists include visitor and operator codes and formal legislation. This paper summarises several approaches to visitor regulation in polar regions in order to illustrate the ways in which concerns about tourist impacts are being addressed. Similar issues arise throughout the polar regions, although in some places a particular emphasis might indicate a specific area of concern for a community, region, nation, or segment of the tourism industry. While a comprehensive strategy might be appropriate in many respects in the Arctic, it is also important to acknowledge the significance of more specific concerns. This paper first describes regulation of tourist behaviour and considers general issues of strategy effectiveness. Then it examines the approaches to visitor regulation used in the Antarctic and on S valbard as examples that may be of use in the further development of strategies in the Arctic. The paper then discusses an evolving strategy for control in the Northwest Territories, Canada. This strategy differs from these other approaches in that it targets a specific segment of the visitor population: those undertaking adventure expeditions.

The article examines the questions of informational and methodological support of the assessment procedures and analysis of the benefits and risks of tourism development at the municipal level. There was proposed a method for evaluating the complex risk of tourism industry in the settlements of the municipality on the basis of expert procedures. Expert data on four aspects of the existence of risks and strategic benefits in the settlements was described on the example of one of the districts of the Moscow region: the first aspect is motivational characteristics of the local population and local leaders; human resources and opportunities for training of tourism personnel, infrastructure indicators of the tourism industry, regulatory support for the management of the tourist industry; the second one is environmental factors that affect tourism and recreational activities, and opportunities of the health care system for servicing tourists; the third aspect is municipal factors associated with the development of roads and transport, territorial disparities in the level and quality of life of the population, the costs of tourism infrastructure; and the fourth one is the possibility of development of settlements in connection with the development of their tourism potential, interregional ties and geographical position. Quantitative indicators for the complex potential benefits and risks of comprehensive development of tourism were introduced, grounded and experimentally tested on the example of settlements in the studied area. The analysis of the qualitative opinions of experts about the benefits and risks in the settlements of the district was made as an additional argument of summary quantitative findings. This allowed a more detailed dive into the problems of specific territories and their specialties of the development in tourism activities.

Tourism industry in the modern era is emerging one of the largest service-sector industry which is contributing in many ways towards economies through generating national income as well as by creating job opportunities especially for local population and thus become an avenue of socio-economic development and cultural exchange. Travel and Tourism is not only an activity for leisure and entertainment but it is also enriching and energizing activity. Uttarakhandone of the most beautiful state in the northern belt known as ‚Devbhoomi‛ or ‘Abode of Gods’ is a site of temples and pilgrimage, endowed with salubrious climate, exotic greenery, rich flora besides its rich culture. ‚Kumaon‛one of the two region of the state Uttarakhandattracts large numbers of tourists and is becoming as one of the preferred choice of visit among travellers. Beside all this the tourism industry in the Kumaunregion is facing some issues and challenges which need to be considered to capitalize the potential of tourism in the Kumaun region. The present study tries to examine the Challenges and scope of tourism development in the Kumaun region of the Uttarakhand state, the nature of the research is qualitative and employs the secondary sources of data. The results of the study reveals that there are challenges for tourism development, but with certain improvements and proper planning the region can be developed as one of the best tourist destination because there is vast scope in new forms of tourism and which can be capitalized with proper and efficient planning and execution

The authors assess the economic impact of the restrictions caused by the COVID-19 pandemic on the components of tourism and recreation system in the Arctic regions of Russia. They propose the estimation method, which includes indicators of changes in the sale volume and structure of the tourism industry services, changes in the revenue volume and share of tour operators, changes in the monopolization level and the distribution structure of market shares of tour operators in the Arctic regions. The study results can be used to adjust policy and strategic documents for tourism development in the Arctic regions of Russia.

The article analyses the influence of economic and geographical factors on the development of tourism in the east of Ukraine during the conflict period. In order to achieve the goal the economic situation in the Luhansk region is assessed. Namely, the structural changes in the industrial complex, the state of transport infrastructure and investment attractiveness are analysed, the region's tourist potential and local population's income are determined, the main indicators of tourism development in Luhansk region during the study period and dynamics of tourist receipts from 2015-2017 are established. In the process of work analytical, statistical, system, forecast, comparative-geographical research methods were used. It is revealed that economic and geographical factors are leading to the prospective development of tourism. The deterioration of the economic indicators of the Luhansk region, the destruction of the transport infrastructure of the region, and the outflow of investments from the region have been revealed. The main problems of tourism in the region are carrying out anti-terrorist operation; lack of financial support for the development of the industry; non-compliance with international quality standards for tourist services; poorly developed logistics for tourists in the region; insufficient level of awareness of the urban population about recreation opportunities in the region. The low average level of incomes of the local population is established. It also complicates the development of domestic tourism, as well as a tendency towards a slow increase in revenues from tourist fees. It is proved that the conflict negatively marked the development of the tourism industry in the region. It is determined that tourism in the post-conflict days can become an important component of the economy of the region. The main provisions of the article can be used for further research into the future development of tourism in the east of Ukraine. AbstractPolarTREC-Teachers and Researchers Exploring and Collaborating (PolarTREC) has provided the opportunity for over 160 K-12 teachers and informal science educators from the USA to work directly with scientists in the Arctic and the Antarctic. As a Teacher Research Experience (TRE), PolarTREC has engaged teachers with a unique professional development opportunity to increase their teacher content knowledge and learn about the polar regions by partnering with academic polar scientists who are conducting scientific research in the field. Stimulated by the IPY 2007–2008, PolarTREC has sent teachers on field expeditions for over a decade, and during that time has witnessed teachers not only experiencing the polar regions and bringing that experience back into their classrooms but also seeing their students learn more about the polar regions and become more interested in polar science. It is this secondary effect that is truly inspiring. This article profiles the journey to the polar regions of four PolarTREC teachers through their own perspectives and how they translated that experience into educational outreach opportunities.

Abstract Mountain areas with their environment and facilities, appear as important parts of tourist regions with a potential for the development of complementary activities and a year-long tourism. Possibilities for the development of mountain tourism depend on the size of the mountain area, the nature protection regime, the equipment with infrastructure, the creation of conditions for vacation and recreation and the involvement of the local population in the process of development and protection. The area of southwestern Serbia has a quality and diverse potentials for the development of mountain tourism, of which only a part has been activated. The paper analyzes the potentials and various possibilities for the development of mountain tourism with a special emphasis on the mountains of southwestern Serbia.

The paper declares the relevance of scientific and theoretical analysis of contemporary tourism due to the growing role of tourism in the global economy, politics, social sphere and culture. The paper aims to analyze the main problems, trends and prospects of the tourism industry in the context of drastic changes in the contemporary world. The authors rely on statistical indicators of tourism industry development within the interdisciplinary approach, analyze economical and political context where Russian and global tourism is developing, and apply cultural studies methods, taking into account urban studies and regional studies. A series of industryspecific problems is identified: tourism is “held hostage” by the political situation, which eventually has a negative impact on tourism market players and end consumers of the tourism product; the high risk level in the tourism business combined with the imperfect legal framework also destabilizes the market, while managerial and technological decisions adopted along with adjustments introduced in the industry law demonstrate insufficient efficiency. The authors note the need for drastic changes in the system of industry regulation and the fact that, besides the economic and political context, it is crucial to take into account tourism’s social and cultural aspects. At the same time the authors focus on one of the most indicative of these – tourism’s relation with the urban culture. The conclusion is made that tourism development has a contradictory effect. In certain cases, we face its negative side, which causes “tourism phobia” among the local population and other problems. But correct approach may turn “cons” into “pros”. That said, innovations related to social and cultural aspects of the tourism field demonstrate the pressing need for its reformation once again.

Increasing the socio-economic effects caused by the tourism development in the local population, they adopt some attitudes according to the impacts directly or indirectly perceived. However, some of this impact can be considered positive or negative, according to different perspectives. The issue of the resident-tourist relationship has been much-discussed recently. Therefore, many case studies are being conducted that address the impacts on both residents and tourists. The goal of this manuscript is to analyze the attitudes of local residents to the development of tourism in the urban monument zone Předhradí. Primary data were collected in a questionnaire survey for residents who have a permanent residence in a municipality of Předhradí in 2020. In our research, we tried to identify the significant negative impacts of tourism development. In the same way, we evaluate how the locals see positive effects on their quality of life conducted with tourism development. The research finds out that local respondents perceived some negative impacts to increase the economic perspective, as they referred to in the higher traffic load or increased noise. The pandemic crises are perceived as a game-changer in the tourism industry. For that reason, we suggest the primary considerations for future research not only with the academic perfective as for the practical point of view. The local population’s entrepreneurship attitudes must be one of the tools to assume the resilience toward the tourism development impacts.

Tourism events in South West Serbia are numerous and diverse regarding their origin, structure, genesis and other characteristics. This paper examines basic determinants of tourism events in South West Serbia, which is in compliance with the tendencies that tourism events should be qualitatively transformed and made highly adaptable and competitive as a part of tourism industry. The events in South West Serbia contribute to the creation of versatile tourist attractions and provide tourists with the opportunity to become more familiar with local community. It is often the case that an event, primarily designed for local population, eventually becomes very attractive for tourists.
