Technology of Pedagogical Goal Setting As a Methodological Basis for Solution of the Problem of Training Programs Selection from the Standpoint of the Standard of Education

The paper describes research fi nding solutions to a fundamental problem, which aff ects not only the quality and effi ciency of functioning of system of national education, but also the strengthening of its unity and form integrity. The authors proceed from the fundamental importance of the state standard as the basis for the organic association of state needs and challenges facing national education, and the need for their eff ective practical implementation from the standpoint of the indissoluble unity of the standard with existing educational programs. In the article it is disclosed, as may be decided so relevant to the national education problems through the use of technology pedagogical goal setting, capable of producing a systemic set of criteria through which can be the optimal selection of training programs, most adequately implement the requirements of the state standard.

The modern domestic education system needs a reform, the essence of which should be its constructive modernization and targeted improvement of its quality. This is dictated by the exposure of the Ukrainian state to the world level of science and technology, formation of a new type of public relations, as well as the time itself. Given that the school must always fulfill social demands of society, there is a problem of developing a new goal of national education and, accordingly, the formation of a new concept of pedagogical goal- setting for the broad social strata of the population. To prevent errors in this process the author of the article relies on historical experience. The article reveals the main problems of pedagogical and social goal-setting in the context of public education development in Ukraine in the second half of the XIX - early XX centuries; the concept of goal-setting in social and pedagogical aspects is clarified; the conditions that contributed to the General idea of the need for public school are analyzed along with the analysis of the main bills and regulations of the Ministry of public education of the Russian Empire, starting with the basic provisions "on public education" 1767-1864 years; the role of public organizations, particularly local governments as Zemstvo, reflected the formation of a system of goals in pedagogical and social aspects for public education in Ukraine of the selected period. In the course of the study, the author comes to the conclusion that as a result of the Russian Empire influence during this period, the development of public education in Ukraine did not have constant positive dynamics. This had a certain impact on the nature of pedagogical and social targeting in the state. However, despite the strict government policy aimed at russification of the Ukrainian people, opposition from the Church and the Holy Synod, under-funded public schools by the Ministry of education, socio-educational targeting of Ukraine gradually became characterized by democratization and humanization of education, a lot of focus and flexibility, and most importantly, education began to acquire secular nature.

This paper related to the recycling of banknote printing wastewater, using which as raw materials, a low cost interior latex coatings has been developed. This coatings is formulated based on styrene-acrylic emulsion and silicon sol as main film former. It has been shown that the performance of of this product meets the state standard of GB/T 9756-2009.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service. The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

The aim of the study is to investigate the school administrators' views on the professional development needs of teachers regarding the use of technology in physics classes. The participants of the study were 121 executive teachers from the city of Kocaeli. The data for the research was obtained using the survey model and was compiled with the help of a five point Likert type scale. The data collected by a scale with the reliability coefficient of 0.92 were analyzed using descriptive and inferential statistical techniques. As a result of the analysis, it was found that the administrators completely agreed with the use of the LCD panels in the teaching of physics subjects, while only agreeing with the other items. In addition, the opinions of school administrators regarding the professional development needs of teachers for the use of technology in physics classes does not differ according to demographic characteristics, but significantly do however, according to gender and experience. In light of the results, recommendations were made for researchers, administrators and the Ministry of National Education.

This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. Human Rights are a fundamental problem in every country. especially in the developing countries such as Indonesia. Even though, the state had given protection of human right for everybody, but in Indonesia there are many breakdowns of it. As a democratic state, Indonesia has to regard human right. It is because the human rights were the core of democratic principle. So, the human rights must be trained in the school for every student. By using this way, everybody can know what their rights and obligations very well Civics education can be a vehicle for this goal, because it's one of lessons that talk about human rights and be learned in all school.
