The article examines social partnership in one of the most important areas of civil society - education. Inclusive education is an important factor in the integra-tion of disabled persons and persons with disabilities in society, and therefore, to ensure the efficiency and effectiveness of this process serves the task of state regu-lation. Social partnership businesses, educational institutions, NKO, educational and parent community is intended to carry out a part of the social function of the Institute of Public Administration. In the article on the material author of sociological research shows the main path and direction, as well as the problematic aspects of the organization of social partnership in the field of inclusive.

As we know, there are many fields of pedagogical science. One of the most important areas is special pedagogy. Special pedagogy studies the issues of education and upbringing of children with physical and mental disabilities. People with disabilities are those who are relatively disabled in terms of any part of the body or the brain. In our country, special attention is paid to the education of people with disabilities. Inclusive education creates conditions for the protection of social equality, education and other special needs of children with disabilities. According to the teaching methodology, inclusive education prevents discrimination against children, allows people with various diseases to get a perfect education and succeed. Its main task is to create an environment for vocational training of people with disabilities. In modern times, people with disabilities should not be seen as sick, but as people with disabilities. This shapes the social approach to disability. The social model allows these children to exercise their rights to develop their skills. The purpose of inclusive physical education is to teach students to move together, which promotes the improvement and development of human psychophysical abilities. Different exercises should be chosen for each lesson and combined in such a way as to have a comprehensive effect on the body and ensure that each student can perform. It is necessary to ensure the general requirements and their specificity when arranging lessons. Sports have a great impact on the development of the personality of children with disabilities as normal children. Sport is one of the most important conditions for everyone and is acceptable for any age group. All these procedures are more effective when performed in unison. The key issue of this article is inclusive education in connection with the formal and legal aspects of students’ safety when they are staying in educational institutions. In the first part, author describes the basic assumptions of the social model of education and it’s international conditions, also referring to solutions that have been recently implemented in the Polish education system. The second part indicates the problems that may be met by educational institutions and teachers trying to achieve a state of full inclusion. They relate to the school’s caring function in terms of security guarantees. The diversity of student population, especially wide range of educational needs may make it impossible for teachers to develop specific approach to individual pupil. It’s caused by formal items, largely determined by the financial situation of particular local government units.

The readiness of the teaching staff of higher educational institutions for teaching and psychological and pedagogical support of students with disabilities is being considered. We emphasize that the personnel of the educational organization need special competence to work with persons with disabilities of various nosological groups. The issues of creating an accessible environment in the university were studied, the readiness of teachers to apply special educational technologies in the training of students with disabilities, to develop teaching and methodological materials; the ability to establish pedagogically appropriate relationships with students, and provide psychological and pedagogical support in matters of personal and professional self-determination. The results show a high degree of importance of special professional competencies for inclusive education. But, at the same time, teachers assess their own level of preparedness with students with disabilities as insufficient, which allowed to determine the main areas of work.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The dilemma between general pedagogical offer and individual needs of every student has been topical in all ages and now, too. An inclusive education now has been considered a new hope and a possible solution for the pedagogical dilemma – how to provide educational and development necessities of every child at comprehensive school. Teacher is a crucially essential person in the practice of inclusive education. The teachers mostly have to be professionally competent in order to reveal varied necessities, individual academic achievements, the social and culture environment, where these students live, of every student; and it provides an opportunity to find out how to facilitate academic achievements of every student most efficiently. The research reveals the work conditions of Latgale region teachers through the implementation of inclusive education at educational institutions of different level.

Purpose. This article is devoted to the issues of ensuring the competitiveness of persons with disabilities in the modern labor market. The aim is to develop an effective mechanism to promote employment of persons with disabilities on the basis of social partnership. In the course of the research, the authors analyzed the main problems arising in the process of employment of graduates with limited opportunities for health, identified the advantages of an inclusive educational model that allows, unlike the traditional approach, not only to provide comprehensive quality training in various professional fields, but also the accelerated integration of persons with disabilities into the labor sphere and public life, which is one of the most important criteria for the effectiveness of the educational process. Materials and methods. During the preparation of this article, the authors used scientific works that reveal the issues of employment of persons with disabilities, research experts in the field of inclusive education and improve the competitiveness of graduates with disabilities. The authors used the methods of scientific cognition, comparison, analysis, and system approach as the main research methods. Results. As the main results of the study, a structural and logical scheme of the Unified Federal Center for the promotion of employment of persons with disabilities in the territory of the Russian Federation was formed, using the advantages of social partnership. The scheme developed by the authors is a universal mechanism that promotes the activation of the process of socialization of this group of citizens and the intensification of the involvement of the human capital of persons with disabilities in the socio-economic processes of our country. Conclusion. The article outlines the possible ways to improve the effectiveness of social partnership as a system of institutions and mechanisms aimed at harmonizing the interests of the three main parties – the State, the employer and the employee interested in finding effective ways to attract persons with disabilities to the economy.

In the article there is reflected the complex of the most important andfundamental problems ofintegration ofpersons with disabilities into society in two ways: in the theoretical and methodological and analytical-sociological. There are considered institutional aspects of the vocational rehabilitation atfour levels: international, national, regional and local. The study of the views ofdomestic researchers in theoretical and methodological terms has shown problems of the employment ofpersons with disabilities at the regional level to be insufficiently studied up until now. In this connection there were investigated main directions of vocational rehabilitation and integration of disabled people into society thanks to efforts of the Government of the Mari El Republic, Main Bureau of Social and Medical and Expertise of the Republic of Mari El of the Ministry of Labor and Social Protection of the Russian Federation, Department of Labor and Employment ofpopulation of the Republic of Mari El. There is given an estimation of the management and vocational rehabilitation of persons with disabilities in the competitive mesoeconomic labour market. On the basis of monitoring and sociological research of two categories of respondents there were identified priorities, issues andfactors, determined the employment of the disabled persons as a specific population group. The dynamics of active forms of the employment and ranging opinions of respondents allowed to prove the positive role of vocational rehabilitation to expedite the integration processes of disabled persons in society: decline in the number of cases of disability among working age persons surveyedfirstly, reducing the percentage of the gain in the severity ofdisability, the increase in the proportion of the complete rehabilitation among the adult population, the decline in the proportion ofpersons with disabilities among the unemployed people owing to such forms as the organization of specialized job fairs, quotas and creation of work places, referral of disabled persons about self employment. Nevertheless, bearing in mind the persistence of revealed problems, there are proposed author measures on the improvement of the efficacy of the impact of vocational rehabilitation ofpersons with disabilities to accelerate their integration into society, taking into account vectorness, including governing bodies, employers and people with disabilities.

The article attempts to test the hypothesis of whether the transformation of European values into the social policies of the post-socialist states of Ukraine and Romania contributes to the strengthening of the reflective spirituality, humanity and democracy of their nations. There have been used the following methods: general scientific, historical, retrospective and comparative. The authors have analyzed the problem of inclusive education in Romania and Ukraine in two directions: as a sign of spirituality, religiosity of Ukrainians and Romanians; and as the expressed humanity of the democratic society of Ukraine and Romania. The analysis of the reflexive spirituality of Ukrainians and Romanians is carried out on the basis of philosophical understanding of spirituality and its connection with humanity, which are presented in theoretical researches of the end of the XIX - the beginning of the XXI century. The authors explained that inclusive education is a manifestation of society's humanity towards persons with disabilities, a means of reflexive and spiritual culture of Ukrainians and Romanians. The basic democratic values established in Ukraine and Romania are freedom, openness, tolerance. The space covered by inclusive education in both countries is determined by interdependent and interpenetrating processes of humanization and democratization. The humanistic approach is the basis for the functioning of a democratic society with its system of social ties, archaic values of spirituality, religion, and culture. The values and principles declared by inclusive education are recommended and follow from the content of international documents. The approval of a number of regulatory documents on the introduction of inclusive education indicates that the Ukrainian and Romanian social policies have reached the level of norms declared by international and European legal norms. It has been found out, that the transformation of European values in both countries takes place on the basis of the international human rights instruments. This circumstance has intensified the actualization of the development of inclusion and the manifestation of reflexive spirituality, humanity and democracy.

The relationship of disabled persons with their environment is fundamental. Attitudes towards them, understood as the social constructs of those around them, play a key role in a person’s development and future, as they are one of the fundamental elements that can facilitate or hinder the inclusion process. Our work examines the need to implement educational and awareness-raising actions and programs that contemplate intervention strategies based on education and direct contact with disabled persons. The main objective of the study was to analyze the effect of a Program for Changing Attitudes towards Persons with Disabilities on a group of secondary school students (11 to 15 years of age), assigning 770 to the experimental group and 105 to the control group. The evaluation instrument used was the “Brief Questionnaire of Attitudes towards Persons with Disabilities for Adolescents, CBAD-12A”. The results have demonstrated the efficacy of the intervention for the experimental group, as it was possible to attribute the changes in attitude to the effect of the Program. Specifically, an improvement in attitudes was found in all three factors of the questionnaire (Acceptance-Rejection, Competence and Opportunity) after the intervention.

Background. The modern education system needs competent and qualified specialists, including psychologists who work with students with disabilities. Training psychologists who are able to work in a modern system of inclusive education is becoming the most important task of higher education. Professional training involves the formation of objective ideas about a person with disabilities. Aim. The paper aims to identify the ideas of psychology students about the personality of an individual with disabilities. Materials and methods. The study involved 53 3rd-year psychology and pedagogy students of Omsk State Pedagogical University. Content analysis was used to analyze students essays. Three categories were identified and characterized: “Perceptions of a person with limited health opportunities”, “Perceptions of oneself”, “Perceptions of the social environment”. Results. It has been established that the highest frequency is inherent in the category “Perceptions of a person with limited health opportunities”, which reflects well-formed representations of students about the personal qualities and psychological needs of people with disabilities. The ideas about the social environment of persons with disabilities, as well as about their own personality, were formed to a lesser extent. Conclusion. The obtained results allow us to draw general conclusions regarding the fragmentation of ideas about a person with limited health opportunities. The psychology students have the right ideas about the psychological resources needed by people with impaired development for successful social integration and partially correct ideas regarding the needs of this category of people. The obtained data reveal new information about the features of the formation of professional ideas in psychology students specializing in the psychological and pedagogical support of people with limited health opportunities.
