Culture and creative industry: the control of flow processes

The cultural industry should become attractive for capital investment through the development of project activities, organizational and economic support mechanisms in the form of integrated structures, as well as through the development of mechanisms for its financing: multi-channel cultural financing systems and public-private partnerships that would create prerequisites for the emergence and implementation of new ideas and projects in the field of culture, contributing to its formation as a full-fledged source of state income. As a result of the implementation of this project, original new fundamental theoretical positions and empirical data in the field of the cultural and creative industries were obtained. The research focuses on the analysis of the fundamental foundations of the functioning of the cultural and creative industries, solves the scientific problems of evaluating its effectiveness and justifying the directions of support and financing, develops strategies and mechanisms for the development of the Russian cultural industry in accordance with the specifics and needs of regional economies. For a wide range of readers interested in the development of the cultural industry.

The project focuses on the study of fundamental basics research of the culture industry functioning, solves scientific problems of the culture industry effectiveness evaluation and direction justification of its support and funding; there are being worked out strategies and mechanisms of the culture industry efficiency development and increase in accordance with the characteristics and needs of regional economies.

The cultural and creative industries enhance the quality of life for Canadians and visitors to Canada. However, definitions of the sector vary, presenting challenges for researchers and policymakers. Government data shows that the pandemic job and revenue loss were disproportionate in arts. The Canadian government created a range of financial tools (grants and subsidies) to support the sector during the Pandemic. This paper analyzes these financial instruments created in response to the Pandemic. This paper offers a case study on how government can support the economic and social success of the creative and cultural sector (CCS) in Canada and avoid the risk of the cultural ecosystem collapsing. In addition, the key findings may be helpful in other industries and markets when exploring ways to support the cultural and creative sectors, which are vital components of domestic and tourism activity.

In the last two decades, creative tourism has evolved as a burgeoning field, encompassing a wide range of concepts and practices, in different places around the world. From the very beginning, however, creative tourism has aimed to contribute to sustainable development and increased community wellbeing, as an alternative to mass cultural tourism. With this review article, our main objective is to identify and analyze a body of literature that specifically addresses creative tourism in islands, contributing to fill a gap in the knowledge since no reviews with this focus have yet been undertaken. Our aim is to provide a critical overview of creative tourism experiences at island destinations worldwide, addressing the plurality of empirical contexts and methodological approaches found in academic research. This review highlights the key trends in creative tourism, pointing out two distinct approaches: creative tourism in urban contexts, based on creative events, “cultural clusters” or Cultural and Creative Industries (CCIs), versus community-focused small-scale tourism experiences in rural contexts. This paper also provides an opportunity to assess the evolution of sustainable creative tourism approaches in islands.

With the development of socialist economy and the putting forward of “the Belt and Road” economic development strategy, all industries have developed vigorously, especially cultural industry and tourism. The integrative development of cultural industry and tourism can enhance the comprehensive competitiveness of regional economies, provide impetus for regional development, optimize industrial structure, and provide new ideas for the development of economies so as to promote economic growth. The integration and development of the two industries can not only achieve a mutually beneficial and win-win result, but also provide an example of the multi-industry coordinated development mode for the development of regional economy. This article first discusses the significance of the development of tourism and cultural industry, analyzes its significance for realizing the strategic target of regional economy. Then taking Sichuan province as an example, it elaborates the problems of system and creativity existing in the deep integration of tourism and cultural industry, and finally studies the way to realize it for reference.

The purpose of this study is to analyze and present the problems and perspectives of the cultural and creative industries in the context of the sustainable development of local economies and communities. The authors argue that a deeper understanding of the cultural and creative industries, as a complex phenomenon that has a versatile and multi-layered impact, would allow local government representatives to benefit more fully from the results of their own investments, which is particularly valid for their social dimension, in terms of improving quality of life leading to population growth, attracting educated and active citizens, cultural diversity and community cohesionSome of the problems facing the cultural and creative industries related to the strategy and the vision for the sector are being analyzed, the regulatory framework, the incomplete functioning of the systems of culture, arts and education, the lack of a "shared communication vision" on the challenges and perspectives of the municipal and local authorities, the contradictory nature of individual regulations and regulations, the cumbersome procedures and notices of public service, etc.The study demonstrates the hypothesis that investment in cultural and creative industries has the potential to generate jobs, innovation and productivity, improve the quality of life on the ground, stimulate new ideas and thinking within the community, and influence a wide range of political priorities, which is a major reason for every sustainable municipality to be given the necessary attention and to direct the institutional and administrative resources for research, planning and development. Each of the local authorities needs to understand their importance and look for a form of investment appropriate to local circumstances, as CCIs and local administrations have mutual benefits from close cooperation and interaction. The development of the cultural industry can prevent unnecessary loss of time and various resources in the process of organizing the interaction of participants in the life cycle of the cultural industry services. To assess the effectiveness of the functioning and development of creative industries, the method of «analysis of the functioning environment» is used. In the paradigms framework of the support mechanism for the IR discusses several components: classification services culture; classification of the market of cultural industries; formation of the complex system of services in the cultural industry (IR); state support, forms of public-private support (PPP); risk minimization; the formation and implementation of programs services culture within integrated service systems (Integs). Economic support measures include the main elements: assessing the potential of IR; the formation of information-analytical database (IABD) IR; creation of economic-mathematical models support IR services; optimization of costs (creating Integs IR); improving the efficiency of IR (economic, social, cultural). The vertical of realization of the organizational and economic mechanism of integral support of the culture industry is defined. Theoretical and methodological basis for the development of integrated support for EC services OEM solve an important state task to improve the living standards of the population and economic growth of the RF subjects and the formation of a new paradigm of the RF IC development. The proposed model of the new paradigm of IC development reflects the logic of actions and is aimed at the formation of integrated support for the system of cultural services of the Russian Federation, taking into account the needs of a particular subject of activity and is a way of coordination and allocation of resources, a condition for effective realization of the potential of the subject of activity.

Drag performance has entered mainstream British culture and is gaining unprecedented appreciation and recognition, yet no sociological accounts of this transformation exist. Using an inductive analysis of in-depth interviews with 25 drag performers, alongside netnography of media and other public data, this article develops a sociological understanding of the mainstreaming of drag. There are two clear reasons for the success of drag. First, there is a pull towards drag: it is now seen as a viable career opportunity where performers receive fame rather than social stigma in a more inclusive social zeitgeist, even though the reality is more complex. Second, there is a push away from other creative and performing arts because heteronormative perspectives persist through typecasting and a continued professional stigma associated with drag. In calling for a sociology of drag, future avenues for research on contemporary drag are discussed, alongside the need for the sociology of cultural and creative industries to incorporate sexuality as both a subject and analytic lens.
