In the monograph reviewed the development of the inventory management of railway transport in the new economic environment of market economy. According to the results of theoretical research, innovative and production potential of the supply system of railway transport the main directions and methods of transformation of the restructuring process under the corporate changes of JSC "RZD", positioned value system of the logistics of railway transportation, and developed a classification model used logistical resources. Evaluation of activity of structural divisions of Russian Railways supply is proposed to be viewed through an integrated and comprehensive approach to the development of systems of balanced indicators of supply and prompt handling of material resources, the implementation of which allows to distribute the strategic objectives of the company "Russian Railways" activities in the system of logistics of the Railways and also to involve in economic circulation of excessive and unused inventories of material and technical resources and efficiently reallocate them among enterprises at the site of the railway. Recommendations for the implementation of the developed algorithms and models are long term in nature and are based on the concept of logistics management and improve the business processes of the logistics system. Will be useful for managers and specialists of directorates of logistics of Russian Railways supply, undergraduates and graduate students interested in the economy of railway transport.

In the textbook in an accessible form presented and discussed the development of the economy and the inventory management of railway transport in the new economic environment. For the first time in Russian literature, made a theoretical attempt at a comprehensive review of the effectiveness of, and satisfaction of needs in material resources structural divisions, subsidiaries and affiliates of JSC "RZD". According to the results of theoretical research, innovative and production potential of the supply system of railway transport the main directions and methods of transformation of the restructuring process under the corporate changes of JSC "RZD", positioned value system of logistics of rail transport, a comprehensive approach to the development of systems of balanced indicators of supply and prompt handling of material resources. Recommendations for the implementation of the developed algorithms and models are long term in nature and are based on the concept of logistics management improve business processes, system logistics. With the rapid growth of Sino-European international trade and the ongoing development of “One Belt And One Road”, it can be predicted that the status of railway transportation in the international logistics system will be greatly enhanced, which urges us to further study the rules of international railway freight transportation. At present, the pattern of the rules system of international freight transport by railway is the two conventions of the international cargo association and the international cargo contract. In addition, the existing rules system of freight transport by railway in China also has some problems such as being too administrative, which needs to be reformed urgently. By comparing the contents of the two conventions of international railway freight transport and listing the possible conflicts in the substantive laws of various countries involved in the conventions, this paper designs a set of dispute settlement mechanism for “One Belt And One Road” railway transport, and puts forward some suggestions on the integration of the rules of “One Belt And One Road” international railway freight transport.

The current crisis situation in coal mining forces coal companies to appeal to in-depth detailed methods of assessing the economic efficiency of business processes and identify additional reserves of optimization of technical and economic indicators. The most problematic issue remains the identification of the logistics costs arising in the processes of supply, production, and sales in the total volume of the company's accounting costs. However, the assessment of the economic efficiency of the logistics system allows coal companies to improve the activities of the functional areas of logistics and develop measures to reduce costs. The article introduces an integrated approach to the consideration of the flows of material and information resources in the technological processes of the mining enterprise and in its interactions with partners. The paper defines the main tasks of optimization of functional areas of logistics to be solved by the management when working with consumers and suppliers, in production processes, in sales activities, in warehousing, cargo handling and transportation, and in the field of inventory management. The research provides indicators of estimation of economic efficiency of logistic system, requirements to system of accounting of logistic costs, and ways of their optimization. The use of the proposed methods of assessing the economic efficiency of the logistics system and management of logistics costs will allow the management of coal companies to improve the quality and reliability of information on the effectiveness of procurement, production, and marketing logistics, as well as to optimize the cost of finished products.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

<p>Today, the processes of restructuring the railway sector and the liberalization of the railway market change significantly. Vertical separation between infrastructure railway transportation service provision and train operations is a significant key element in the railway liberalization. This paper focuses on a research into railway regulation and liberalization in 30 countries. The aim of this paper is to give a comparative overview of the regulation of railways and analyses the process of the liberalization and restructuring of railways in the 30 countries. We test this theoretical prediction using a data base that contains investment in transport with private participation, transport services information from World Bank. Our final results are valid for the period 1980-2014. Overall, the analyses showed statistically significant interaction effects between railways transportation and transport services and investment in transport with private participation. This study presents new insights in theory, paving the way for further research.</p>

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

The Supply Chain Improvement (SCO) project is being introduced by KNPC, which recognises the major business advantages of improved hydrocarbon supply chain efficiency. The objectives of this work is to strengthen, optimise, and integrate supply scheduling and processes not just at stage of enterprise, but also throughout the entire KNPC framework. This is expected to lead to an improvement in the company's bottom line and facilitate the management of business operations at the highest level of efficiency, agility and profitability. In ever changing market conditions and globally competitiveness, it is necessary that raw material supply storage and product delivery were carried out at the lowest possible time and efficiency. Otherwise export oriented refinery like KNPC cannot remain in business with profit. KNPC has therefore embarked on ambitious multi-year operational excellence programs aimed at enhancing its operations and business processes that include short / mid-term planning, scheduling, accounting for growth, inventory management, and performance management. The aim is to achieve top-quartile financial results by accessing new value streams, encapsulating business processes of best practice and motivating employees of businesses to work in a collaborative atmosphere within the global and cross-functional business cycle to make smarter, quicker and more competitive choices.

In the introduction to this chapter, we discuss some of the common problems in maintenance. In order to solve these problems, we find it necessary to think in a new way, including the relationship of businesses to the system maintenance. The world outside organisations changes continuously, and the business processes and functions must change with it. However, if we only maintain information technology (IT) and do not co-manage the business changes accordingly, IT will not change at the same pace as the business changes. It would result a gap between the business needs and services provided by the IT product. In that case, IT systems would not be able to provide sufficient business value. The main part of this chapter contains a management model for solving these problems, based on theoretical research and practical experience. The central theme of the model is the connection between the business needs and systems maintenance. This is achieved by maintaining maintenance objects rather than the systems, establishing micro-organisations for each maintenance object where business processes as well as the system are represented. Our proposed model is widely used in more than 50 organisations in Sweden. In conclusion, some future trends and central concepts of the model are discussed.

Strategic Information Systems Planning (SISP) has been a continuing top concern for IS/IT management, since the mid 1980’s. Responding to the increasing interest in SISP, researchers have developed a large number of SISP methodologies and models. However, when organisations embark on planning for their information systems, they face difficulties and usually fail to gain the expected benefits. Strategic alignment and the identification of the business areas where the IT contribution is strategically important for the organisation are the most difficult problems in SISP. None of the existing SISP methodologies and models offers a complete solution. The approach presented in this chapter, utilises a Fuzzy Cognitive Map in order to align strategic objectives with IS opportunities that exist at the level of business processes. This chapter exemplifies fuzzy cognitive mapping in SISP, and illustrates how the strategic alignment between the business and IT domains can be realised.
