Despite the high potential of agricultural production and the fact that Russia is among the world leaders in the production of some agricultural products, today Russia often tops the rankings of the world’s leading importers rather than exporters. While earlier the main task was to meet domestic demand, now it is generally possible to speak about the solution of the food security problem in Russia. One of the key areas of the long-term strategy for the development of agro-industrial complex is the creation of conditions for the development of exports and the expansion of the structure of exported goods. The purpose of the study is to analyze the current level and trends in the development of agricultural exports, as well as to analyze key methods and priority directions of its state support. As a result of the analysis of the current level and trends in the development of agricultural exports, the main export products and main buyers were identified, the growth of agricultural exports was shown, the geography of agricultural exports was specified, measures of state support were identified. The main problems impeding the expansion of export potential of domestic agricultural production in modern conditions are as follows: poor competitiveness of exported agricultural products, insufficient level of knowledge and experience of agricultural producers to carry out export activities, shortcomings in the registration and certification of products, strict phytosanitary supervision, insufficient financing for the development of export potential. Having studied trends in the development of exports of agricultural products of the Russian Federation, its potential and opportunities for expansion were proved. For this purpose, the federal project “Export of agricultural products” was adopted and implemented. The following areas of state support for agricultural exports are defined as efficient ones: concessional lending, compensation of costs for transportation of products, compensation of costs for certification of products, support of oil crops production. It should be taken into account that the support is provided by means of financial and non-financial instruments, the list of which is constantly updated in accordance with the requests of service recipients.

The authors evaluated the efficiency indicators system of state support for the production’s export-oriented agricultural products and food as well as reserves for the food market’s development in rural regions of Kazakhstan. The research shows that for the agricultural production’s development Kazakhstan has a significant resource potential (land, labor and materialtechnical), which allows to ensure the population’s food security, increase exports and reduce imports. For this, it is necessary to improve the forms and methods of state financial support and, above all, export-oriented products and food, with considering republic regions strategic development. Efficiency indicators of the regional state support for the agricultural sector of the economy are characterized by the following: gross production, revenue, profit, level of profitability, financial stability, labor productivity. Considering the methodological approaches to the state support funds distribution, three principal directions for inter-budgetary regulation of the agro-industrial complex are suggested using the following methodology: per capita, covering the estimated financial gap, and equalizing budget provision. Subsidies in crop production (per hectare) for 1 ha of crops were canceled in 2018, and stock raising – from 2020.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.
