The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.

This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).

The purpose of the study is to consider the status of state support, to determine its main trends in Russia, including in the radio-electronic industry, in connection with the harmonization of trade and industrial policy. To achieve the purpose of the study, the main approaches to the concepts of "harmonization", "harmonization of trade and industrial policy" were studied, the place of state support in the structure of the mechanism for harmonization of trade and industrial policy was determined, the problems of state support both in general and specifically in the radio-electronic industry were formulated, the ways of solving these problems were suggested. Within the framework of the study, legislative documents related to state support of the radio-electronic industry are analyzed, its main characteristics are determined. The relevance of state support of enterprises of the military-industrial complex, whose main activity is concentrated on the production of radio electronics, is shown. Possible ways of improving the activities of enterprises of the military-industrial complex are proposed, the use of state support tools of an institutional nature is highlighted. The results of the study have novelty and originality, expand the theory and practice of the issue of harmonization, since they focus on those aspects of it that were not previously considered in detail.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The purpose of the article is to study the main problems of lending to agro-industrial enterprises with state support in market relations and propose measures to implement a new mechanism of subsidized and compensatory budget support for agriculture, aimed at its effective functioning. Historically, Ukraine is an agro-industrial country with rich natural resources and opportunities. However, to make a decent profit, the agro-industrial complex needs regular cash infusions and complete modernization. Given these factors, farmers in Ukraine are increasingly resorting to such an ancillary method as a loan for agricultural development. The long history of the Ukrainian economy, multiplied by current trends in crop production and animal husbandry, forces banks to consider lending to agriculture as a promising profitable business, which can and should be lent. The urgency of the study is due to the growing need to address one of the priority sectors of the economy-agriculture, by increasing the role and availability of credit for farmers, improving lending conditions, improving the efficiency of monetary institutions lending to agricultural enterprises, as well as development forms of their support. Problems of improving the lending system, investment activity of enterprises, lending mechanism and state regulation in the field of agriculture were covered in the works of a number of scientists and practitioners: G. Bezorna, H. Borkhunov, I. Buzdalov, A. Gataulin, A. Golovanov, A. Gordeeva, L. Kolichev, K. Koroleva, A. Kupavykh, D. Murzin, E. Mezentsev, A. Ponomareva, E. Sagaidak, A. Sidoruk, Y. Trushin, D. Epstein and some others. In the foreign economic literature, the main attention is paid to the forms of state support for agricultural producers, assessment of the impact of subsidies in terms of efficient use of public funds and the functioning of agricultural banks, but at the level of microfinance. These problems are reflected in the works of foreign authors: N. Gow, K. Hoff, M. Zeller, A. Sarris, J. Swinnen, J. Stiglitz, J. Yaron, M. Schreiner, Le Min Tu, and others. The changing conditions of the market environment pose new challenges to the subjects of credit relations, and then there are problems of agricultural lending in the changing conditions of the country’s economy, which need to be addressed. Formulation of the goals of the article (task statement). The purpose of the article is to generalize the theory and practice of agricultural lending when there are new economic relations, financial and credit opportunities of the Ukrainian economy.
