The article summarizes the experience of implementing a personality-oriented approach to the formation of a structural and content model of the educational process at the university. The results of the introduction of information technologies and their services in the field of education are presented, as well as the impact of computerization on the quality of education in the framework of the modern educational paradigm. The priority directions of innovative educational strategies of the university are identified and a graph model of the individual educational route of the student is proposed in order to predict the state of the educational system and adopt optimal learning strategies. Under the influence of the general informatization of education, the creation of the information educational environment (IEE) and the issues of preparing teachers for professional and pedagogical activity are taking place and how its functionality changes in IEE remain at the center of attention of research. One of the objectives of this article is the attempt of the authors to reveal the content, features, meaning, role of the concept, the influence of various factors on the functional of the teacher in the conditions of informatization of education.A modern teacher in his work faces a whole layer of problems: from the introduction of the Federal State Educational Standards to the implementation of the main educational programs, the creation of teaching materials like teaching staff of the Federal State Educational Standards, the choice of appropriate methods and means of organizing education, etc. A modern educational institution is required to introduce new approaches to learning, which, along with fundamental training and compliance with the requirements of the Federal State Educational Standard, provide an information-educational environment. Therefore, the readiness of the teacher for professional activity is considered by us as professionally and personally significant qualities of a university graduate, as knowledge and skills in a particular field, and ICT competence as a readiness for innovation activity.The work emphasizes that the role and importance of the content of the course informatics in the formation of everything necessary for a full-fledged professional activity of a modern teacher of informatics in accordance with its information culture and computer literacy, as information and communication technology (ICT) become key elements in improving educational system. However, the impact of ICT on the result of a teacher’s activity will be qualitative only when ICT have a specific impact on the content of the components of his professional and pedagogical activity.The study noted a number of objective and subjective factors that have a significant impact on the ways the teacher works and the organization of training in the information educational environment, on the content of the components of professional and pedagogical activity. Thus, the need to purposely train future teachers to work in such an environment is beyond doubt.

The article gives the information on the modern state of education in the group 20.00.00 — «Technospheric Security and Environmental Management». The attention is paid to the contribution of educational and methodological associations in the formation of the structure of modern multilevel education in Russia. The contribution of educational and methodological association to the creation of specialties and directions in the field of safety, protection of the environment and rational nature management and the creation of new state educational standards is indicated. The problems of the application of updated educational standards of the third generation are analyzed and ways of solving them by creating exemplary basic educational programs with compulsory sections for universities are suggested. The combination of federal state educational standards and exemplary basic educational programs forms the normative and recommendatory base for the further development of higher education, which ensures the unity of the educational space and the variability of education. The project of the updated federal state educational standard of the bachelor degree in the direction of «Technospheric security», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. This publication opens a series of publications of updated educational standards and approximate basic educational programs for the enlarged group of specialties and areas 20.00.00 — «Technospheric security and environmental management» with comments and methodological recommendations for their implementation and information on the practice of their implementation.

Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.
