Entrepreneurship introduces a critical element of dynamism into an economic system. A range of significant contributions by entrepreneurs and entrepreneurship include - creation of job opportunities, commercialisation of new innovations, products and political power in an economically positive manner, creation of new markets and expansion into international markets. In developing countries, entrepreneurship development has special significance for two reasons: increase in the pace of economic growth and the growth of small / tiny / tertiary sector generating more employment. An attempt has been made in this paper to briefly analyse the significance of entrepreneurship in India's economic development. It emphasises the changed scenario of entrepreneurship since 1991, the year of New Industrial Policy. The role of the Government in entrepreneurial development is highlighted. While emphasising the changed phase of entrepreneurial development, both through first generation entrepreneurs and diversified family business, the paper explicitly slates that India, with her people who are professionally talented, can prosper better when the leap is from labour to intellect. With tremendous intellectual capabilities, the challenge for India is to build, shape and market her advantage to the world. That India's economic development, to a great extent can be determined by the entrepreneurial growth is stated by way of conclusion.

The subjects of this study are the effectiveness of budget innovations in the field budgetary rule making and the role of the government in shaping fiscal policy in a digital economy. The article makes a case for new approaches to budget formation, for the enhanced use of budgetary levers to boost socio-economic development in the context of global digitalization. In order to make the influence of social informatization on economic development more effective, the economy has to move to a flat (network) management model. This article addresses the effect of government R&D policies on the development of Korea’s automobile industry, particularly in relation to technological upgrading. The automobile industry is a highly value-added, technology-intensive industry that generates many good job opportunities. In addition, it is linked to various industries. Korea developed its own car model in the mid-1970s and since then Korea’s automobile industry has continued to develop. Effective government policies have played a significant role in its remarkable success. This article provides policy suggestions for developing countries intending to develop their own automobile industries.

The design of national economic development should never ignore three important aspects, namely integration, and sustainably and local contexts. Insufficient comprehension over these three aspects has caused delays of economic progress in several regions like Maluku. This region is characterized with archipelagic geo-profile where marine and fisheries resources are abundant but economic progress is sluggish. To catch up with the achievement shown by regions in the western part of the country, there must by effective efforts done in Maluku. This research is aimed at analyzing the three aspects mentioned above as related to acceleration of marine and fisheries economic development based on the region’s maritime geo-profile. In line with it, primary and secondary data were applied on a SWOT Analytical Approach. Based on the analysis, it was concluded that acceleration of marine and fisheries economic development in Maluku can be carried out through both local and national policies focused on facilitating prospective economic players in making massive investment in the marine and fisheries sector. Among others, this should be done by improving the capacity of Maluku marine ports and directing them to be local economic transmiters, through more effective functions as hubs for ships carrying commodities and products for both national and international markets. This research found that in line with it, a pre-requirement that has to be advanced by the government is detailed zoning of marine and fisheries resources, which is supported by a legal umbrella.

The role of the Government in developing and developing Islamic economics in Indonesia has a very urgent and important role capacity, because the determining factor for the sustainability of sharia economic development is the urgency of the government's role in several aspects; (1) The policy aspect ofunderstanding the role of government according to Islam, (2) the basic aspects of Islamic economic policy, (3) the policy aspects of understanding the Islamiceconomic system, (4) the policy aspects of fulfilling the law, (5) the policy aspects of governance execution and development. If the five aspects can be fulfilled and carried out, then it is assured that Indonesia will experience overall economic growth, all levels of society will increase and there will be no imbalanced economic inequality.

Every State wants a condition in which the people have a prominent level of welfare and prosperity, because that condition can reflect how a state has been successful in carrying out its development. The existence of development that can lead to prominent level of welfare and prosperity, certainly, shows the success of a state in achieving the state's goals. But in practice it is often found that the people of a state do not have a prominent level of welfare and prosperity due to the unprotected rights of the people. The lack protection rights of the people are one form of social problems; which of course requires a very fast handling. Therefore, in general, every state tries, so that the protection rights of the people can be fulfilled. Similarly, for the state of Indonesia, the protection of communal customderived land rights (ulayat rights) of indigenous peoples is one of the tasks that must be fulfilled by the government. The effort is not easy; therefore, needs a thorough study to overcome the problem. The method used in this research is a normative juridical method. The results of the study, indicate the role of government in regulating the recognition forms of the rights of indigenous peoples, especially, communal custom-derived land rights of indigenous people. In addition, there are various substances of legislation that must be regulated in order to recognize communal custom-derived land rights of indigenous people such as how to recognize indigenous peoples, their recognition procedures, indigenous peoples' obligations, and dispute resolution mechanisms. Finally, regulation about recognition of indigenous peoples is expected to have an impact on the economic development of indigenous peoples itself.

Purpose – This paper aims to, first, examine the rationale for implementation of public private partnerships (PPP) in Malaysia. Second, it investigates the differences among perceptions of the public and private sectors, in relation to the rationales for implementing PPP in Malaysia. Design/methodology/approach – A questionnaire survey captured the perceptions of the public and private sectors concerning the rationales for PPP implementation in Malaysia. Of 250 questionnaires distributed, 122 usable responses were obtained and analysed using SPSS to rank the importance of the rationales and to examine differences in perceptions between the government and private sectors. Findings – Results show that “to enhance private sector involvement in economic development” is the only rationale that was rated as most important by all respondents. While other rationales were perceived as important, “to reduce the role of the Government in providing public services and facilities” was regarded as the least important rationale by both parties. The results also reveal significant differences between public and private perceptions for the least important rationales. Originality/value – This paper offers empirical evidence on the concept and the rationales for implementing PPP in Malaysia, and also provides evidence on the differences in the perceptions of the public and private sectors in relation to these rationales.
