Αντικειμενο της διατριβής είναι η διερευνηση της συμβολή στην ανάπτυξη από μεγάλες επενδύσεις στις μεταφορές, όπου κυρίαρχο ερευνητικό ερώτημα είναι η αξιολόγηση των επιπτώσεων από τη διοίκησης και διαχείριση μεγάλων έργων υποδομής με έμφαση στον τομέα των μεταφορών. Κύριος στόχος είναι η ανάλυση των οικονομικών επιπτώσεων από την ανάπτυξη και διαχείριση ενός έργου υποδομής μεταφορών, με έμφαση στην ποσοτική αποτίμησή της διάχυσης τους στους τομείς μιας οικονομίας και η δημιουργία μιας νέας μεθοδολογίας που συνοδεύεται από σχετικό υπολογιστικό πρότυπο για την αποτίμηση της συμβολή τους στη βάση εξέλιξης των επιπτώσεων επί των κοινωνικοοικονομικών μεγεθών. Μέσα από την εμπεριστατωμένη ανάλυση των βασικών παραμέτρων και κατευθύνσεων του προβλήματος και των μεταξύ τους αλληλεπιδράσεων επιτυγχάνεται ο σχεδιασμός ενός σύνθετου δείκτη αξιολόγησης για την υποστήριξη των υπεύθυνων λήψης απόφασης και διαχειριστών των έργων υποδομών μεταφορών. Η μοντελοποίηση του ερευνητικού ζητήματος στοχεύει στην αντιμετώπιση του ερευνητικού προβλήματος και στηρίζεται στη διαμόρφωση και την αξιολόγηση της στρατηγικής ανάλυσης αποφάσεων στο πλαίσιο της ανάπτυξης έργων υποδομής μεταφορών προς την κατεύθυνση της οικονομικής ανάπτυξης. Με τον τρόπο αυτό, η «συστημική» προσέγγιση, στην οποία βασίζεται η έννοια του προτεινόμενου υπολογιστικού μοντέλου, στοχεύει στη διαμόρφωση ενός πλαισίου για τη στήριξη των υπευθύνων λήψης αποφάσεων για τον εντοπισμό όλων των παραμέτρων που βελτιστοποιούν την απόδοση των έργων υποδομής μεταφορών και την ανάλυση των αλληλεπιδράσεων μεταξυ τους. Μετά την εισαγωγή των κατάλληλων δεικτών στο επίπεδο της ανάπτυξης του μεθοδολογικού υπόβαθρου, η διαδικασία ανάλυσης προχωρά με την αξιολόγηση των προτεραιοτήτων των κατευθύνσεων και κριτηρίων για τον προσδιορισμό εκείνων των δεικτών και προοπτικών που επιρεάζουν περισότερο την απόδοση του έργου υποδομής μεταφορών προς την οικονομική ανάπτυξη, μέσω ενός πολυκριτηριακού υπολογιστικό προτύπου, μια τροποποιημένη ασαφής AHP ιεραρχία και ένα τροποποιημένο σε ασαφές περιβάλλον "Fuzzy TOPSIS" μαθηματικό πρότυπο προσαρμοσμένο στο συγκεκριμένο ερευνητικό πρόβλημα.

Background: The realisation of large-scale plans of Russian infrastructure development, transport in particular, requires a corresponding methodological guidance for both planning of realisation of these tasks and development of the proper financing instrumentarium. Aim: The analysis of reasons for incompliance of programme tasks with their financing conditions; formalisation of investment trends in todays economy and description of their capability to adapt to Russian projects. Methods: The method of rising from concrete to abstract and vice versa has allowed identification of important regularities of investment trends and their connection with the quality of projects; the systems principle has confirmed dependence of successful realisation of infrastructure projects on reliability of economic development forecasts and adequacy of projects financing and management. Results: The analysis of ongoing changes of state priorities and programmes, outlined in a large number of documents regulating development of transport infrastructure in Russia, has allowed identification of influence of most significant regularities, which determine effectiveness of these solutions. All available transport infrastructure project financing sources have been systemised, considering investment volume and their status in the market. The statement that it is exactly the loan-based financing sources, concession in the first instance, that can be the most efficient in infrastructure projects realisation, has been confirmed.

In today's economic conditions, characterized by high rates of market relations, integration processes, including international, which increases the level of competition in leading sectors of the economy, which include construction, in particular, bridge and road construction, as a key tool for improving infrastructure. provided to the population. The mechanism of interaction between government and business in the field of infrastructure in foreign countries has been implemented for a long time and is constantly being improved. Today, the state of the road sector is of strategic importance for the revival and development of macroeconomic ties between the regions of Ukraine and other countries. The quantity and quality of transport communications is an indicator of scientific, technical and economic development of the country, the worthy value of which is designed to provide the road construction complex. The purpose of the study is to conduct a detailed scientific and practical justification of the effectiveness of mechanisms of state management of production infrastructure of Ukraine, namely the bridge and road construction, in order to form the effective functioning of the economy. Research methods: analysis and synthesis; analytical modeling; comparative analysis; systematization, generalization. Results. The current mechanism of implementation of mechanisms of state management of production infrastructure of Ukraine, in relation to the insurance of proper bridge and road construction, which is not provided to all regions of the country, which causes certain disparities in the economic development of the country and regions. Current trends in the transformation of socio-economic space confirm the insufficient level of influence of current mechanisms of state management of production infrastructure, and the presence of characteristic asymmetry of socio-economic development of the country and regions requires greater focus on modernization of regulatory instruments, including the mechanism of bridge infrastructure projects. As a result of the study, further prospects for the implementation of alternative mechanisms for the implementation of state management of production infrastructure, in relation to the securing of proper bridge and road construction, identified effective solutions for intensifying the implementation of bridge and road infrastructure projects through financial investments to implement the Strategy of sustainable development XXI century. The results of the study should be recommended by the legislative and executive authorities of Ukraine and its subjects in the development of state programs to support the implementation of infrastructure projects for bridge and road construction.

The Strategic Choice of Measures (SCM) approach aims to integrate different perspectives and identify measures to adapt new infrastructure projects to their local context at an early stage of Swedish transport planning. SCM is a loosely structured framework for collaboration between actors from, e.g., municipalities and the Swedish Transport Administration, in order to facilitate the coordination of transport planning and land use planning. This paper aims to explore the consideration of environmental aspects in early-stage transport planning by analyzing the SCM approach. An explorative research approach is applied based on literature studies, semi-structured interviews, and a focus group interview. The result shows that in the SCM process, environmental aspects such as noise and air pollution generated by road traffic in urban areas, engage the actors, whereas aspects related to landscape and water were perceived as poorly addressed and received less attention. The consideration of environmental aspects in the SCM process is affected by the local and national authorities’ different interests and the competences involved. To consolidate environmental aspects in early transport planning, these aspects need to be explicitly addressed in the SCM guidelines and the link between the SCM and preceding and following planning stages needs to be strengthened.
