Abstract. The number of vehicles in China has been increasing rapidly. We evaluate the impact of current and possible future vehicle emissions from China on Asian air quality. We modify the Regional Emission Inventory in Asia (REAS) for China's road transport sector in 2000 using updated Chinese data for vehicle numbers, annual mileage and emission factors. We develop two scenarios for 2020: a scenario where emission factors remain the same as they were before any regulation was implemented (business-as-usual, BAU), and a scenario where Euro 3 vehicle emission standards are applied to all vehicles (except motorcycles and rural vehicles). The Euro 3 scenario is an approximation of what may be the case in 2020 as, starting in 2008, all new gasoline and diesel vehicles in China (except motorcycles) were required to meet the Euro 3 emission standards. Using the Weather Research and Forecasting model coupled with Chemistry (WRF/Chem), we examine the regional air quality response to China's vehicle emissions in 2000 and in 2020 for the BAU and Euro 3 scenarios. We evaluate the 2000 model results with observations in Japan, China, Korea, and Russia. Under BAU in 2020, emissions of carbon monoxide (CO), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOCs), black carbon (BC) and organic carbon (OC) from China's vehicles more than double compared to the 2000 baseline. If all vehicles meet the Euro 3 regulations in 2020, however, these emissions are reduced by more than 50% relative to BAU. The implementation of stringent vehicle emission standards leads to a large, simultaneous reduction of the surface ozone (O3) mixing ratios and particulate matter (PM2.5) concentrations. In the Euro 3 scenario, surface O3 is reduced by more than 10 ppbv and surface PM2.5 is reduced by more than 10 μg m−3 relative to BAU in Northeast China in all seasons. In spring, surface O3 mixing ratios and PM2.5 concentrations in neighboring countries are also reduced by more than 3 ppbv and 1 μg m−3, respectively. We find that effective regulation of China's road transport sector will be of significant benefit for air quality both within China and across East Asia as well.

Abstract. The impact of Mexico City (MCMA) emissions is examined by studying its effects on air quality, photochemistry, and on ozone production regimes by combining model products and aircraft observations from the MILAGRO experiment during March 2006. The modeled influence of MCMA emissions to enhancements in surface level NOx, CO, and O3 concentrations (10–30% increase) are confined to distances <200 km, near surface. However, the extent of the influence is significantly larger at higher altitudes. Broader MCMA impacts (some 900 km Northeast of the city) are shown for specific outflow conditions in which enhanced ozone, NOy, and MTBE mixing ratios over the Gulf of Mexico are linked to MCMA by source tagged tracers and sensitivity runs. This study shows that the "footprint" of MCMA on average is fairly local, with exception to reactive nitrogen, which can be transported long range in the form of PAN, acting as a reservoir and source of NOx with important regional ozone formation implications. The simulated effect of MCMA emissions of anthropogenic aerosol on photochemistry showed a maximum regional decrease of 40% in J[NO2→NO+O], and resulting in the reduction of ozone production by 5–10%. Observed ozone production efficiencies are evaluated as a function of distance from MCMA, and by modeled influence from MCMA. These tend to be much lower closer to MCMA, or in those points where modeled contribution from MCMA is large. This research shows that MCMA emissions do effect on regional air quality and photochemistry, both contributing large amounts of ozone and its precursors, but with caveat that aerosol concentrations hinder formation of ozone to its potential due to its reduction in photolysis rates.

Abstract. The impact of regional emissions (e.g., domestic and international) on surface particulate matter (PM) concentrations in the Seoul metropolitan area (SMA), South Korea, and its sensitivities to meteorology and emissions inventories are quantitatively estimated for 2014 using regional air quality modeling systems. Located on the downwind side of strong sources of anthropogenic emissions, South Korea bears the full impact of the regional transport of pollutants and their precursors. However, the impact of foreign emissions sources has not yet been fully documented. We utilized two regional air quality simulation systems: (1) a Weather Research and Forecasting and Community Multi-Scale Air Quality (CMAQ) system and (2) a United Kingdom Met Office Unified Model and CMAQ system. The following combinations of emissions inventories are used: the Intercontinental Chemical Transport Experiment-Phase B, the Inter-comparison Study for Asia 2010, and the National Institute of Environment Research Clean Air Policy Support System. Partial contributions of domestic and foreign emissions are estimated using a brute force approach, adjusting South Korean emissions to 50 %. Results show that foreign emissions contributed  ∼  60 % of SMA surface PM concentration in 2014. Estimated contributions display clear seasonal variation, with foreign emissions having a higher impact during the cold season (fall to spring), reaching  ∼  70 % in March, and making lower contributions in the summer,  ∼  45 % in September. We also found that simulated surface PM concentration is sensitive to meteorology, but estimated contributions are mostly consistent. Regional contributions are also found to be sensitive to the choice of emissions inventories.

The Relationship

The European regulations governing the emissions of gaseous pollutants from gasoline-engined motor vehicles is reviewed and discussed, including the so-called ‘Luxembourg Agreement’. The relationship between the regulation emission limits and those measured in practice from ‘as-received’ vehicles in use is also discussed. Having discussed the relationship between regulations and emissions, the further relationships between vehicle emissions and air quality are also discussed, giving particular attention to carbon monoxide, oxides of nitrogen and lead.

Halogens (Cl, Br) have a profound influence on stratospheric ozone (O3). They (Cl, Br and I) have recently also been shown to impact the troposphere, notably by reducing the mixing ratios of O3 and OH. Their potential for impacting regional air-quality is less well understood. We explore the impact of halogens on regional pollutants (focussing on O3) with the European grid of the GEOS-Chem model (0.25° × 0.3125°). It has recently been updated to include a representation of halogen chemistry. We focus on the summer of 2015 during the ICOZA campaign at the Weybourne Atmospheric Observatory on the North Sea coast of the UK. Comparisons between these observations together with those from the UK air-quality network show that the model has some skill in representing the mixing ratios/concentration of pollutants during this period. Although the model has some success in simulating the Weybourne ClNO2 observations, it significantly underestimates ClNO2 observations reported at inland locations. It also underestimates mixing ratios of IO, OIO, I2 and BrO, but this may reflect the coastal nature of these observations. Model simulations, with and without halogens, highlight the processes by which halogens can impact O3. Throughout the domain O3 mixing ratios are reduced by halogens. In northern Europe this is due to a change in the background O3 advected into the region, whereas in southern Europe this is due to local chemistry driven by Mediterranean emissions. The proportion of hourly O3 above 50 nmol mol−1 in Europe is reduced from 46% to 18% by halogens. ClNO2 from N2O5 uptake onto sea-salt leads to increases in O3 mixing ratio, but these are smaller than the decreases caused by the bromine and iodine. 12% of ethane and 16% of acetone within the boundary layer is oxidised by Cl. Aerosol response to halogens is complex with small (∼10%) reductions in PM2.5 in most locations. A lack of observational constraints coupled to large uncertainties in emissions and chemical processing of halogens make these conclusions tentative at best. However, the results here point to the potential for halogen chemistry to influence air quality policy in Europe and other parts of the world.

Abstract. The impact that changes in future climate, anthropogenic US emissions, background tropospheric composition, and land-use have on regional US ozone and PM2.5 concentrations is examined through a matrix of downscaled regional air quality simulations using the Community Multi-scale Air Quality (CMAQ) model. Projected regional scale changes in meteorology due to climate change under the Intergovernmental Panel on Climate Change (IPCC) A2 scenario are derived through the downscaling of Parallel Climate Model (PCM) output with the MM5 meteorological model. Future chemical boundary conditions are obtained through downscaling of MOZART-2 (Model for Ozone and Related Chemical Tracers, version 2.4) global chemical model simulations based on the IPCC Special Report on Emissions Scenarios (SRES) A2 emissions scenario. Projected changes in US anthropogenic emissions are estimated using the EPA Economic Growth Analysis System (EGAS), and changes in land-use are projected using data from the Community Land Model (CLM) and the Spatially Explicit Regional Growth Model (SERGOM). For July conditions, changes in chemical boundary conditions are found to have the largest impact (+5 ppbv) on average daily maximum 8-h (DM8H) ozone. Changes in US anthropogenic emissions are projected to increase average DM8H ozone by +3 ppbv. Land-use changes are projected to have a significant influence on regional air quality due to the impact these changes have on biogenic hydrocarbon emissions. When climate changes and land-use changes are considered simultaneously, the average DM8H ozone decreases due to a reduction in biogenic VOC emissions (−2.6 ppbv). Changes in average 24-h (A24-h) PM2.5 concentrations are dominated by projected changes in anthropogenic emissions (+3 μg m−3), while changes in chemical boundary conditions have a negligible effect. On average, climate change reduces A24-h PM2.5 concentrations by −0.9 μg m−3, but this reduction is more than tripled in the Southeastern US due to increased precipitation and wet deposition.

Abstract. For the purpose of qualifying and quantifying the impact of urban emission from Central European cities on the present-day regional air-quality, the regional climate model RegCM4.2 was coupled with the chemistry transport model CAMx, including two-way interactions. A series of simulations was carried out for the 2001–2010 period either with all urban emissions included (base case) or without considering urban emissions. Further, the sensitivity of ozone production to urban emissions was examined by performing reduction experiments with −20 % emission perturbation of NOx and/or NMVOC. The validation of the modeling system's air-quality related outputs using AirBase and EMEP surface measurements showed satisfactory reproduction of the monthly variation for ozone (O3), nitrogen dioxide (NO2) and sulfur dioxide (SO2). In terms of hourly correlations, reasonable values are achieved for ozone (r around 0.5–0.8) and for NO2 (0.4–0.6), but SO2 is poorly or not correlated at all with measurements (r around 0.2–0.5). The modeled fine particulates (PM2.5) are usually underestimated, especially in winter, mainly due to underestimation of nitrates and carbonaceous aerosols. EC air-quality measures were chosen as metrics describing the cities emission impact on regional air pollution. Due to urban emissions, significant ozone titration occurs over cities while over rural areas remote from cities, ozone production is modeled, mainly in terms of number of exceedances and accumulated exceedances over the threshold of 40 ppbv. Urban NOx, SO2 and PM2.5 emissions also significantly contribute to concentrations in the cities themselves (up to 50–70 % for NOx and SO2, and up to 60 % for PM2.5), but the contribution is large over rural areas as well (10–20 %). Although air pollution over cities is largely determined by the local urban emissions, considerable (often a few tens of %) fraction of the concentration is attributable to other sources from rural areas and minor cities. Further, for the case of Prague (Czech Republic capital) it is shown that the inter-urban interference between large cities does not play an important role which means that the impact on a chosen city of emissions from all other large cities is very small. The emissions perturbation experiments showed that to achieve significant ozone reduction over cities in central Europe, the emission control strategies have to focus on the reduction of NMVOC, as reducing NOx, due to suppressed titration, leads often to increased O3. The influence over rural areas remote from cities is however always in favor of improved air-quality, i.e. both NOx and/or NMVOC reduction ends up in decreased ozone pollution, mainly in terms of exceedances.

The Impact

Air quality plans must be demonstrated to be economically sustainable and environmentally effective. This paper presents a full cost–benefit and environmental analysis of a large regional air quality plan involving several different actions covering a large spectrum of fields, from domestic heating to passenger and freight transport, from electricity generation to agriculture. The impact of each action is analyzed looking at the possible energy savings, greenhouse gases (GHG) emission reductions, the improvement in air quality, and the consequent decrease in external costs, namely the reduced impact on population health. The analysis is performed by applying a flexible and fast computer tool (RIAT+) that allows for a rapid simulation of different pollutant emission scenario, to assess different air quality indices (AQIs) over a regional scale domain. The results show that, in most cases, the economic savings exceed the implementation costs and thus that these actions can be introduced in air quality plans for the domain under study. The reduced health and climate costs, though relevant in absolute terms, are, in general, only a fraction of the economic benefits of energy savings. This is not true for the measures acting on improvements in electricity generation, since a reduction in power plant emissions (generally with high stacks, far from populated areas) does not significantly impact the air quality inside the region. A shift in energy production to renewable sources can instead provide noticeable effects on GHG emissions. This research raises some interesting and general questions about the adequacy of the methodologies applied to attribute costs (and benefits) to actions, improving a variety of sectors that are different from the one in which the measures are applied here.
