We have been stimulated by this exchange on both personal and intellectual levels. Intellectual pursuits have been subdivided by scholars with various interests. However, specialization is not in itself an evil, except when it constrains fruitful analysis of empirical issues that have real-world implications for social policy and people's lives. Problems of social life and social policy typically speak to and provoke scholars of all kinds. Hence opportunities to investigate empirical interests from a variety of perspectives are opportunities forus all to learn the strengths and limitations of our tools. We wish this kind of discussion about the importance of the informal sector and marketplaces had occurred before the destruction of the Maxwell Street Market. This exchange might have further informed policy decisions and perhaps avoided some of the negative effects of dismantling the market. Nonetheless, we thank those who commented for their thoughtful responses. We agree with many but not all of their views, as the responses below suggest. Our methodology involved integrating ethnography and analytical economics; throughout, we have tried to strike a reasonable balance between analysis and participation.

I approached this special edition of Dreadlocks with caution and apprehension. I saw two interpretations for the title: did it mean embracing science with creative political decisions for change, or did it mean using creativity through the arts as a symbol for approaching climate change? There is little hard science in these published papers, although there is a view from Richard Dawkins that makes an iconic appearance in a paper by Briar Wood from London Metropolitan University. This emphasises the Dawkins view that scientists must reach out to ‘…for want of a better word, poets’ and that there is a mismatch between science and the metaphorical language used to describe the real world. Improving communication and understanding is a good point to make, although where does climate science meet the arts?

In the 1960's, we developed a strong public conscience about the environment. The 1970's will reveal a great deal about our ability to better understand and manage the environment in socially acceptable ways. This task will require both theories and measurement techniques to empirically verify them. A welfare theory (based largely on Paretian welfare economics) states that we can say one system is preferable to another if the system makes at least one person better off and no one worse off. Most alternative systems in the real world, including those available to resolve pollution conflicts, do not meet this criterion. A change in the system normally makes someone worse off. Thus, Paretian, or the “new,” welfare economics, is not really useful in making most policy decisions. The problem is compounded, because often we do not know how to measure the real effects of pollution on parties involved in and influenced by pollution. This later problem is aggravated by the fact that we have done very little to systematically record observations on pollution processes.

Members of Congress take more than 2,000 trips sponsored by private organizations and interest groups every congress. Using a new data set of gift travel from 2007 to 2019 and interviews with former members of Congress, current and former congressional staffers, and staffers from interest groups that fund trips, we attempt to answer two core questions about this increasingly frequent behavior. Why do members take privately sponsored trips and what types of groups are driving this behavior? We argue that members of Congress take trips because they believe it makes them more effective legislators by exposing them to real-world consequences of their policy decisions and forcing them to build relationships with their fellow members. Trip sponsors, alternatively, seek to persuade and build relationships with members of Congress that ultimately shape their legislative coalitions. We find that trip-taking is associated with greater legislative effectiveness, in particular for Democrats, and that the provision of policy-specific information is a valuable benefit from taking these trips.
