With over 50 million students, Indonesia has the fourth largest education system in the world. The first twelve years of education are compulsory for all citizens. The students, together with over 3 million teachers spend six (or five in some cases) days a week at over 300,000 schools, typically from 6:30 AM to 2 (or 3) PM. Geographically, Indonesia is traversed by the infamous “ring of fire” and prone to natural events resulting from the tectonic plate movements of the Australian Plate from the South, the Eurasian and Sunda Plates from the North and the Philippine Plate from the East. Left unmitigated, these natural events would lead to natural disasters emanating from resulting earthquakes and leading to tsunamis, landslides, the collapse of building structures and failure of lifelines (roads, pipelines, electrical grid, etc.). In an effort to provide disaster-safe schools, the National Agency for Disaster Management has required that school facilities be a community center in case of disasters and serve as emergency shelters. Retrofit of existing buildings will be needed to comply with government guidelines. This paper presents a case study of the determination of structural deficiencies of an existing school building in SDN 42 Korong Gadang, Padang, West Sumatra and implementation of a seismic retrofit (design and construction) at the same building to mitigate potential earthquake disaster.

The purpose of this study was to experimentally evaluate the effect of a hinged steel damping system on the shear behavior of a nonductile reinforced concrete frame with an opening. For the experimental test, a total of three full-scale reinforced concrete frame specimens were planned, based on the “no retrofitting” (NR) specimens with non-seismic details. The main research questions were whether the hinged steel damping system is reinforced and whether torsion springs are installed in the hinged steel damping system. From the results of the experiment, the hinged steel damping system (DR specimen) was found to be effective in seismic retrofitting, while isolating the opening of the reinforced concrete (RC) frame, and the torsion spring installed at the hinged connection (DSR specimen) was evaluated to be effective in controlling the amount of deformation of the upper and lower dampers. The strength, stiffness, and energy dissipation capacity of the DSR specimen were slightly improved compared to the DR specimen, and it was confirmed that stress redistribution was induced by the rotational stiffness of the torsion spring installed in the hinge connection between the upper and lower frames.

In order to keep the existing lifeline network system at a favorable seismic performance level, it is necessary to carry out retrofitting activities. This study proposes a seismic risk assessment method for the existing deteriorated lifeline network system based on the probability of system performance failure. Numerical simulations are carried out for the existing water distribution network system for several seismic investment strategies to support the decision making of seismic disaster mitigation planning. Effective planning of seismic retrofitting activities and disaster mitigation for the existing lifeline system can be realized using the newly developed assessment method.
