Responses of a Tall Building in Los Angeles, California, as Inferred from Local and Distant Earthquakes

The increasing inventory of tall buildings in the United States and elsewhere may be subjected to motions generated by near and far seismic sources that cause long-period effects. Multiple sets of records that exhibited such effects were retrieved from tall buildings in Tokyo and Osaka ∼350 km and 770 km, respectively, from the epicenter of the 2011 Tohoku earthquake. In California, very few tall buildings have been instrumented. An instrumented 52-story building in downtown Los Angeles recorded seven local and distant earthquakes. Spectral and system identification methods exhibit significant low frequencies of interest (∼0.17 Hz, 0.56 Hz, and 1.05 Hz). These frequencies compare well with those computed by transfer functions; however, small variations are observed between the significant low frequencies for each of the seven earthquakes. The torsional and translational frequencies are very close and are coupled. Beating effect is observed in at least two of the seven earthquake data.

The 11 March 2011 M 9.0 Tohoku earthquake generated significant long duration shaking that propagated hundreds of kilometers from the epicenter and affected urban areas throughout much of Honshu. Recorded responses of tall buildings at several hundred km from the epicenter of the main shock and other events show tall buildings were affected by long-period motions of events at distant sources. This study presents behavioral aspects of 29-story and 30-story neighboring buildings in the Shinjuku area of Tokyo, Japan, as inferred from records retrieved from a sparse array of accelerometers deployed in the superstructures, at ground and 100 m below the ground level over a time interval covering before, during, and after the main shock. Such long-period effects are common in several regions of Japan as well as in the United States and in other seismically active countries. Permanent shifts in fundamental frequencies are observed. Drift ratios indicate possible structural nonlinear behavior occurred during the main shock. The need to consider risks to built environments from distant sources, including those in neighboring countries, is emphasized.

Performance-based seismic design (PBSD) has been recognized as a framework for designing new buildings in the United States in recent years. Various guidelines and standards have been developed to codify and document the implementation of PBSD, including “ Seismic Evaluation and Retrofit of Existing Buildings” (ASCE 41-17), the Tall Buildings Initiative’s Guidelines for Performance-Based Seismic Design of Tall Buildings (TBI Guidelines), and the Los Angeles Tall Buildings Structural Design Council’s An Alternative Procedure for Seismic Analysis and Design of Tall Buildings Located in the Los Angeles Region (LATBSDC Procedure). The main goal of these documents is to regularize the implementation of PBSD for practicing engineers. These documents were developed independently with experts from varying backgrounds and organizations and consequently have differences in several degrees from basic intent to the details of the implementation. As the main objective of PBSD is to ensure a specified building performance, these documents would be expected to provide similar recommendations for achieving a given performance objective for new buildings. This article provides a detailed comparison among each document’s implementation of PBSD for reinforced concrete buildings, with the goal of highlighting the differences among these documents and identifying provisions in which the designed building may achieve varied performance depending on the chosen standard/guideline. This comparison can help committees developing these documents to be aware of their differences, investigate the sources of their divergence, and bring these documents closer to common ground in future cycles.

Characteristics of long-period seismic ground motion and response of tall buildings are investigated in this paper to promote earthquake proof countermeasures considering the damage caused by the 2011 Tohoku earthquake. 3D finite difference method and the reciprocal theorem are used to examine the effect of sedimentary basin structures on seismic wave amplification. Natural period and damping of tall buildings are evaluated by ambient vibration tests and earthquake response observation during construction or demolition of the buildings. The effects of dynamic soil-structure interaction on response amplification of tall buildings are confirmed applying wave propagation theory to a continuum building model. Finally, a newly built base-isolated building with an isolated rooftop laboratory is introduced for full-scale long-period shaking experiment by installing actuators and jacks. Experience of long-period shaking in the building is also available with virtual reality view of indoor damage, which is effective for promotion of seismic countermeasures such as fixing furniture and safe evacuation.

The rapid displacement of the ocean floor during large ocean earthquakes or volcanic eruptions causes the propagation of tsunami waves on the surface of the ocean, and consequently internal gravity waves (IGWs) in the atmosphere. IGWs pierce through the troposphere and into the ionospheric layer. In addition to transferring energy to the ionosphere, they cause significant variations in ionospheric parameters, so they have considerable effects on the propagation of radio waves through this dispersive medium. In this study, double-frequency measurements of the Global Positioning System (GPS) and ionosonde data were used to determine the ionospheric disturbances and irregularities in response to the tsunami induced by the 2011 Tohoku earthquake. The critical frequency of the F2 layer (foF2) data obtained from the ionosonde data also showed clear disturbances that were consistent with the GPS observations. IGWs and tsunami waves have similar propagation properties, and IGWs were detected about 25 min faster than tsunami waves in GPS ground stations at the United States west coast, located about 7900 km away from the tsunami’s epicenter. As IGWs have a high vertical propagation velocity, and propagate obliquely into the atmosphere, IGWs can also be used for tsunami early warning. To further investigate the spatial variation in ionospheric electron density (IED), ionospheric profiles from FORMOSAT-3/COSMIC (F3/C) satellites were investigated for both reference and observation periods. During the tsunami, the reduction in IED started from 200 km and continued up to 272 km altitude. The minimum observed reduction was 2.68 × 105 el/cm3, which has happened at 222 km altitude. The IED increased up to 767 km altitude continuously, such that the maximum increase was 3.77 × 105 el/cm3 at 355 km altitude.

Total information and communication systems within hospitals have been designed, but successful complete implementation, to date, has not been achieved. Limited applications with both patient medical data, notably in the clinical laboratories, and in the hospital accounting offices have been numerous. Although total programs are not yet a reality, it is apparent that the computer will serve ultimately many communication requirements, both medical and financial, within the hospital.Sound hospital management requires that costs of all component operations be known in order that value judgments concerning worth and efficiency may be made. Accrual accounting systems which match revenue and expense over the same time period are a prerequisite. Cash and modified cash hospital accounting cannot provide current reliable data for sound decision making.Costs of hospital operations cannot be evaluated unless related to the characteristics of the patient service load. Average per diem costs mean little except when large similar populations of patients are being compared. A modern hospital accrual accounting system should be able to provide information concerning the costs of caring for specific diseases in patients with known age and sex and disease severity characteristics. Without information of this type, it will not be possible to objectively evaluate alternative systems of financing and organizing patient care.Medical record management offers the promise of prospective use of patient disease information in the planning and scheduling of facilities. The prose content of medical record summaries, such as diagnostic statements in tissue pathology, radiology, and admission and discharge diagnoses, may be susceptible to non-coded, full prose input into computer controlled diagnostic files. Thesauri in the several medical specialties will be necessary for this achievement.There is little immediate prospect for complete hospital communication systems that can be made available as a package to any hospital without substantial local alteration. Pilot projects in teaching centers should be viewed for the time being as opportunities to define objectives, evaluate feasibility, and determine degree of risk and expense.A brief survey of applications in the United States which have been successfully implemented or which appear suitable for successful implementation is recorded.Eleven general principles which have been associated with successful implementation of computer applications within the UCLA Hospital are enumerated.

With the continued influx of Mexican immigrants to the United States, especially to Southern California, health concerns and needs have increased among this population over the last several years. California State Polytechnic University, Pomona (Cal Poly Pomona) obtained a federal grant that provided resources to establish the Community Outreach Partnership Center (COPC). COPC consists of comprehensive efforts to improve the overall well-being of the Angela Chanslor area within the City of Pomona in East Los Angeles. Focus areas of the project include 1) Education and Integrated Services, 2) Community Planning and Capacity Building for Neighborhood Revitalization and Safety, and 3) Job Development and Training. The focus of this paper is health promotion activities within Education and Integrated Services. The primary objective of this portion of the program was to provide residents with physical examinations and health screenings, health education, and medical and social service referrals. Topics discussed are the target community, general overview of COPC, Family Services Information and Referral Program (i.e. health promotion program within Education and Integrated Services), program impact and results, and suggestions for continued implementation and future efforts. / Con la influencia continua de inmigrantes Mexicanos a los Estados Unidos, especialmente al sur de California, ciertas necesidades con respecto a la salud han incrementado en esta poblacion en los ultimos anos. California State Polytechnic University, Pomona (Cal Poly Pomona). Obtuvo ayuda Federal para establecer El Community Outreach Partnership Center (COPC). El centro COPC consiste de esfuerzos conprensivos para mejorar el bienestar del area Angela Chanslor que esta ubicado en la Ciudad de Pomona en la parte Este de Los Angeles. Las partes enfocadas del proyecto incluyen, 1) Educacion y servicios Integrados, 2) Plan para la Comunidad y un Edificio de Capacitacion para la comunidad que dara revitalizacion y seguridad, 3) Y habrira trabajos y entrenamientos. El enfoque de este proyecto es de actividades en Promocion de Salud aliadas con educacion y Servicios Integrados. El objetivo principal de esta porcion del programa era de proveer a los residentes con examinaciones fisicas, educacion para la salud, y eran referidas a servicios medicos y sociales. Los topicos que son tratados son: La comunidad que sera ayudada, El enfoque general de COPC, informacion del programa para referir a servicios familiares, el impacto del programa y resultados, y sugerencias para implementar futuros esfuerzos.

In the 1970s, Japanese cooks began to appear in the kitchens of nouvelle cuisine chefs in France for further training, with scores more arriving in the next decades. Paul Bocuse, Alain Chapel, Joël Robuchon, and other leading French chefs started visiting Japan to teach, cook, and sample Japanese cuisine, and ten of them eventually opened restaurants there. In the 1980s and 1990s, these chefs' frequent visits to Japan and the steady flow of Japanese stagiaires to French restaurants in Europe and the United States encouraged a series of changes that I am calling the “Japanese turn,” which found chefs at fine-dining establishments in Los Angeles, New York City, and later the San Francisco Bay Area using an ever-widening array of Japanese ingredients, employing Japanese culinary techniques, and adding Japanese dishes to their menus. By the second decade of the twenty-first century, the wide acceptance of not only Japanese ingredients and techniques but also concepts like umami (savory tastiness) and shun (seasonality) suggest that Japanese cuisine is now well known to many American chefs.
