Home, domestic work and the state: The spatial politics of domestic workers’ activism

This article explores the spatialities associated with the recent emergence of a social movement of domestic workers in the United States. Domestic work is rendered invisible, not only as a form of ‘real work’, but also because it is hidden in other people’s homes. The article unpacks the home as a private space beyond government intervention, and as domestic worker activists argue, when homes are workplaces workers should be protected from exploitation. Domestic workers have become active and visible in campaigns to gain coverage under labour legislation at the state and federal government levels. An analysis of the success of their campaigns reveals a set of strategies and tactics that draw on feminist care ethics in a range of different locations, and that thinking spatially has been pivotal in the emergence and continued growth of their social movement.

PurposeThe nature of paid domestic work is changing, with the growth in companies delivering domestic cleaning services. Few studies have looked at why people opt to use these services and the underlying drivers. As with the outsourcing of non-core tasks in businesses, outsourcing domestic work is motivated by similar, yet different reasons, which have to do with the personal and private nature of domestic employment. This study aims to establish the reasons why “clients”, who were former employers of domestic servants, opted to outsource domestic work to a domestic cleaning service provider.Design/methodology/approachGiven the limited research on domestic cleaning services in South Africa, a mixed-methods research approach is used.FindingsThe findings showed that there are three key motivations: the nature of the domestic cleaning service supplier, the services rendered by domestic workers and the tripartite employment relationships. These three benefits imply that clients have access to functional and numerical flexibility, unlike employing a domestic worker directly. This study contributes to the literature on outsourcing and domestic work by showing that clients not only look to change the economic structure of the relationship with domestic workers, but it allows them to psychologically and emotionally distance themselves from domestic workers.Research limitations/implicationsThis study shows that some people are no longer willing to have a relationship with the people who clean their homes, and that they believe it is simply not worth the effort to maintain a relationship. This is an aspect that needs further research, as this is the one sphere where women are united in their plight, albeit from different worldviews. Thus, a limitation is that this study only focuses on clients' views of outsourcing. Have domestic workers employed by the outsourced domestic cleaning service supplier become just like assembly-line workers, where they are anonymous to their clients, performing routine tasks with little recognition from those whose homes they are servicing? Future studies could focus on domestic workers' views on outsourcing and the effects it has on their working conditions and employment relations.Originality/valueFirstly, studies mainly focus on the Global North where domestic work and outsourcing have different dynamics, regulation policies and social changes when compared to South Africa. Secondly, few studies have sought to establish why people shift from employing a domestic or care worker directly to an outsourced domestic agency when direct domestic help is available and affordable. Considering these shortcomings, this study aims to provide a better understanding of domestic cleaning service suppliers from the perspective of clients, often omitted from the literature. Accordingly, this study aimed to establish what the benefits are for clients (former employers of domestic workers) who use domestic cleaning service suppliers.

Women have always migrated. Yet, earlier gender and migration debates on the “feminization of migration” have largely downplayed this reality, implying that women have only recently begun to migrate. To the contrary, as early as 1984 Mirjana Morokvasic reminded us, in an article titled “Birds of Passage Are Also Women,” that female migrants began outnumbering male migrants entering the United States as early as the 1930s (Morokvasic 1984, cited under Overview). As Martha Gardner’s exhaustive historical analysis of immigration regulations illustrates—Gardner 2006, cited under Gender and the State—the United States had historically curtailed the migration of independent women, thus limiting women’s migration as dependents who followed male family members. Since then, women migrants have crossed international borders and entered the United States and other advanced capitalist societies as independent migrants, responding primarily to the demand for their labor as nurses, domestic workers, factory workers, and sex workers. Pioneering feminist migration scholars in the 1980s first questioned the invisibility of women in mainstream knowledge production of migration. While they initially called just for the inclusion of women, since the 1990s scholars have demanded the incorporation of a gendered perspective in mainstream migration research, urging an examination of the various ways gender constitutes migration. Contemporary scholarship on gender and migration has focused on the constitution of gender in the macro context by analyzing the ways gender informs the political economy of migration. Focusing on the meso level, a larger group of scholars has interrogated how migration reshapes gender relations and accordingly the position of men and women in institutions such as the migrant family. Finally, others have examined the micropolitics of gender by examining the subjectivities of migrant women, particularly as mothers or cosmopolitan adventurers. Since the 1980s, we have also witnessed growing recognition of the global scope of women’s migration and the decentering of the United States and the West in contemporary empirical investigations of migrants’ gendered experiences. These works highlight how women migrate as workers, wives, and students to not only North America or Europe but also to Latin America and Asia. Migrant women also originate from disparate countries and regions, with larger groups coming from Mexico and Central America, Southeast Asia, in particular, Indonesia and the Philippines, and eastern Europe. However, gender and migration scholarship’s focus on women’s experiences has been criticized for privileging heteronormative assumptions about gender and for neglecting to incorporate the perspectives of men and sexual minorities. Masculinity studies have attempted to address such gaps in existing gender and migration scholarship by challenging the primacy of Western hegemonic masculinity. Likewise, the literature on sexuality and migration has challenged heteronormative assumptions underpinning migration theories and conceptualizations, insisting that sexuality is central to the regulation of migration and migrant experiences. This annotated bibliography provides an overview of the study of gender, sexuality, and migration. It begins with studies that provide a big picture of the study of gender and migration. It then proceeds to highlight how gender shapes institutions of migration (the state, family) followed by case studies of different groups of migrant women (students, brides, sex workers, domestic workers). Finally, it addresses thematic issues central to our understanding of gender and migration (trafficking, sexuality, masculinity). The dominance of US-centered studies in gender and migration research is reflected in this bibliography.

This chapter explores some of the challenges that organizers of domestic workers in Ecuador face. Its discussion of domestic worker organizing touches on the three major themes of this book: social reproduction, informal arrangements that render domestic work invisible, and class relations that degrade and dehumanize workers. Workers' engagement in long hours of paid and unpaid social reproduction makes them difficult to reach and organize. Informal arrangements, and lack of political will and political effectiveness to change these arrangements, combine to make the enforcement of existing laws difficult. Moreover, relationships with the left-leaning state, embedded in traditional assumptions about who constitutes the working class—assumptions that leave out women and informal workers—have been fraught. The chapter then shows how domestic workers and their advocates have been organizing, what strategies they have used to demand the rights of these workers, and what the implications of these strategies are for political action and change.

AbstractMost efforts of the current domestic workers’ rights movement in the United States have focused on ending the exclusion of domestic workers from employment protections that were institutionalized during the New Deal in the 1930s. These victories have been significant in both policy and culture. They have brought public attention to the invisibilized world of domestic work, and state recognition has validated this often-degraded occupation as “real work.” However, enforcement has been a problem. As domestic worker organizing has matured, it has expanded to include pushing the boundaries of state-ensured minimum standards as well as raising standards in the industry through direct intervention in the relationship between workers and employers. These programs are significant in that they reflect a different strategic approach—often with the goal of base building—than the earlier model of domestic worker advocacy and organizing.

In this article, we examine the effects of the COVID-19 pandemic on the labor conditions of domestic workers in the epicenter of the United States. We focus our analysis on the symbolic categorization of domestic work as “essential labor.” While domestic workers are lauded as heroes in public discourse, we argue that this symbolic recognition does not extend to material remuneration. Instead, we find that labor conditions better fit their categorization as expendable essential workers, meaning those whose essential labor is magnified during the pandemic but whose work remains materially undervalued. Data used in this article draw from observations of more than 30 hours of virtual town hall meetings on the pandemic hosted by migrant domestic worker advocacy groups in Los Angeles and New York.

<p>This article examines a recent ILO funded project designed to engage more Indonesian journalists and media organizations in advocacy journalism on behalf of domestic worker legislation. Applying Ann Stoler’s notion of ‘disregard’ in the context of post-Suharto<br />democratization, I illustrate how established newsroom practices and patterns of reporting helped maintain distinctions between ‘home’ and overseas domestic workers which impeded progress towards comprehensive legislation. Indonesia’s endorsement of the adoption of ILO Convention 189 in June 2011 opened up political opportunities, provided a framework for re-scripting media narratives and encouraged journalists to give more space to domestic workers’ voices. At the same time, increased media coverage enabled those opposed to legislation to reiterate a gendered disregard for the social and economic value of domestic work.</p>

Introduction: Work is considered an activity to which people attach value and importance in their life, not only because it is related to their subsistence, but also due to their ability to promote social interaction in the daily life of relationships. Objective: To contextualize, from the state of the art, the scenario about women domestic workers. Materials and Methods: This is a qualitative, descriptive study of the state of the art in view of the scientific production raised in the literature with regard to the theme of women and domestic work. Results: Respectively, the writing was organized in three axes established when addressing women in the scope of labor relations, detailing the domestic profession and the views of health promotion and the quality of life at work. Considerations: The purpose here is to show that domestic work has undergone several transformations to get here, that there is still very little appreciation of this class, and respect for so many women who leave their homes in search of better lives and that in history of housework owes nothing that was not sweaty.

In an ideal world working as domestic worker would arguably be nobody’s choice, but as things stand the socio-economic realities we find ourselves under dictates. There are fewer number of job opportunities than there are people looking for opportunities. According to statistics South Africa, the unemployment rate in South Africa is a shocking 25.4%. Out of desperation and the need to survive most unemployed people have sought solace in the domestic sector. Little do they know that, what seems to be a breakthrough may actually turn out to be quite worse than they reckoned. It is no secret that most domestic workers do not know their job scope, a problem which can be attributed to quite a number of factors, for example, an inherent illiteracy level, desperation after an unsuccessfully long search for competitive opportunities, or unscrupulous employers who exploit them, often with impunity. In line with this, Grossman concluded that pay and working conditions of domestic workers depend on the employer’s “goodwill”, as employers are not impeded by labour legislation in their actions. The purpose of this article is to show and stress the point that the general labour law framework and the interventions made in South Africa to date do not empower domestic workers as long as they fail to take cognizance of occupational uniqueness of this sector. The author will define “domestic worker” and then proceed with the comparison of the existing legislative framework in South Africa with the best international standards in as far as they provide for domestic workers, and the extent thereof, while also arguing that infusing value dosages into law, such as ubuntu, may restore the lost dignity of the domestic worker in South Africa.

Domestic workers - who sweep, swab, wash, cook, take care of the children and look after the elderly – yet, are invisible. According to the International Labour Organization (ILO), "A domestic worker is someone who carries out household work in a private household in return for wages." The poor and marginalized women are now joining the growing force of domestic workers in Malawian towns and villages. In this backdrop, this research work aims at understanding the socioeconomic background of women domestic workers and problems faced by them in Mangochi District in Malawi. This particular region was selected for research as it has a large number of women domestic workers due to seasonal employment in Salt and Fishing sectors. 100 women domestic workers were selected as sample through Purposive Sampling method and the required data were collected from them by using a semi structured interview schedule designed for this purpose. The study results show that the poor economic condition of family drives the women to opt for domestic work and they are exploited by the employers in many forms. They possess a very low status both in the workplace as well as in the society. They work for a paltry sum and are at the mercy of their keepers without any rights. The study emphasizes the need for a comprehensive policy and legislations to control the exploitation of women in unorganized workforce. Domestic Work should be declared as a profession and as such all the rights and privileges as applicable to all other workers are made available to them. Establishing Self help groups in their area and giving training in income generating activities will certainly go a long way to empower them.

This chapter sets the stage for the global domestic workers’ movement that is at the center of this book. It examines the landscape of household labor and highlights the key concepts necessary for an understanding of domestic work in the global economy, highlighting the traditional power imbalances that exist between “maids and madams.” The chapter introduces key players in the struggle for domestic worker rights, and the challenges they faced in addressing widespread injustice. An overview of the scholar-activist framework, embedded ethnographic approach, and the author’s particular research journey is also included.
