In order to effectively analyze the risk-return decision-making model of PPP project by Yuan et al., (2020) this paper, based on the fuzzy Borda method and synergy effect theory, considers the synergistic effect of PPP project, constructs the model of investment risk sharing, incentive, and supervision punishment, and determines the investment risk sharing, incentive, and PPP project investment. This paper also aims to supervise and punish the decision-making mechanism to achieve the goals of the PPP project. The research results show that the increased synergy of project participants not only reduces the impact of investment risk on project revenue but also promotes project participants to increase their willingness to undertake risks, actively undertake project risks, and achieve synergy effects of PPP projects. Through the cooperation of both parties, the total income of PPP projects is increased. The research results show that the government chooses social capital participants with complementary advantages to form synergy as shown by Jiang et al. (2016); with the increase of synergy, the government needs to increase the incentive intensity, improve the performance behavior of social capital participants as proposed by Junlong et al. (2020), curb their speculation, and promote the two sides. Due to the increased synergy and the willingness of social capital participants to increase cooperation and reduce speculation, the government should reduce the intensity of supervision and punishment.

The purpose of this study is to analyze and explain public perceptions of the implementation of social distancing during the pandemic as the implementation of social capital. This study was motivated by the phenomenon of the outbreak of the Covid-19 pandemic in a number of countries, including Indonesia. This condition not only affects the economic condition of a country, hinders social interaction among the community, and also has an impact on the health condition of every human being. To avoid the wider spread of Covid-19, the government was forced to adopt social distancing and physical distancing policies in the form of staying at home, working from home, studying, and worshiping at home. This research approach is descriptive qualitative. The data of this research is the impact of social distancing for the community in Tarogong Kidul District, Garut Regency. Sources of data come from several communities with a total of 50 respondents. Collecting data in this study using interview techniques, record, and continue to take notes. The results of the research can be concluded that with the implementation of social distancing in the pandemic period, at least the community can implement social capital which includes informal values ​​or norms that are shared among members of an interrelated community group, which is based on the values ​​of beliefs, norms and networks social and they respect each other, the development of social capital is the creation of increasingly independent groups of people who are able to participate more meaningfully. Social capital can solve citizens' problems, especially with regard to strengthening friendship, repairing and maintaining public service facilities because it has advantages and is the most appropriate, even though there are other social capital in the community.

Research on radiation exposure is now focusing on microbiology and the impact of low dose exposures on cells and cell components. Eventually, this research may provide evidence to support changes in the models used to regulate human and environmental exposures. Currently, three models using older research results are subjects of interest and comparison. The linear no threshold model, the most restrictive on behalf of public health values, dominates regulatory decision making. Alternative models (i.e., the threshold model and the hormesis model) could reduce costs of radiation management, depending upon new research results and public acceptance. Enacting a new public exposure model is a daunting task for risk communication given existing public risk perceptions and the established public decision-making processes. Each of the three prominent models must answer the question, ‘what social good requires the use of this model in contrast to the others?’

Creativity, innovation, openness and involving citizens in decision making belong to a set of efforts undertaken by the government. This is possible thanks to crowdsourcing that is a tool to communicate with citizens and that is a source of knowledge and that provides new, creative ideas. However, despite the research intensity in the area of crowdsourcing creativity in government, the research results obtained to date are still ambiguous and fragmentary. Research on crowdsourcing government is often limited to interpretive traditions. This gives an incomplete picture of government crowdsourcing since three additional research paradigms are omitted: interpretative, post-modern, and critical. Our ambition is to raise awareness about the presence of many paradigms in crowdsourcing government research. The aim of this article is to present crowdsourcing government from the perspective of four paradigms by Gibson Burrell and Gareth Morgan. We are trying to achieve this by presenting a review of research on crowdsourcing government taking into consideration four paradigms: positivist, interpretative, critical, and postmodern. We suggest that a single paradigm is not able to provide a complete picture of crowdsourcing government, and thus we seek interactions between the paradigms and postulate multi-paradigmatic research that may lead to further development of knowledge.

This paper aims to discuss the impact of state intervention on social capital of fishermen community in small islands. The research was conducted in Barrang Lompo Island, Makassar. The data was collected through in-depth interview and limited observation from twelve informants determined by snowball sampling. Questionnaires were also spread to about 40 respondents. The data was then analyzed qualitatively to explain researchs data and facts. The results of the research show that state intervention for the last ten years on small islands communities has impact on various aspects such as the diminishing loyalty and trust among locals to the government. Therefore, the intervention reduce the communitys participation, individually and collectively, in development activities. The situation, in turn, could affect the diminishing political capacity of the locals and government in the implementation of development in the islands. The state intervention, however, strengthened social solidarity, local value practices and the enthusiasm to understand religious values which in turn could tighten the internal bond of a community. This bond can become a potential strength to build communities in small islands.Tulisan ini bertujuan untuk mendiskusikan dampak intervensi negara pada kapital sosial komunitas nelayan di pulau-pulau kecil. Penelitian ini dilakukan di Pulau Barrang Lompo, Makassar. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi terbatas dari dua belas informan ditentukan oleh snowball sampling. Kuesioner juga menyebar ke 40 responden. Data tersebut kemudian dianalisis secara kualitatif untuk menjelaskan data penelitian dan fakta. Hasil penelitian menunjukkan bahwa intervensi negara selama sepuluh tahun terakhir pada masyarakat pulau-pulau kecil memiliki dampak pada berbagai aspek seperti, mengurangi loyalitas dan kepercayaan di antara penduduk setempat kepada pemerintah. Oleh karena itu, partisipasi mereka, secara individu dan kolektif, dalam kegiatan pembangunan kurang. Ini akan berakibat pada berkurangnya kapasitas politik penduduk setempat dan kapasitas pemerintah dalam pelaksanaan pembangunan pulau. Kendati demikian intervensi negara juga memperkuat solidaritas sosial, praktek nilai lokal dan semangat untuk memahami nilai-nilai agama yang pada gilirannya dapat memperkuat ikatan internal masyarakat. Ikatan ini selanjutnya dapat menjadi kekuatan potensial untuk membangun masyarakat di pulau-pulau kecil.

This article discusses the efforts of the Indonesian Government in handling the outbreak of Corona Virus Disease-19 (COVID-19). The handling strategies assessed by understanding the efforts, steps, and policies formulated and implemented by the government while the analysis used a deliberative policy analysis approach was used. This approach analyzes the narratives and arguments of the authorities to understand the decision making and policy implementation. The research used a qualitative approach by utilizing descriptive analysis methods. Then the data collection technique used literature studies. The findings found that, first, negative narratives and the slow response of the government. Before COVID-19 approached Indonesia, narratives delivered by the elite government showed that there was no sense of crisis so that it slow-down decision making. Second, weak coordination, especially between the central government and regional governments. This asynchronous coordination created uncertain handling for the control of Coronavirus. Third, citizen ignorance or disobey government instruction. The impact is, the handling effort has stalled because it is not supported by the wider community. The combination of these three factors complicates the government's efforts to control the outbreak of COVID-19 in Indonesia. Keywords: Indonesia, COVID-19, Coronavirus, Handling, Policy Abstrak Artikel ini mendiskusikan mengenai upaya Pemerintah Indonesia dalam menangani kasus penyebaran virus korona (Corona Virus Disease-19 (COVID-19). Dengan memahami upaya, langkah, dan kebijakan yang diformulasi dan diimplementasikan oleh pemerintah maka dapat dinilai strategi penanganan tersebut. Untuk menganalisis kasus ini, pendekatan deliberative policy analysis digunakan. Pendekatan ini menganalisis narasi dan argumentasi pihak berwenang untuk memahami pembuatan keputusan dan pelaksanaan kebijakan. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis. Sementara itu, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, surat kabar, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari tulisan ini adalah, pertama, narasi negatif dan lambannya respons pemerintah atas penyebaran COVID-19. Narasi-narasi yang disampaikan oleh elite politik sebelum COVID-19 masuk ke Indonesia menunjukkan nihilnya perasaan adanya krisis (sense of crisis) yang mengancam sehingga memperlambat pengambilan keputusan. Kedua, lemahnya koordinasi antar-stakeholder, khususnya antara pemerintah pusat dan pemerintah daerah. Ketidaksinkronan koordinasi ini mengakibatkan pengendalian virus korona menjadi terkatung-katung. Ketiga, ketidakacuhan atau ketidakpatuhan warga atas himbauan pemerintah. Impaknya, upaya penanganan menjadi tersendat karena tidak didukung oleh masyarakat luas. Kombinasi dari ketiga faktor inilah yang memperumit upaya pemerintah untuk mengendalikan penyebaran COVID-19 di Indonesia. Kata Kunci: Indonesia, COVID-19, Virus Korona, Penanganan, Kebijakan

As a country with high risk of disasters, the people of Indonesia have to prepare and anticipate these calamities. One of the most important aspects of disaster risk reduction at the local level is social capital. This paper discusses the role of social capital in strengthening community disaster preparedness for effective respond and its potential for building back after recovery, focusing on local wisdom, prior experiences and re-establishment of community livelihoods. Local wisdom plays an important role in raising community efforts to find relief and recover from the impact of the earthquake in Bantul and floods in Jambi. The spirit of community-self, mutual help and fundraising help the Javanese in Bantul to be strong and care among neighbors. The community that supported by the local leaders and institutions agreed to set up priority for affected people who need more help. Meanwhile, experiences of the people in Jambi on regular floods made them aware and assisted them to develop self-efficacy beliefs in disaster preparedness, including making plans as well as increasing skill to get ready for and respond to this disaster. This paper also shows that in addition to economic recovery programs from the government and donor in Bantul and Aceh, the community in Jambi used floods as a source of their alternative livelihood through fishing and its related activities, and perceived floods as economic opportunities. This paper utilises empirical evidence from cases across Indonesia that are collected from my research results under LIPI and Human Ecology research activities. Data is also collected from secondary sources that largely rely on desk reviews of relevant books, documents, papers, and other references.

Housing is perhaps the most common component of a community’s manufactured capital wealth stocks damaged or destroyed by natural disasters. Consequently the restoration of housing in the recovery process takes on a paramount significance. This significance is magnified by the complexity of housing restoration and the varying and specialised skill sets required to deliver it. Such complexity is exemplified through both the different phases of post-disaster housing required following a disaster and the role of housing in the broader socio-ecological system of a community. Housing is inextricably linked to livelihoods, physical and mental health, security and social capital. Successful post-disaster restoration of housing must identify and embrace such linkages. This paper explores this notion through examination of the impact of the permanent housing reconstruction of the T. Vilufushi community, Maldives, following the 2004 Indian Ocean Tsunami, which completely destroyed the island of Vilufushi. The community were temporarily relocated for 4½ years whilst Vilufushi was totally reconstructed by the Government of Maldives and the British Red Cross. Such reconstruction was undertaken to cater for not only the original population of 1800, but also a projected population of 5000, as the Government of Maldives utilised the opportunity afforded by the Tsunami to pursue its longstanding population consolidation policy. The post-occupancy impact of the permanent housing reconstruction program upon the wider socio-ecological system of the Vilufushi community is explored via a qualitative research methodology utilising the four wealth capitals of sustainable development as its analytical framework. Field data collection methods comprised focus group discussions, key informant interviews and observations. This was supplemented with ongoing document collection and review. Data was analysed using a pattern match technique / content analysis, preceding a holistic recovery network analysis. Results of the research indicate that the delivery of the permanent housing on Vilufushi has undermined the human, natural and social capital wealth stocks of the community. The implications are that permanent housing reconstruction needs to be considered as much as a social process, as an engineering process. This in turn, has implications for the skillsets of those charged to deliver such projects, and also the organisations that employ them.

Background: At present, most Chinese adults are under great psychological pressure, which seriously affects the improvement of life satisfaction. The purpose of this study was to shed light on the associations between individual social capital and life satisfaction among mainland Chinese adults. Methods: We used a nationally representative dataset called 2016 China Family Panel Studies, and a total of 26,009 people suited our study requirements. Chi-squared test and binary regression analysis were used to determine the relationship between individual social capital and life satisfaction among mainland Chinese adults. Results: The results indicated that cognitive social capital had significant effects on life satisfaction (p < 0.05), but the impact of structural social capital on life satisfaction became less significant when combined with sociodemographic variables and socioeconomic status (SES) (p > 0.05). Moreover, we also found that life satisfaction was better in married/cohabited (p < 0.05) and in over 65 age group people (p < 0.05). Self-rated income level, self-rated social status, and self-rated health all had positive effects on life satisfaction (p < 0.001). Conclusions: Given the stabilizing effect of cognitive social capital at the individual level on life satisfaction, the government should attach great importance to this aspect when trying to improve adults’ life satisfaction.

Nudging majors and courses may increase the  ompetitiveness of Indonesian graduates. In order to nudge them, university corporations shall provide the characteristics of majors and courses on their websites. This paper will discuss the value of choice and an understanding of choice in decision-making, the impact of choosing wrong majors on the competitiveness of graduates, and the relation between law and human development. This paper will examine the existing laws and regulation proposal on the provision of the characteristics of majors and courses on the university corporation websites in Indonesia. The research is based on laws and regulations on education and public information related to such information provision and supported by website samples from various university corporations in Indonesia and overseas. The author proposes the government to regulate a Minister of Research, Technology and Higher Education Regulation that requires university corporations in Indonesia to provide the characteristics of majors and courses on their websites to increase the competitiveness of Indonesian graduates. With the availability of the characteristics of majors and courses, prospective students may know and understand better the available majors and its learning materials. This knowledge and understanding will empower prospective students to choose majors that align with their interests and talents. Peningkatkan daya saing lulusan perguruan tinggi di Indonesia dapat dilakukan melalui nudging jurusan dan mata kuliah. Untuk melaksanakan nudge jurusan dan mata kuliah, perguruan tinggi wajib menyediakan informasi jurusan dan mata kuliah dalam situsnya. Karya tulis ilmiah ini akan membahas pentingnya pilihan dan pemahaman akan pilihan dalam pengambilan keputusan, dampak kekeliruan pilihan jurusan terhadap daya saing lulusan, dan keterkaitan pengaturan dengan pembangunan sumber daya manusia. Karya tulis ilmiah ini akan mengkaji pengaturan yang ada dan usulan pengaturan tentang penyediaan informasi jurusan mata kuliah dalam sistem elektronik perguruan tinggi diIndonesia. Penelitian didasarkan pada peraturan perundang-undangan di bidang pendidikan dan informasi publik terkait dengan penyediaan informasi tersebut dan didukung dengan sampel situs pelbagai perguruan tinggi di Indonesia dan mancanegara. Penulis mengusulkan pemerintah untuk mengatur suatu Peraturan Menteri Riset, Teknologi dan Pendidikan Tinggi yang mensyaratkan perguruan tinggi di Indonesia untuk menyediakan informasi jurusan dan mata kuliah dalam sistem elektronik untuk meningkatkan daya saing lulusan Indonesia. Dengan ketersediaan informasi jurusan dan mata kuliah, calon mahasiswa dapat mengetahui dan memahami secara lebih jelas tentang jurusan yang tersedia dan materi ajar dalam suatu jurusan. Pengetahuan dan pemahaman ini akan memampukan calon mahasiswa untuk memilih jurusan yang selaras dengan minat dan bakatnya.
