Analyzing the evolution characteristics and influencing factors of marine economic efficiency is the foundation to improve the quality of marine economic development. A super-efficiency Slacks-Based Measure (SBM) model is applied to measure the marine economic efficiency of 11 coastal provinces between 2006 and 2017 in China. Time series and standard deviation ellipse methods are used to analyze its temporal and spatial characteristics. The influencing factors of efficiency are analyzed using the Bayesian model averaging (BMA) method based on the indicator system constructed on the relationship between the Belt and Road and marine economic efficiency. The research found that (1) the average change of marine economic efficiency is not large, and the efficiency values among most provinces are relatively stable. (2) The center of gravity of marine economic efficiency gradually shifts from the northeast to the southwest; the spatial scope continues to shrink, the level of flatness indicates increase at first followed by decrease, and the direction angle shows a fluctuating trend. (3) The compliance rate of industrial wastewater discharge and the diversification of the marine industry structure have strong explanatory capacity in marine economic efficiency in the coastal areas. This research proposed the specific path to improve the efficiency of marine economy and facilitate quality development under the “Belt and Road” initiative from the aspects of the optimization of the marine industry structure, the integrated construction of transportation, the development of opening to the outside world, the progress of marine science and technology, and the improvement of the marine ecological environment.

As the importance of Chinese financial schemes in maritime business increases, and many issues on the ownership of the assets under the current Law remain obscured for international investors, this work argues that a streamlining to international practice is required; therefore, the ownership of the trust property under the shipping fund in China should be transferred to the trustee from the client. The trustee shall possess, employ, benefit, and dispose the trust property in his/her own name, which links up with China’s current property legislation, ship registration, and ship arrest regulations. The trust property under the shipping fund in China is independent of the fixed property or other management property of the trustee, the beneficiary, and the custodian. This gives full play to functional advantages of the trust system of the shipping fund, contributes to the expansion of financing channels in the shipping industry in China, guarantees the specialization and flexibility of shipping investment activities and the diversity of the investment subject, promotes development of China’s policies about the shipping industry and financial innovation, and boosts the realization of “The Strategy of National Revitalization Based on Marine Industry Development” and “The Belt and Road Initiatives” and construction of Shanghai International Shipping Center and International Finance Center.

With the in-depth implementation of the “Belt and Road” initiative (BRI), the investment patterns between Belt and Road countries have also become more complicated. The impact of this complex investment network on regional economic development is also growing. To reveal the complexity of this investment pattern, and to better promote the sustainable development of the region’s economy, this paper used the complex network method to study the foreign direct investment(FDI) network of 50 countries along the Belt and Road from 2003 to 2017, revealing its structural and behavioral characteristics and evolution process. The results showed that the imbalance of the investment network structure is outstanding, and preferential selection behavior is obvious. The Central and Eastern European countries show significant clustering behavior. In addition, the network evolved slowly and followed the “Pareto rule” in the early stages of its evolution. The BRI was a turning point in the evolution process. On this basis, the quadratic assignment procedure (QAP) regression analysis method was used to further study the factors affecting the formation process of this investment pattern. It found that economic development level, geographical distance, and bilateral trade were the main influencing factors. Among them, bilateral trade had the greatest impact on the pattern of network.

Agriculture is increasingly facing major challenges such as climate change, scarcity of natural resources, and changing societal demands. To tackle these challenges, there is a pressing need to evolve towards more sustainable agricultural practices. As a result, sustainability stands among the most relevant topics in agricultural research worldwide, and countries along the Belt and Road (B&R) route are no exception. This paper selected 25 indicators from the five subsystems of population, society, economy, environment, and resources in order to build an evaluation index system of agricultural sustainable development capability, and then it used an improved entropy weight method, technique for ordering preference by similarity to an ideal solution (TOPSIS), and coordination degree method to measure the comprehensive capability and coordination of agricultural sustainable development of all countries along the B&R route from 2006 to 2015. First, according to the time dimension, the comprehensive score of sustainable development capability of agriculture along the B&R route: This had an average annual score of 0.3195 which initially decreased, then increased in a fluctuating manner, before finally falling again. Second, according to the spatial dimension, the average comprehensive score of agricultural sustainable development capability showed an evolutionary trend of ‘high–low–high–low–high’ from west to east, which showed an obvious basic spatial pattern of the ‘W’ type. Third, from the perspective of the subsystems of agriculture, although the coordination degree among subsystems in the main grain-producing areas increased continually from 2006 to 2015, the overall level of development needed to be further improved. In order to further clarify the main factors affecting the capability of agricultural sustainable development, this paper selected six explanatory variables: The level of economic development, financial expenditure for agriculture, agricultural foreign direct investment, agricultural labor force, the intensity of agricultural R&D investment, and the level of agricultural informatization. Then, geographically and temporally weighted regression was applied to evaluate the direction and degree of influences of selected factors on sustainability development capability of agriculture. The results showed that the regression coefficients of each variable in 53 countries were positive or negative, which indicated that the influencing factors of agricultural sustainable development capacity had the characteristics of geospatial nonstationarity.

Abstract. Opening the “Southward Passage” is an important link in China's strategic deployment of “the belt and road initiative” at present, which can further improve the economic and cultural development of the cities planned by the activities. The main purpose of the construction of “Southward Passage” is to improve the efficiency of international logistics between China and neighboring countries, especially the far-reaching impact on node cities. In this paper, Chengdu, the “Southward Passage” in China, will be taken as an example to explore the influencing factors of logistics development under the policy of “Southward Passage”, and find measures to improve local logistics development by ISM method, which will serve as a reference for the development of logistics in other node cities.

This paper analyzes the current situation of Kien Giang’s marine economic development in the process of international integration. Based on the analysis, the authors propose some strategic measures for implementing the goals of marine economic development and enriched income from harvesting the sea, which are: optimizing marine industry structure; strengthening the exploration of and forecast about ocean resources; promoting a comprehensive management of marine economy; and increasing the investment in marine infrastructure and marine environmental protection. From the analyzes and explanations about the Kien Giang’s marine economic development, the author has proposed suitable solutions to contribute to the fast and sustainable development of the marine economy in Kien Giang.
