This paper analyzes the current situation of Kien Giang’s marine economic development in the process of international integration. Based on the analysis, the authors propose some strategic measures for implementing the goals of marine economic development and enriched income from harvesting the sea, which are: optimizing marine industry structure; strengthening the exploration of and forecast about ocean resources; promoting a comprehensive management of marine economy; and increasing the investment in marine infrastructure and marine environmental protection. From the analyzes and explanations about the Kien Giang’s marine economic development, the author has proposed suitable solutions to contribute to the fast and sustainable development of the marine economy in Kien Giang.

In the twenty-first century, before the revolution of science and technology 4.0 and 5.0, environmental protection and sustainable development are increasingly becoming a great concern of humanity as well as of each country. Among the components of the environment, the marine environment plays an important role with 71% of the Earth's surface covered with water and 90% of the biosphere is the ocean. Along with the development of the sea direction of mankind - the cradle of Earth's life - the sea is also facing serious challenges of pollution, over-fishing of marine resources. Marine environmental protection is not limited to a single country. Due to the uniformity of the marine environment, the spread of transboundary agents in the marine environment and climate change, this task requires cooperation between countries. Regional international treaties serve as a basis for cooperation in marine environmental protection. The paper will focus on analyzing and assessing regional efforts in approving regional international treaties on marine environmental protection, with a focus on environmental protection cooperation mechanisms, especially in East Asia and South East Asia. These are selected areas due to their advanced marine environmental protection experience and socio-economic similarities. Purpose Recently, China has been paying increasing attention to how to improve the efficiency of the marine environment and realize a green and sustainable development of the marine economy. Consequently, the industrial structure is crucial to improving efficiency. The purpose of this paper is to introduce environmental factors into the efficiency analysis framework and explore the relationship between marine industrial structure and marine environmental efficiency. Design/methodology/approach This paper uses marine economic data under the DEA-BBC model to measure the marine environmental efficiency of provinces and cities and classifies them by cluster analysis. Then, the marine industrial structure and marine environmental efficiency are studied by an econometric model with human capital, ownership structure, land economic development level, scientific research input and government intervention degree as control variables. Findings The overall level of marine environmental efficiency is relatively low in China, increasing and then decreasing over the research period. The rationalization of industrial structure and scientific research input have significant promoting effects on marine environmental efficiency, while the degree of government intervention has a significant inhibiting effect. The positive effect of human capital on efficiency depends on whether it can be successfully converted into productivity. The effects of industrial structure advancement, ownership structure and land economic development level of on the marine environmental efficiency are mixed. Originality/value The results provide a theoretical and decision-making basis for China to transform and upgrade its marine industrial structure and sustainably develop the marine economy.
