The China-Europe Freight Train (CEFT) serves as an important carrier and platform for international economic cooperation and international trade circulation between China and Europe. Since it worked, its actual operation and development have been affected by many factors, but the level of its actual operating efficiency and the main affecting factors of CEFT have been difficult to find, which has severely limited its sustainable development. Therefore, this paper scientifically selected the operation efficiency evaluation indicator system of CEFT and combined grey system theory, cross-efficiency method, and DEA to construct a new DEA evaluation model based on grey cross-efficiency, which can not only overcome the problem of ignoring the relative importance ratings of the evaluation indicator in the general DEA evaluation model and the traditional cross-efficiency DEA evaluation model but also more accurately evaluate the actual operation efficiency of CEFT. At the same time, based on the actual operating data of CEFT from 2011 to 2018 and the above new evaluation models, the CEFT’s operation efficiency was evaluated and tested by examples, showing that on the one hand, the grey cross-efficiency DEA evaluation model can more accurately evaluate the actual operation efficiency of CEFT than other traditional evaluation models; on the other hand, it is found that the “overseas cities,” “operating lines,” and “entry-exit nodes” are currently the main factors that limit the actual operation efficiency of CEFT and indicating improvement direction for the future efficient and sustainable development of CEFT.

Logistics plays a basic supporting role in the growth of national economy. However, tail gas, noise, and traffic congestion caused by logistics have a negative impact on the environment. An effective evaluation mechanism for sustainable development of urban logistics industry is necessary. Data envelopment analysis (DEA) is a common tool for efficiency evaluation. But, DEA has a limited effect on resource allocation in advance because it is ex-post evaluation. It requires input-output indications and the output is after-the-fact data. This defect is particularly prominent in the evaluation of ecological logistics because pollution indicators belong to ex-post output data that threaten the human environment. First prediction and then evaluation is a possible idea. In addition, DEA efficiency ranking does not have a good discrimination due to its coarse granularity. To solve the issues, combining DEA with the Bayes method, we propose an efficiency evaluation model without after-the-fact data, where an efficiency level is predicted and an evaluation value is calculated according to different investment combinations. Then, it is applied to logistics industries of Jiangsu province in China. The results show that our DEA-Bayes method has good discrimination and is easy to operate; a city with geographical advantage and environmental awareness generally gets a higher efficiency score. So the method can help decision makers to allocate resources rationally and further promote the coordinated development of logistics industry.

Since investors have diverse risk motives for green investments, this paper uses data envelopment analysis (DEA) and simulation to accurately evaluate the efficiency of green portfolios from the perspective of investors’ subjective risks and accordingly provide suitable investment selection strategies. On the one hand, the paper integrates investors’ risk preferences with efficiency evaluation models under the framework of behavioral finance, and then constructs a green portfolio efficiency evaluation model based on cumulative prospect theory on the basis of defining green portfolio efficiency. On the other hand, by bringing realistic Chinese stock data into the evaluation model and solving it with the help of large number iteration and DEA, the trends of frontier movements and selection options of green portfolios under the influence of different risk preferences are obtained and analyzed. The empirical simulation reveals that: (1) if investors’ risk aversion at return rises, it will not only reduce the expected prospective value of the green portfolio, but also shift down and flatten the frontier of the green portfolio; indicating that investors will tend to reduce their risk-tolerant attitude and prefer a conservative strategy under the same value condition. (2) If investors increase their risk-seeking in the case of losses, this will raise the expected prospect value of the green portfolio and lead to an inward and steeper green portfolio frontier; suggesting that, given equal value, investors prefer to increase their risk-taking capacity and use aggressive strategies in the hope of turning the profit around. (3) The efficiency results of green portfolios are very sensitive to changes in investors’ risk preferences, suggesting that investors need to select and match green portfolios with their own risk appetite levels. The above findings enrich and expand the risk types and evaluation models in previous green investment studies from the perspective of investors’ subjective risk.

Abstract The rapid development of the economy and the change in transaction mode has promoted the development of logistics parks. How to evaluate and optimize the ecological efficiency of logistics park to achieve its sustainable development has been considered a challenge. Therefore, this paper puts forward an emergy based ecological efficiency evaluation and optimization method for Logistics Park. By constructing the ecological efficiency evaluation model of logistics park, it quantitatively evaluates the ecological efficiency and sustainable development of logistics park, and analyzes the correlation between various factors and ecological efficiency. The application results of H Logistics Park show that fuel oil, information technology, net profit, and waste gas are closely related to the ecological efficiency of logistics park, and the correlation coefficients are 0.8248, − 0.6949, 0.8544 and 0.7661 respectively. On this basis, the paper puts forward some suggestions to improve the ecological efficiency of the logistics park. This paper provides theoretical and methodological support for the evaluation and optimization of the ecological efficiency of the logistics park.

Eliminating all forms of poverty in the world is the first United Nations Sustainable Development Goal (SDG). Developing a scientific and feasible method for monitoring and evaluating local poverty is important for the implementation of the SDG agenda. Based on the 2030 United Nations SDGs, in this paper, a quantitative evaluation model is built and applied to all poverty-stricken counties in Hunan Province. First, based on the SDG global index framework and local index system of China, a local SDG index system for poverty-related goals is designed, and the weights of the indexes are derived using an entropy method. The scores obtained for counties and districts with data available are then taken as the true value for the poverty assessment. Second, using National Polar-orbiting Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) nighttime light images and land use and digital elevation model data, six factors, including socioeconomic, land cover, terrain and traffic factors, are extracted. Third, we then construct multiple linear evaluation models of poverty targets defined by the SDGs and machine learning evaluation models, including regression trees, support vector machines, Gaussian process regressions and ensemble trees. Last, combined with statistical data of poverty-stricken counties in Hunan Province, model validation and accuracy evaluation are carried out. The results show that the R2 and relative error of the localized, multiple linear evaluation model, including all six factors, are 0.76 and 19.12%, respectively. The poverty-stricken counties in Hunan Province were spatially aggregated and distributed mainly in the southeastern and northwestern regions. The proposed method for regional poverty assessment based on multisource geographic data provides an effective poverty monitoring reference scheme for the implementation of the poverty eradication goals in the 2030 agenda.

This paper is based on framing civil architecture energy conservation efficiency evaluation system, and uses fuzzy synthetic evaluation methodology to frame civil architecture energy conservation efficiency fuzzy synthetic evaluation model, in order to make the result of evaluation more objective and reasonable.

Along with the development of the concept of sustainable development, people gradually realized the importance of natural ecosystems. Ecological safety is the basis of sustainable development. It is a necessary condition to build a harmonious and environment friendly society. A healthy ecosystem is the basic guarantee of the realization of human social and economic development. This paper analyzes the relationship between ecosystem health and ecological safety, and finds that there are many connections and differences between them.According to the comparison of indices in the same evaluation model, the differences are analyzed. The paper helps to avoid the confusion between this two terms, and aims to make the goal of environmental management clear.

Purpose of the study: This article reviews the comparative efficacy, theoretical and practical background of three program evaluation models (Stufflebeam’s CIPP model, Kirkpatrick’s model, and outcome-based evaluation models) and their implications in educational programs. The article discusses the strengths and limitations of the three evaluation models. Methodology: Peer-reviewed and scholarly journals were searched for articles related to program evaluation models and their importance. Keywords included program evaluation’, ‘assessment’, ‘CIPP model’, ‘evaluation of educational programs, ‘outcome-based model, and ‘planning’. Articles on Stufflebeam’s CIPP model, Kirkpatrick’s model, and outcome-based evaluation models were particularlyfocused because the review aimed at analysing these three models. The strengths and inadequacies of the three models were weighed and presented. Main Findings: The three models –outcome-based evaluation model, the Kirkpatric model, and the CIPP evaluation model –discussed in this review, have some strengths and weaknesses. Among the compared models, the CIPP model seems more appropriate for its implantation in evaluating educational programs because it is broader, comprehensive, flexible, cost-effective, and feasible. Applications of this study: Like other programs and projects, evaluation of educational programs is necessary to achieve high standards, better outcomes, and meet the objectives. Evaluation is employed before designing a particular educational program or during the already designed program. This review concludes that among different evaluation models, the CIPP evaluation model is more appropriate in evaluating educational programs because it is more comprehensive, efficient, and feasible.Employment of the CIPP model for evaluating educational programs can achieve plausible results about the overall progress of the educational programs. Novelty/Originality of this study: This review highlights the importance of different program evaluation models. It concludes that the CIPP evaluation model offers an excellent mechanism to evaluate educational programs at different stages.

Актуальность повышения эффективности организации и проведения ремонтно-восстановительных работ воздушных линий электропередачи при грозовых воздействиях связана с необходимостью повышения бесперебойности эксплуатации электротехнического комплекса отходящих линий. Для этого требуется решение задачи повышения эффективности технического обслуживания электротехнического комплекса отходящих линий путём внедрения средств диагностирования повреждений его элементов (переходом на обслуживание по техническому состоянию объекта). Критерием эффективности технического обслуживания может являться величина коэффициента готовности электротехнического комплекса. Получены временные зависимости коэффициента готовности и вероятностей нахождения электротехнического комплекса отходящих линий в каждом из рассмотренных состояний,что позволит принимать решения о технических мероприятиях, направленных на предотвращение материальных потерь в процессе эксплуатации воздушных линий электропередачи и потребителей электрической энергии, в том числе решения, связанные с мониторингом динамики риска, модернизацией электрооборудования, применением средств защиты от перенапряжений. Показано, что переход на обслуживание по техническому состоянию электротехнического комплекса отходящих линий с применением средств диагностирования повреждений позволит увеличить на 11.7% коэффициент готовности, вследствие повышения эффективности технического обслуживания.
