Logistics plays a basic supporting role in the growth of national economy. However, tail gas, noise, and traffic congestion caused by logistics have a negative impact on the environment. An effective evaluation mechanism for sustainable development of urban logistics industry is necessary. Data envelopment analysis (DEA) is a common tool for efficiency evaluation. But, DEA has a limited effect on resource allocation in advance because it is ex-post evaluation. It requires input-output indications and the output is after-the-fact data. This defect is particularly prominent in the evaluation of ecological logistics because pollution indicators belong to ex-post output data that threaten the human environment. First prediction and then evaluation is a possible idea. In addition, DEA efficiency ranking does not have a good discrimination due to its coarse granularity. To solve the issues, combining DEA with the Bayes method, we propose an efficiency evaluation model without after-the-fact data, where an efficiency level is predicted and an evaluation value is calculated according to different investment combinations. Then, it is applied to logistics industries of Jiangsu province in China. The results show that our DEA-Bayes method has good discrimination and is easy to operate; a city with geographical advantage and environmental awareness generally gets a higher efficiency score. So the method can help decision makers to allocate resources rationally and further promote the coordinated development of logistics industry.

Abstract The rapid development of the economy and the change in transaction mode has promoted the development of logistics parks. How to evaluate and optimize the ecological efficiency of logistics park to achieve its sustainable development has been considered a challenge. Therefore, this paper puts forward an emergy based ecological efficiency evaluation and optimization method for Logistics Park. By constructing the ecological efficiency evaluation model of logistics park, it quantitatively evaluates the ecological efficiency and sustainable development of logistics park, and analyzes the correlation between various factors and ecological efficiency. The application results of H Logistics Park show that fuel oil, information technology, net profit, and waste gas are closely related to the ecological efficiency of logistics park, and the correlation coefficients are 0.8248, − 0.6949, 0.8544 and 0.7661 respectively. On this basis, the paper puts forward some suggestions to improve the ecological efficiency of the logistics park. This paper provides theoretical and methodological support for the evaluation and optimization of the ecological efficiency of the logistics park.

The China-Europe Freight Train (CEFT) serves as an important carrier and platform for international economic cooperation and international trade circulation between China and Europe. Since it worked, its actual operation and development have been affected by many factors, but the level of its actual operating efficiency and the main affecting factors of CEFT have been difficult to find, which has severely limited its sustainable development. Therefore, this paper scientifically selected the operation efficiency evaluation indicator system of CEFT and combined grey system theory, cross-efficiency method, and DEA to construct a new DEA evaluation model based on grey cross-efficiency, which can not only overcome the problem of ignoring the relative importance ratings of the evaluation indicator in the general DEA evaluation model and the traditional cross-efficiency DEA evaluation model but also more accurately evaluate the actual operation efficiency of CEFT. At the same time, based on the actual operating data of CEFT from 2011 to 2018 and the above new evaluation models, the CEFT’s operation efficiency was evaluated and tested by examples, showing that on the one hand, the grey cross-efficiency DEA evaluation model can more accurately evaluate the actual operation efficiency of CEFT than other traditional evaluation models; on the other hand, it is found that the “overseas cities,” “operating lines,” and “entry-exit nodes” are currently the main factors that limit the actual operation efficiency of CEFT and indicating improvement direction for the future efficient and sustainable development of CEFT.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

Stimulated by the dramatical service demand in the logistics industry, logistics trucks employed in last-mile parcel delivery bring critical public concerns, such as heavy cost burden, traffic congestion and air pollution. Unmanned Aerial Vehicles (UAVs) are a promising alternative tool in last-mile delivery, which is however limited by insufficient flight range and load capacity. This paper presents an innovative energy-limited logistics UAV schedule approach using crowdsourced buses. Specifically, when one UAV delivers a parcel, it first lands on a crowdsourced social bus to parcel destination, gets recharged by the wireless recharger deployed on the bus, and then flies from the bus to the parcel destination. This novel approach not only increases the delivery range and load capacity of battery-limited UAVs, but is also much more cost-effective and environment-friendly than traditional methods. New challenges therefore emerge as the buses with spatiotemporal mobility become the bottleneck during delivery. By landing on buses, an Energy-Neutral Flight Principle and a delivery scheduling algorithm are proposed for the UAVs. Using the Energy-Neutral Flight Principle, each UAV can plan a flying path without depleting energy given buses with uncertain velocities. Besides, the delivery scheduling algorithm optimizes the delivery time and number of delivered parcels given warehouse location, logistics UAVs, parcel locations and buses. Comprehensive evaluations using a large-scale bus dataset demonstrate the superiority of the innovative logistics UAV schedule approach.

The Covid-19 induced economic crisis has significantly affected almost all businesses from nearly every sector, causing severe financial problems, lack of cash assets, and decrease of revenues. In this context, the economic entities were forced to look for adjustment and rescue solutions of their activities. One possible solution for the recovery and reorganization of economic entities’ activities is demerger. This paper evaluates the impact of demerger upon the sustainable development of economic entities in terms of economic efficiency and financial performances. To achieve this goal, a statistical analysis of profitability ratios before and after the demerger, as well as a structural analysis of 268 demerger projects for the April 2012–April 2021 period, were performed. The results attest there are no significant differences between the ex-ante and ex-post financial performances. However, demerger seems to have a positive effect upon analyzed companies helping them to overcome economic hardships, rethink their business strategies, and continue their activity in the medium and long-term time horizon.

Abstract We measure the impact introducing a of 10% co-payment component on hospitalisation costs for Palestine refugees from Lebanon in public and private hospitals. This ex-post analysis provides a detailed insight on the direction and magnitude of the policy impact in terms of demand and supply for healthcare. The data was collected by the United Nations Relief and Works Agency for Palestine Refugees in the Near East and include episode level information from all public, private and Red Crescent Hospitals in Lebanon, between April 2016 and October 2017. This is a complete population episode level dataset with information from before and after the policy change. We use multinomial logit, negative binomial and linear models to estimate the policy impact on demand by type of hospital, average length of stay and treatment costs for the patient and the provider. After the new policy was implemented patients were 18% more likely to choose a (free-of-charge) PRCS hospital for secondary care, instead of a Private or Public hospital, where the co-payment was introduced. This impact was stronger for episodes with longer stays, which are also the more severe and more expensive cases. Average length of stay decreased in general for all hospitals and we could not find a statistically significant impact on costs for the provider nor the patient. We find evidence that the introduction of co-payments is hospital costs led to a shift in demand, but it is not clear to what extent the hospitals receiving this demand shift were prepared for having more patients than before, also because these are typically of less quality then the others. Regarding costs, there is no evidence that the provider managed to contain costs with the new policy, as the demand adapted to the changes. Our findings provide important information on hospitalisation expenses and the consequences of a policy change from a lessons learned perspective that should be taken into account for future policy decision making. Key messages We show that in a context of poverty, the introduction of payment for specific hospital types can be efficient for shifting demand, but has doubtable impact on costs containment for the provider. The co-payment policy can have a negative impact on patients' health since after its implementation demand increased at free-of-charge hospitals, which typically have less resources to treat patients.

Civil architecture energy conservation efficiency evaluation is a kind of multi-factors, multi-hierarchies and multi-criteria synthetic evaluation. Perfect civil architecture energy conservation efficiency evaluation indicators system and reasonably effective synthetic evaluation methodology are keys to do energy conservation efficiency synthetic evaluation. This paper is based on framing civil architecture energy conservation efficiency evaluation system, and uses fuzzy synthetic evaluation methodology to frame civil architecture energy conservation efficiency fuzzy synthetic evaluation model, in order to make the result of evaluation more objective and reasonable.
