Considering time lag and accumulation of inputs and outputs, this paper adopts the superefficiency data envelopment analysis (DEA) model to study the technological innovation efficiency of high patent-intensive industries using panel data from 2007 to 2017. Given the characteristics and the actual circumstances of the industries, the innovation process is divided into two stages, and an input-output indicator system is established. The results show that the overall innovation efficiency level of high patent-intensive industries in China is increasing. However, the R&D achievements in technology are not quickly applied or sufficiently transformed.

Accurate measurement of regional efficiency is a prerequisite for effective management. Prior studies have expanded on the overall "black box" evaluation with two stages of research and development (R&D) and commercialization, opening up the internal structure of the regional innovation process, but ignoring the independent innovation activities of universities, research institutes, and firms in the R&D stage. We construct a mixed structure with two stages, three actors, and four subsystems, and conduct an empirical analysis of China's provincial samples from 2017 to 2019 by using the network data envelopment analysis (DEA) model. Results show that the efficiency of the R&D stage at the provincial level is generally higher than that of the commercialization stage. However, the three subsystems of the R&D stage perform poorly. Spearman’s rank correlation coefficient suggests that there is a significantly positive correlation between total regional efficiency and commercialization. In addition, we use the k-means method to divide 27 provinces into three clusters, setting a more appropriate improvement benchmark for inefficient provinces. Based on enlightenment of regional tobacco industry, we put forward some proposals for specific stage and specific subsystem.

This study explores the effect of coopetition on research and development (R&D) productivity in two stages of the innovation process: (1) value creation to develop new technology and (2) value appropriation to generate profits. Using a sample from the 2010 and 2014 Korea Innovation Survey, we applied the propensity score matching methodology to control selective bias and the two-stage network data envelopment analysis methodology to measure R&D productivity. Our findings indicate that firms who cooperate with competitors in the value creation stage have relatively higher R&D productivity than those who do not. In contrast, firms that pursue the coopetition strategy showed relatively low R&D productivity in the value appropriation stage. Overall, this study provides a better understanding of coopetition by demonstrating its various benefits, costs, and risks.

Abstract This study aims to measure the budget efficiency at the BPK (Badan Pemeriksa Keuangan) in 2014 - 2017 using DEA (Data Envelopment Analysis). The variable used as the output variable is output produced by the work unit, and as an input variable is the budget realization, specified in the account level of employee expenditure, goods expense expenditure, service expenditure, maintenance expenditure, travel expenditure, output activities honorarium expenditure, other non-operational goods and capital expenditure. This study was conducted in two stages, the first stage is calculating the budget efficiency of the BPK Representative work unit in 33 Provinces. The second stage is to determine the effect of independent variables on budget efficiency. The results shows that the average efficiency score of 33 BPK Representative work unit has always increased from 2014 - 2017, from 0.57 in 2014, 0.79 in 2015, 0.92 in 2016 and 0,95 in 2017. While the results of panel data regression showed that the SBKK (Standar Biaya Keluaran Khusus) and Revision variables had a positive and significant effect on budget efficiency, while the Number of Employees variable did not affect budget efficiency.   Keywords: DEA, budget efficiency, SBKK   Abstrak Penelitian ini bertujuan untuk mengukur tingkat efisiensi anggaran pada BPK (Badan Pemeriksa Anggaran) pada tahun 2014 - 2017 dengan menggunakan DEA (Data Envelopment Analysis). Variabel yang digunakan sebagai variabel output adalah capaian output/keluaran yang dihasilkan satuan kerja, dan sebagai variabel input adalah realisasi anggaran yang dirinci pada level akun belanja pegawai, belanja beban barang, belanja jasa, belanja pemeliharaan, belanja perjalanan, belanja honor output kegiatan, belanja barang non operasional lainnya dan belanja modal. Penelitian ini dilakukan dalam dua tahap, yaitu pada tahap pertama menghitung nilai efisiensi anggaran satuan kerja BPK Perwakilan pada 33 Provinsi. Tahap kedua dalam penelitian ini adalah melihat pengaruh variabel independen terhadap efisiensi anggaran. Dari hasil pengolahan data menggunakan DEA menunjukkan bahwa rata-rata nilai efisiensi 33 satker BPK Perwakilan selalu mengalami peningkatan dari tahun 2014 – 2017, dari sebesar 0,57 di tahun 2014, 0,79 di tahun 2015, 0,92 di tahun 2016 dan 0,95 di tahun 2017. Sedangkan hasil analisis regresi panel data, menunjukkan bahwa variabel SBKK (Standar Biaya Keluaran Khusus) dan Revisi berpengaruh positif dan signifikan terhadap efisiensi anggaran, sedangkan untuk variabel Jumlah Pegawai tidak berpengaruh terhadap efisiensi anggaran.   Kata Kunci: DEA, efisiensi anggaran, SBKK

It is vital to promote and optimize the technological innovation efficiency of new energy vehicle (NEV) enterprises for the green transformation of China’s automobile industry. However, China’s NEV enterprises still have problems such as insufficient research of technology and unreasonable innovative resource allocation. To improve the technological innovation efficiency of China’s NEV enterprises, the NEVs’ technological innovation process is divided into two stages: the research and development (R&D) stage and the achievement transformation stage in this research. Combining Tobit regression with data envelopment analysis (DEA), an evaluation framework of technological innovation efficiency of the NEV enterprises is constructed. Then, the innovation efficiency of 23 NEV listed enterprises from 2013 to 2018 is analyzed. The result reveals three findings. First, the overall technological innovation efficiency of NEV enterprises is low. Second, enterprises’ R&D efficiency is generally higher than the achievement transformation efficiency. Third, according to two-stage efficiency, 23 NEV enterprises are divided into four categories. For different types of enterprises, targeted guidance to improve innovation efficiency is proposed. This research provides a theoretical and practical basis for improving the innovation efficiency of NEV enterprises.

Regional R&D input-output efficiency is a measure of the effectiveness of regional investment in science and technology activities. This paper selects four indicators to make evaluation of the input-output efficiency of R&D activities and analysis of differences between regions by using data envelopment analysis (DEA method).

This article takes the macro-environmental sports industry as the research object. Firstly, based on the development and characteristics of the sports industry, the article uses the principle of data envelopment analysis to analyze its input and output efficiency and finds out its current problems. In addition, the SWOT analysis method is used to conduct a comprehensive analysis of the external and internal environment influencing the efficiency of the sports industry and propose corresponding development countermeasures. Through the comparison of efficiency evaluation methods, the data envelopment analysis method is proposed to evaluate SWOT efficiency. Secondly, on the basis of pointing out the guiding ideology and basic principles of the evaluation system, four input indicators and four output indicators are specifically selected to form the SWOT input-output indicator system. Thirdly, we introduce the PEST model, focusing on its extended BCC model and use it to make empirical analysis of the SWOT efficiency of regions and provinces. The analysis results show that the efficiency of regional SWOT is not optimal and that there are problems such as input redundancy and insufficient output. Through further analysis, it is concluded that the main reason for the inefficiency of regional SWOT is the unreasonable SWOT input structure and insufficient output value of high-tech industries. We use the analytical framework of this method to clarify the current macro-competitive environment of the sports industry, and use the constructed index system to determine whether the sports industry environment in a region is good or bad. In the selection of indicators, we must carefully analyze their connotations, so that the evaluation index system can accurately evaluate the region’s sports industry environment.

The paper aims at exploring the relationship between bad debt and cost efficiency in Vietnamese commercial banks in the years 2007 – 2013. The research includes two stages: (i) Measuring the cost efficiency of banks by non-parameter Data Envelopment Analysis (DEA) method suggested by Coelli (2005); and (ii) Applying the Tobit model to identify two-way effects of bad debt and bank cost efficiency. The results show that the cost efficiency in Vietnamese commercial banks is 52.6% and there exists a direct relationship between bad debt and cost efficiency.
