5G networks will make network sharing agreements between mobile operators technically possible. However, depending on the agreed and implemented quality-of-service isolation, the provision of services may lead to unsustainable business cases. In this paper, the economic feasibility of such arrangements is analyzed for the case of two operators. Concretely, while one network operator owns the spectrum, one virtual operator does not, and each one provides service to its subscriber base. Two sharing alternatives, namely, pooling and priority sharing, are studied regarding the profits that each operator gets. We conclude that the network operator is worse off under any circumstances under a pooling agreement, while a lump sum payment may leave the network operator better off under a priority sharing agreement.

This paper analyzes the economic feasibility of a business model for multi-Mobile Network Operators (MNOs) and Mobile Virtual Network Operators (MVNOs), which is an envisioned scenario in mobile telecommunications markets supported by 5G networks. A business model for the provision of service to end-users through an MVNO using the infrastructure support of two MNOs is proposed. We analyze the proposal though a model that captures both system and economic features. As regards the systems features, an MVNO provides service to final users using the infrastructure support of two MNOs. The agreement between MVNO and MNOs is such that the MVNO will split the network traffic between the two MNOs and will pay to each MNO for the traffic served through its infrastructure. As regards the economic features, the incentives are modelled through the user utilities and the operators’ profits; and game theory is used to model the strategic interaction between the users’ subscription decision and the MNO network capacities decision. We conclude that such a model is feasible from an economic point of view for all the actors.

The purpose of the article is to consider the competence capabilities of MFC specialists that require structuring in a professional standard, aimed at increasing satisfaction with the implemented policy of providing public services to the population. The article focuses on the results of a survey of MFC employees, aimed at determining the factors that, according to respondents, form the professional standard of a specialist in a multifunctional center. The authors believe that structuring of a professional standard can act as an innovative mechanism for shaping public opinion in politics. Public opinion, aimed at assessing the quality of interaction with the authorities and the provision of services to the population, can not only reflect the massive satisfaction of the needs of the population, but also take into account the point of view of the current employees of multifunctional centers. Using the self-assessment methodology in the context of an “inside look”, MFC specialists objectively assess their own competence capabilities; identify professional problems, gaps, weaknesses, which should be addressed by additional professional education. In the first part of the article, the authors analyze various mechanisms for shaping public opinion that are often used in modern political science. The second part of the article presents the results of a survey of current MFC employees. Based on the analysis of the survey results, the criteria for the professional standard of an MFC specialist were formed, which include: 1) awareness, that is, understanding the need to implement a professional standard; 2) the range of the most significant competencies of an MFC specialist; 3) a system of individual and personal qualities that form the professional efficiency of employees.

Artificial intelligence is employed for solving complex scientific, technical, and practical problems. Such artificial intelligence techniques as neural networks, fuzzy systems, and genetic and evolutionary algorithms are widely used for communication systems management, optimization, and prediction. Artificial intelligence approach provides optimized results in a challenging task of call admission control, handover, routing, and traffic prediction in cellular networks. 5G mobile communications are designed as heterogeneous networks, whose important requirement is accommodating great numbers of users and the quality of service satisfaction. Call admission control plays a significant role in providing the desired quality of service. An effective call admission control algorithm is needed for optimizing the cellular network system. Many call admission control schemes have been proposed. The paper proposes a methodology for developing a genetic neurofuzzy controller for call admission in 5G networks. Performance of the proposed admission control is evaluated through computer simulation.

The paper compares the EU Postal Directives (97/67/EZ and 2002/39/EZ) in a consolidated text and the respective parts of the Croatian legislative frame with the aim of harmonising the national postal system with EU. Both regulatory frames are presented, as well as objectives and scopes, types of postal services (particularly the universal ones), reserved area, necessary conditions governing the provision of services, tariff principles, insurance of market competition through transparency of financing and separation of the accounting system, desired quality of universal services, harmonisation of technical standards and obligations of national regulatory authorities. By presenting individual chapters of the Post Directives, some specific solutions of the Croatian regulatory framework have been indicated and uncertainties which result from the comparison analysis of the European Postal Directives and the Croatian legislation as well as the influence of these documents on the postal traffic technology. The article presents the results of approbation of the methodology for assessing the quality of public service by urban passenger transport of municipal routes, which are assigned to commercial enterprises under the new management model, regarding the city ofMoscow. The model provides for provision of services of regular transportation of passengers and baggage on the basis of public contracts with city administration. According to the results of a previously performed hierarchical cluster analysis, where the Euclidean distance with a single rule for cluster unification was used as a measure of proximity using the Ward method, ten routes were selected for assessment. Key parameters for assessment the quality of provided services comprised accessibility of stopping points, of social facilities, of transport facilities for people with disabilities, information facilities, price affordability, comfort, optimal passenger capacities of vehicle, and ecological friendliness. Conclusions have been drawn that the level of quality of transport services for passengers inMoscowis high.

The currently widely used 4G cellular networks face many challenges. The growing demand for high-resolution mobile multimedia applications is bringing these networks to their practical limits. 5G networks, the next generation of wireless communications, are standardized to ease the burden on current infrastructure by offering significantly higher data rates through increased channel bandwidth. Given the lack of accessible frequencies traditionally used for mobile communications, millimeter bandwidths (mmWave) are quite a challenging alternative. This technology is a cornerstone of upcoming 5G networks, allowing faster data speeds and much higher bandwidth than ever before, but not every 5G network will necessarily use this frequency band, at least not all the time. As with any new technology, there are unavoidable problems that need to be overcome. The purpose of the research and analysis in this article is to systematize issues and solutions related to the potential problems of spectrum sharing in mmWave frequency range, its suitability for long-distance communications, indoors, in bad weather conditions, as well as biological aspects, and relevant conclusions have been done to meet these challenges.

The aim of the review is to provide an analysis and generalization of the main directions of research in the sphere of pharmaceutical services, and their characteristics associated with the determination of their main development trends.Materials and methods. For the analysis, the information store on the basis of scientific publications by Russian and foreign scientists, devoted to research in the field of pharmaceutical services (PSs), has been used. The search for publications was carried out in the open and accessible sources of the latest twenty years (the retrospective period of 2001-2021), located in scientific and technical libraries of institutions, as well as in electronic databases: Elibrary, Medline / PubMed, Cochrane Library, Scopus, Cyberleninka, Google-academy, J-stage. When forming the information array, the search for publications was carried out according to the following requests: pharmaceutical services (pharmaceutical care services), the provision of pharmaceutical services, the quality of pharmaceutical services. For the conceptualization of the study, 87 scientific publications obtained as a result of information retrieval, have been used.Results. In the course of the study, a logical and structural analysis of the main directions in which research in the field of providing PSs in our country is developing, has been carried out. The main trends in the study of the providing services’ activity in the sphere of drug circulation, are characterized. A comprehensive analysis of the category of "pharmaceutical service" has been carried out. The terminological content of this concept, the groups of features characterizing the economic and social essence of educational institutions have been generalized, and the most characteristic features that make up the structure and content of educational institutions, have been identified. The existing approaches to the development of the nomenclature and types of PSs have been analyzed and the systematization of pharmaceutical works and services using the process approach, have been proposed by the authors.Conclusion. The conducted study indicates the presence of several directions in the development of research in the field of providing PSs, aimed at improving the quality of services for the population in pharmaceutical organizations. However, the most important role in the research is assigned to the study and assessment of the quality of educational institutions, the development of approaches to its optimization. As evidenced by the results of the analysis and generalization, the most successful activity in the provision of services in the field of drug circulation requires the implementation of a process approach and the implementation of Quality Management Systems (QMSs).
