The gray system theory was introduced in the design of toughened vacuum glass, and an evaluation mathematical model based on improved gray correlation was established. According to the service performance index of tempered vacuum glass, determine the index system of product evaluation. Based on the improved gray absolute correlation method, the module vacuum glass was analyzed and calculated. The weight of each evaluation index is obtained according to the deviation matrix, and the relevance of the sample data line to the reference data line is elaborated from the perspective of proximity and thus combined with the weight of each evaluation index to get the comprehensive gray correlation. The results of the trial design scheme are designed to prove its effectiveness in vacuum glass product quality evaluation and feasibility.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

Many evaluation factors are involved in dam risk consequences comprehensive evaluation, which exist plenty of uncertainty and correlation between each other. Combined the five methods, such as linear weighted sum method, fuzzy mathematics method, matter element method, gray correlation method and principal component method with dam risk consequences comprehensive evaluation, establishing five dam risk comprehensive evaluation models, applying to the level evaluation of Changlong Reservoir, Xialan Reservoir, Shibikeng Reservoir, Longshan Reservoir, Lingtan Reservoir successfully.

Finland is the first country that formulates the design policy, and these successful experience and lessons are deserved to be focused and studied. This paper has a research on the Finnish policy index with the factor analysis approach and Delphi Method, and sorts out the opinions of policy planners, building the index system of design policy which is used to evaluate the effectiveness and result of Finnish design policy, and then studies the exterior policy environment where design innovation drives the development of country, and provides important reference for the system summary, the effectiveness, problem and tendency of the Finnish design policy.

Based on four categories of indexes including intensity indexes, system indexes, supporting indexes and characteristic indexes, this paper combines with actual characteristics of Chinese ports, discusses about and builds a green and low-carbon port evaluation index system, and puts forward a set of simple and practical evaluation methods and standards. With case study of Guangzhou Port, this paper also conducts empirical evaluation of current development level in 2013 and planning level in 2020 respectively, and verifies scientific validity of the index system.

The chemical industry is the focus of circular economy construction, and the construction of evaluation index system of circular economy is an important work. In this paper, a circular economy evaluation index system that may be used for quantized evaluation for the chemical industry is established based on the previous research results, where the weight value of the index system is obtained by the AHP method. The rationality of the evaluation index system is verified through the case studies.

Scientific and practical crane evaluation index system is expected to obtain by screening of indices in this paper. The initial comprehensive evaluation indices are selected by stratification. Then the quantitative indices are screened by entropy method and Pearson correlation coefficient method, and the qualitative indices are screened by Delphi method and Spearman correlation coefficient method. The little effect indices on the evaluation result are deleted and the redundant information between the indices are got rid of. The index system simplified is comprehensiveness and representative, which is convenient to compare and evaluate cranes.

On the basis of theoretical study and empirical investigation, taking the features of emergency logistic plans into comprehensive consideration and combining general plan evaluation index system, the evaluation index of the emergency logistic plan can be defined as time effectiveness, costs, security, feasibility and rationality. Since information about the criteria of the emergency logistics plan is incomplete, the method of multi-criteria decision making, based on the similarity of intuitionistic language with subjective and objective preference taking into consideration, is adopted to select and evaluate the emergency logistic plan. Through empirical investigation, the index system and evaluation methods are verified for their effectiveness and practicality.

Blasting flying stone is one of the six hazards in rock and soil blasting construction. In order to determine the risk level of blasting flying stone, 3 first-grade indexes such as blasting design and construction are selected, and 11 second-grade indexes such as warning range are not set, so as to establish the blasting flying stone safety evaluation model of AHP-GRA. The analytic hierarchy process (AHP) was used to calculate the weight of the evaluation index. The grey correlation method was used to determine the correlation degree between the blasting flying stone and the safety level of an airport. The risk level of an airport was calculated based on the weight of the evaluation index, and the engineering verification was carried out. The results show that there is no warning signal, no notice before detonation and the warning range is too small, which are the main factors of the flying stone accident. The model presented in this paper is used to evaluate the blasting flying stones in an airport, and the evaluation results are basically consistent with the reality. It can be seen that the evaluation model can scientifically and reasonably evaluate the risk level of blasting flying stones, which has important practical significance.
