Strong support for the biofuels program in the USA is expected to influence dedicated biomass crops production. Their production is expected to compete for resources with traditional crops and in turn influence commodity prices, economic surplus, and trade balance. Implications of dedicated biomass crop as bioenergy feedstock, alternative energy policies, and government initiatives on agricultural producers and consumers are evaluated using a national quantitative model, AGSIM. Economic impacts include effect on cropping patterns, crop prices, fertilizer prices, consumer and producer surplus, and trade balance. Economic analyses based on alternative assumptions related to marginal lands currently in conservation use returning to crop production as well as biomass crop yields are conducted. Results indicate that present biofuel policies are associated with large costs to consumers in terms of increased commodity prices and negative trade balance. Increase in net farm income is offset by decrease in consumer surplus. The results represent a robust set of economic impacts, which suggests policy makers to consider the unexpected economic consequences of bioenergy policy and warrants consideration of multiple alternative energy sources to achieve a sustainable energy goal.

As the impacts of trade liberalization and globalization continue to unfold, many agricultural producers are finding it extremely difficult to sustain their current levels of profits, let alone increase profit margins. Caught in a price-cost squeeze situation, with declining or stagnating prices concomitant with rising input costs, agricultural producers are looking for alternatives to replace or supplement traditional farm operations, hoping to reverse the steady erosion in net farm income. Agricultural product prices and policies influence the development of crop yields under climate change through farm level management decisions. On this basis, five main scenarios were specified for agricultural commodity prices and crop yields. An economic agricultural sector model was used in order to assess the impacts of the scenarios on production, land use and farm income in Finland. The results suggest that falling crop yields, if realized due to low prices and restrictive policies, will result in decreasing crop and livestock production and increasing nutrient surplus. Slowly increasing crop yields could stabilise production and increase farm income. Significantly higher crop prices and yields are required, however, for any marked increase in production in Finland. Cereals production would increase relatively more than livestock production, if there were high prices for agricultural products. This is explained by abundant land resources, a high opportunity cost of labour and policies maintaining current dairy and beef production.

Native American reservations are among the most economically disadvantaged regions in the United States; lacking access to economic and educational opportunities that are exacerbated by “energy insecurity” due to insufficient connectivity to the electric grid and power outages. Local renewable energy sources such as wind, solar, and biomass offer energy alternatives but their implementation encounters barriers such as lack of financing, infrastructure, and expertise, as well as divergent attitudes among tribal leaders. Biomass, in particular, could be a source of stable base-load power that is abundant and scalable in many rural communities. This case study examines the feasibility of a biomass energy plant on the Cocopah reservation in southwestern Arizona. It considers feedstock availability, cost and energy content, technology options, nameplate capacity, discount and interest rates, construction, operation and maintenance (O&M) costs, and alternative investment options. This study finds that at current electricity prices and based on typical costs for fuel, O&M over 30 years, none of the tested scenarios is presently cost-effective on a net present value (NPV) basis when compared with an alternative investment yielding annual returns of 3% or higher. The technology most likely to be economically viable and suitable for remote, rural contexts—a combustion stoker—resulted in a levelized costs of energy (LCOE) ranging from US$0.056 to 0.147/kWh. The most favorable scenario is a combustion stoker with an estimated NPV of US$4,791,243. The NPV of the corresponding alternative investment is US$7,123,380. However, if the tribes were able to secure a zero-interest loan to finance the plant’s installation cost, the project would be on par with the alternative investment. Even if this were the case, the scenario still relies on some of the most optimistic assumptions for the biomass-to-power plant and excludes abatement costs for air emissions. The study thus concludes that at present small-scale, biomass-to-energy projects require a mix of favorable market and local conditions as well as appropriate policy support to make biomass energy projects a cost-competitive source of stable, alternative energy for remote rural tribal communities that can provide greater tribal sovereignty and economic opportunities.

AbstractThis paper introduces and briefly discusses the economics of two important trade and environment policy issues--international harmonization of environmental standards and the use of trade measures for environmental purposes. Both issues are likely to generate lively international debate among environmentalists, industry representatives, and trade negotiators over the next few years. As the international community seeks new multilateral rules in these areas, agricultural producers will want to know how they will be affected. Thus, this paper also examines the potential impacts of environmental policy on the competitiveness of commodities unique to the Southern region of the United States.

AbstractThe trade dispute between China and the United States (US) since 2018 and the global COVID-19 pandemic since 2020 has significantly impacted China’s economic development. As China’s energy sources heavily depend on imports, its economic viability is becoming more and more risky. This study proposes a novel conceptual framework, involving macroeconomic, industrial and geopolitical factors, to evaluate China’s energy security as a major player in the trade dispute. This study also provides a comprehensive strategy for policymakers to make better decisions on reforming renewable energy patterns to guarantee energy security and achieve geopolitical advantages. The PESTEL (political, economic, social, technical, environmental and legislative) and SWOT (strengths, weaknesses, opportunities and threats) analytical methods are applied to evaluate the factors and attributes of China’s energy development and energy security in the current background. The China-US bipartite game reciprocity model and the QSPM (Quantitative Strategic Planning Matrix) analysis are conducted to assess which energy security strategy and policy are more suitable to deal with China-US trade dispute. To enhance energy security, China should diversify its energy supply chain, develop new sources of energy supply, advance the shale gas technology, popularise cleaner power-generation plants, increase nuclear-energy safety, introduce energy-conservation measures, promote alternative-energy vehicles, engage in international energy diplomacy, and rebuild international energy transaction and settlement systems.

Abstract Does exposure to cyber terrorism prompt calls for retaliatory military strikes? By what psychological mechanism does it do so? Through a series of controlled, randomized experiments, this study exposed respondents (n = 2,028) to television news reports depicting cyber and conventional terror attacks against critical infrastructures in the United States, United Kingdom and Israel. The findings indicate that only lethal cyber terrorism triggers strong support for retaliation. Findings also confirm that anger bridges exposure to cyber terrorism and retaliation, rather than psychological mechanisms such as threat perception or anxiety as other studies propose. These findings extend to the cyber realm a recent trend that views anger as a primary mechanism linking exposure to terrorism with militant preferences. With cyber terrorism a mounting international concern, this study demonstrates how exposure to this threat can generate strong public support for retaliatory policies, depending on the lethality of the attack.

Many decisions made by farm producers are based on expectations. The process of formulating and incorporating these expectations into decision making is difficult when high variability occurs in product prices, crop yields, production costs, or other factors affecting net income. Farm producers may be influenced by a number of goals in selecting combinations of crops to produce and marketing outlets for the crops. Two goals generally held to be important to farm decision makers are maximization of net income and net income stability. Given the price, yield, and cost of production variability characteristics of a farm enterprise and these two goals of farm decision makers, a fundamental problem is to determine what combination of alternative marketing actions can best satisfy the two objectives. A systematic examination of the relationship between the level of net income and net income variability for combinations of marketing alternatives would aid farmers in deciding on marketing actions to attain these goals.

The growth of prices for traditional energy sources prompts Ukraine to seek new approaches to solving energy problems. Today, the country has intensified its work in this direction, in particular, legislative support is being developed and improved, and the investment climate for alternative energy projects is improving. In many countries of the world, it has long been understood how serious and necessary is the development of alternative energy. At present, in the face of various gas contradictions and unstable oil prices, the need for energy carriers is constantly increasing, which makes it necessary to seek the latest solutions to the energy problem. Many leading countries in the world are engaged in the search for alternative sources of energy, one of which is natural gas hydrates. This relatively new resource offers great opportunities both for economic growth and stability of states, and for the development of scientific institutions in this field. Flagships in the study and development of gas-hydrated deposits are the United States, China, Japan and Canada. Along with them should be noted the achievements of scientists in India, EU countries, Ukraine, Russia and Bulgaria.

Hirschi has repeatedly argued that the relationship between social learning variables and crime is a product of “self-selection” driven by low self-control (LSC). Akers’ has suggested that social learning mechanisms, such as affiliations with deviant individuals and acceptance of criminal definitions, can mediate the effects of LSC on crime. Interestingly, there has been little comparative work done to explore this mediation hypothesis in the realm of substance use for offender populations outside of the United States. This study helps fill these gaps in the literature by exploring the potential mediation effects of social learning variables on the relationship between LSC and inhalant use among a sample of 739 male offenders in South Korea. Our results provide strong support for the mediation hypothesis that LSC indirectly influences self-reported inhalant use through social learning mechanisms.
