For road pavement maintenance and repairs prioritization, a multiattribute approach that compares fuzzy Analytical Hierarchy Process (AHP) and fuzzy Technique for Order Preference by Ideal Situation (TOPSIS) is evaluated. The pavement distress data was collected through empirical condition surveys and rating by pavement experts. In comparison to the crisp AHP, the fuzzy AHP and fuzzy TOPSIS pairwise comparison techniques are considered to be more suitable for the subjective analysis of the pavement conditions for automated maintenance prioritization. From the case study results, four pavement maintenance objectives were determined as road safety, pavement surface preservation, road operational status and standards, and road aesthetics, with corresponding depreciating significance weights ofW=0.37,0.31,0.22,0.10T. The top three maintenance functions were identified as Thin Hot Mix Asphalt (HMA) overlays, resurfacing and slurry seals, which were a result of pavement cracking, potholes, raveling, and patching, while the bottom three were cape seal, micro surfacing, and fog seal. The two methods gave nearly the same prioritization ranking. In general, the fuzzy AHP approach tended to overestimate the maintenance prioritization ranking as compared to the fuzzy TOPSIS.

In the past few years, reverse logistics practices have successfully managed to gain more attention in various industries and among supply chain researchers and experts. This is due to globalization, environmental concerns, and customer requirements, which have asserted industries’ concerns for reverse logistics management. In E-commerce, the process of reverse logistics originates with parcel refusal, undelivered goods, and exchanges. In developing countries like Pakistan, the adoption and implications of reverse logistics are still at their early stages. E-commerce companies give more attention to forward logistics and ignore logistics’ upstream flow in the supply chain. This study aims to identify, as well as list, the barriers and obtain the solutions to those identified barriers, and rank the barriers and their solutions so that logisticians and experts can solve them as per their priority. From the extensive literature review and experts’ opinions, we have found 14 barriers in implementing effective reverse logistics. Eight solutions to those barriers were also found from the literature review. This paper proposed the methodology based on fuzzy analytical hierarchy process (fuzzy-AHP), which used to get the weights of each barrier by using pairwise comparison, and fuzzy technique for order performance by similarity to ideal solution (fuzzy-TOPSIS) method, which was adopted for the final ranking of solutions to reverse logistics. The case of the Pakistan E-commerce industry is used in the proposed method.

The shipyard facility location selection (FLS) decision is a critical process that involves conflicting, qualitative, and quantitative criteria. Multi-Attribute Decision Making (MADM) methods are used as a powerful tool to overcome this complex problem. Today, using these methods in an integrated way, more accurate, efficient, and systematic results are obtained in solving complex issues such as FLS, which contains an uncertain structure. This paper proposes a framework for the weighting of criteria and ranking potential feasible locations (alternatives) using the combination of fuzzy analytical hierarchy process (AHP) and fuzzy technique for order performance by similarity to ideal solution (TOPSIS) methods. While fuzzy AHP determines the importance values of the criteria by pairwise comparisons, fuzzy TOPSIS prioritizes the alternatives using the relative weights obtained with Fuzzy AHP. The integration of these two techniques provides a robust approach considering the results obtained for the shipyard FLS decision. The applicability of the proposed method is expressed in Turkey by a case study of the shipyard FLS decision.

Purpose The purpose of this study is to develop a useful, effective and comprehensive approach to facilitate the evaluation of hotel websites. Design/methodology/approach The paper examines the literature evaluating e-commerce sites, particularly that is focused on hotel, tourism and travel. Moreover, 5 criteria and 19 sub-criteria are identified, and a two-step method is proposed for the assessment of hotel websites whereby the global weights of the proposed criteria are determined by the fuzzy analytic hierarchy process, and hotel websites are ranked through the fuzzy technique for order preference by similarity to ideal situation. Findings The results show that the leading criteria to effectively evaluate hotel websites are trust and information quality and that the most important sub-criteria are special discounts, assurance and reservation information. Practical implications This research offers practical advice to increase understanding of the determinants of an effective hotel website so that appropriate strategies can be developed to convert a website visitor into a customer. Originality/value The study aims to contribute to businesses operating in the tourism sector which seeks to increase the effectiveness of their websites by identifying criteria and proposing a methodology for hotel website evaluation.

The fuzzy analytic hierarchy process (AHP) and fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) are extremely beneficial when a decision-making process is complex. The reason is that AHP and TOPSIS can prioritize multiple-choice criteria into a hierarchy by assessing the relative importance of criteria and can thus generate an overall ranking of the alternatives. This study uses fuzzy AHP and fuzzy TOPSIS to evaluate the human resource in science and technology (HRST) performance of Southeast Asian countries. The fuzzy TOPSIS analysis indicates that Singapore, South Korea, and Taiwan have similarities in their desired levels of HRST performance. That is, these three countries have better HRST performances than other Southeast Asian countries.

Researchers work on facility location problems in different structures and solve them by developing different models over the years. In this study, we focus on the automated teller machine (ATM) site selection problem for a public bank in İstanbul. Twenty-five districts, which are located at the European side of İstanbul, are designated as ATM candidate districts. The balanced scorecard (BSC) model is modified to determine the criteria according to the literature review and experts’ judgments for this problem. Internal, Customer, and Financial perspectives of the traditional BSC model are used as the main criteria and an external perspective is considered as the fourth criterion for modified balanced scorecard. The experts’ criteria evaluations are gained and consolidated by the Modified Delphi Method. The criteria weights are determined by the Pythagorean Fuzzy-AHP method using the final pairwise comparison results obtained from the Modified Delphi Method. Subsequently, the Pythagorean Fuzzy TOPSIS method is applied to determine the best alternative site among alternatives to locate the ATM according to these criteria. Finally, the results are presented and discussed by sensitivity analysis.

In today's intense global competition, problems still exist under the umbrella of Just-in-Time application in the field of order management. The management of a firm usually faces difficulty in allocating stock to fulfil customer order, especially in the case of receiving a sudden change request from customers. In order to ease order allocation issues aroused by JIT, an intelligent system, namely, Intelligent Sales Order Handling System (ISOAS), is developed through the integration of fuzzy-AHP approach for decision making process in order allocation. This approach enables the selection of desired sales orders based on multiple criteria which may be quantitative or qualitative in nature, according to the judgment of scholars and domain experts. With ISOAS, customer orders are prioritized with respect to the values according to their performance under each decision making attributes. The degree of confidence of the decision judgements are quantified through the spread of fuzzy numbers with fuzzy pairwise comparison calculations. The approach can transform the fuzziness of human preference into the measurable number, enabling the operation of the AI-based system to assist humans in decision-making. An order allocation case study in a logistics department is demonstrated in this study. Results indicate an improved efficiency during the decision making process.

Addressing the multi-dimensional challenges to promote pavement sustainability requires the development of an optimization approach by simultaneously taking into account future pavement conditions for pavement maintenance with the capability to search and determine optimal pavement maintenance strategies. Thus, this research presents an integrated approach based on the Markov chain and Particle swarm optimization algorithm which aims to consider the predicted pavement condition and optimize the pavement maintenance strategies during operation when applied in the maintenance management of a road pavement section. A case study is conducted for testing the capability of the proposed integrated approach based on two maintenance perspectives. For case 1, maintenance activities mainly occur in TM20, TM31, and TM41, with the maximum maintenance mileage reaching 88.49 miles, 50.89 miles, and 20.91 miles, respectively. For case 2, the largest annual maintenance cost in the first year is $15.16 million with four types of maintenance activities. Thereafter, the maintenance activities are performed at TM10, TM31, and TM41, respectively. The results obtained, compared with the linear program, show the integrated approach is effective and reliable for determining the maintenance strategy that can be employed to promote pavement sustainability.

The proposed chapter aims at explaining theoretical frameworks of the Fuzzy AHP and Fuzzy TOPSIS extension approaches and also summarizes the recent research around these two concepts. To help reader understand the practical usage of the two approaches, it also demonstrates their applications on the significant problem of ERP Selection. The techniques are further illustrated with the help of an organization case study located in NCR, Delhi (India). Further, a comparative analysis will be made between the two techniques by taking into account their time complexities.
