The San Bernardino National Forest in southern California experienced an unprecedented bark beetle outbreak in the early 2000s. The outbreak, coupled with a looming threat of catastrophic wildfire, droughts, changing forest management priorities, and a legacy of poor forest management practices coalesced to create a challenge that existing institutions and management agencies could not address. In response, an interagency collaborative effort, the Mountain Area Taskforce (MAST), was initiated. Based on key informant interviews, this paper details how this new governance organization emerged and how it effectively addressed a landscape scale forest challenge. Forest governance analyses often focus attention on macroscales, overlooking the microlevel arrangements that set MAST apart from other responses to bark beetle outbreaks. Interagency collaboration has taken on greater importance in efforts to address forest management at landscape scales and this case study provides important insights into the challenges and opportunities of these new governance arrangements.

<p>Worldwide, forests provide natural resources and ecosystem services. However, forest ecosystems are threatened by increasing forest disturbance dynamics, caused by direct human activities or by altering environmental conditions. It is decisive to reconstruct and trace the intra- to transannual dynamics of forest ecosystems. Therefore, the monitoring of large and small scale vegetation changes such as those caused by natural events (e.g., pest infestation, higher mortality due to altering site conditions) or forest management practices (e.g., thinning or selective timber extraction) becomes more and more crucial. National to local forest authorities and other stakeholders request detailed area-wide maps that delineate forest disturbance dynamics at various spatial scales.</p><p>We developed a time series analysis (TSA) framework that comprises data download, data management, image preprocessing and an advanced but flexible TSA. We use dense Sentinel-2 time series and a dynamic Savitzky–Golay-filtering approach to model robust but sensitive phenology courses. Deviations from the phenology models are used to derive detailed spatiotemporal information on forest disturbances. In a first case study, we apply the TSA to map forest disturbances directly or indirectly linked to recurring bark beetle infestation in Northern Austria.</p><p>In addition to spatiotemporal disturbance maps, we produce zonal statistics on different spatial scales that provide aggregated information on the extent of forest disturbances between 2018 and 2019. The outcomes are (a) area-wide consistent data of individual phenology models and deduced phenology metrics for Austrian forests and (b) operational forest disturbance maps, useful to investigate and monitor forest disturbances, for example to facilitate sustainable forest management.</p><p>At a forest stand level, we reconstruct the origin date of forest disturbances (FDD – Forest Disturbance Date). Theses FDD outputs show the spatiotemporal patterns and the development of damages and indicate that most dynamics are caused by recurring and spreading bark beetle infestation. The validation results based on field data confirm a high detection rate and show that the derived temporal information is reliable. In total, 23400 hectares, i.e., on average 2.8% of the forest area in the study area, are found to be affected by forest disturbance. The zonal statistic maps point out hotspots of significant forest disturbances, where adequate forest management measures are highly needed. Furthermore, this study highlights the TSA’s potential to also depict and monitor minor human impacts on forests, such as thinning, selective timber extraction or other moderate forest management practices.</p><p><strong>Keywords:  </strong><em>forest disturbance; forest monitoring; bark beetle infestation; forest management; time series analysis; phenology modelling; remote sensing; satellite imagery; Sentinel-2</em></p>

Ifugao province of the Philippines has a traditional muyong forest system that supplies water and prevents soil erosion of the world-famous Ifugao rice terraces. The socio-political structure of Ifugao has been the key to the maintenance and communal use of land, as well as the muyong forest, without causing excessive damage to the land. Recently, the Ifugao is facing various challenges viz. deforestation, slash-and-burn, introduction of commercial rice, and climate change. The aim of the study is to qualitatively assess the forest management practices in the muyong forest and the way forward to implement the United Nations—Reducing Emissions from Deforestation and Forest Degradation (REDD+) mechanism. Community forestry can be an interesting option to reduce CO2 emissions from deforestation in Ifugao. This study qualitatively explores the societal problems in the area using focus group discussion (FGD) and key informant interviews (KII). The results show that the terracing lifestyle is at risk, due to mounting economic pressures from the domestic economy. Societal changes are altering the perceptions of the youth in terms of muyong sustainable management. They are threatening the sustainability of the terraces in the long-term because of outward migration and less value given to traditional practices. Furthermore, integration of commercial rice is changing the traditional agricultural system and placing less focus on forest maintenance. This study also discusses potential challenges and opportunities of REDD+ intervention and the role of REDD+ to foster sustainable muyong forest management as well as to find new innovative ways to maintain the Ifugao traditional system while coping with the modernization of the Ifugao economy.

This 5,000 word chapter brings together the political, discursive, and material threads to consider the “city of forests” and “city of farms” as two different assemblages. It explores these pieces of urban nature in the context of an early-21st century global city that has engaged in municipal long-term sustainability planning, investment in green infrastructure, and creation of food policy visions. It closes with conclusions and further probing questions about how, why, and for whom we create urban forests and farms. In examining what sort of nature we want to produce, the chapter explores possibilities for new governance arrangements, management practices, design strategies, and uses for urban land.

The natural conditions, climate change and socio-economic challenges related to the transformation from a socialistic society towards a market-driven system make the implementation of sustainable land management practices in Mongolia especially complicated. Forests play an important role in land management. In addition to providing resources and ecosystem functions, Mongolian forests protect against land degradation.We conducted a literature review of the status of forest management in Mongolia and lessons learned, with special consideration to halting deforestation and degradation. We grouped our review into seven challenges relevant to developing regionally adapted forest management systems that both safeguard forest health and consider socio-economic needs. In our review, we found that current forest management in Mongolia is not always sustainable, and that some practices lack scientific grounding. An overwhelming number of sources noticed a decrease in forest area and quality during the last decades, although afforestation initiatives are reported to have increased. We found that they have had, with few exceptions, only limited success. During our review, however, we found a number of case studies that presented or proposed promising approaches to (re-)establishing and managing forests. These studies are further supported by a body of literature that examines how forest administration, and local participation can be modified to better support sustainable forestry. Based on our review, we conclude that it is necessary to integrate capacity development and forest research into holistic initiatives. A special focus should be given to the linkages between vegetation cover and the hydrological regime.

Although forest conversions have long been a focus in carbon (C) research, the relationship between soil erosion and the dynamic change of soil organic carbon (SOC) has not been well-quantified. The objective of this study was to investigate the effects of converting CBF (coniferous and broad-leaved mixed forests) to economic forests, including CF (chestnut forest), HF (hawthorn forest), and AF (apple forest), on the soil structure and nutrient loss in the Huaibei Rocky Mountain Areas, China. A 137Cs tracer method was used to provide soil erosion data in order to quantify the loss of aggregate-associated SOC. The results showed that forest management operations caused macro-aggregates to decrease by 1.69% in CF, 4.52% in AF, and 3.87% in HF. Therefore, the stability of aggregates was reduced. The SOC contents in each aggregate size decreased significantly after forest conversion, with the largest decreases occurring in AF. We quantified the loss of 0.15, 0.38, and 0.31 Mg hm−2 of aggregate-associated SOC after conversion from CBF to CF, AF, and HF, respectively. These results suggest that forest management operations have a negative impact on soil quality and fertility. CF has better vegetation coverage and less human interference, making it more prominent among the three economic forests species. Therefore, when developing forest management operations, judicious selection of tree varieties and appropriate management practices are extremely critical. In addition, measures should be taken to increase surface cover to reduce soil erosion and achieve sustainable development of economic forests.

The rum industry is currently worth USD 16 billion, with production concentrated in tropical countries of the Caribbean and Asia-Pacific regions. The primary feedstock for rum production is sugar cane molasses, a by-product of sugar refineries. The main variables known to affect rum quality include the composition of the molasses, the length of fermentation, and the type of barrels and length of time used for aging the rum. The goal of this review is to provide an overview of the impact of these variables on rum quality, and to highlight current challenges and opportunities in the production of rum from molasses. In order to achieve this, we review the relevant contemporary scientific literature on these topics. The major contemporary challenges in the rum production industry include minimising the effects of variability in feedstock quality, ensuring the fermentation process runs to completion, preventing microbial contamination, and the selection and maintenance of yeast strains providing optimum ethanol production. Stringent quality management practices are required to ensure consistency in the quality and organoleptic properties of the rum from batch to batch. Further research is required to fully understand the influences of many of these variables on the final quality of the rum produced.

AbstractThe adoption of the Guiding Principles for Business and Human Rights by the United Nations (UNGPs) in 2011 created a new governance instrument aimed at improving the promotion of human rights by business enterprises. While reaffirming states duties to uphold human rights in law, the UNGPs called on firms to promote the realization of human rights within global markets. The UNGPs thus have sought to embed human rights more firmly within the field of corporate social responsibility (CSR) and to use CSR practices to improve corporate human rights accountability. In this paper, we explore how this incorporation of human rights into the CSR field has affected the business practices and public commitments British firms have made to promote human rights. We analyse the CSR reports published by the 50 largest British firms over a 20-year period starting in the late 1990s and interview senior CSR managers of these firms. We find that these firms have expanded how they articulate their responsibility for human rights over time. These commitments however remain largely focused on improving management practices such as due diligence and remediation procedures. Firms are often both vague and selective about which substantive human rights they engage with in light of their concerns about their market competitiveness and broader legitimacy. These outcomes suggest that, while firms cannot completely resist the normative pressures exerted by the CSR field, they retain significant resources and agency in translating such pressure into concrete practices.

Abstract The Southern California Earthquake Data Center is hosting its earthquake catalog and seismic waveform archive in the Amazon Web Services (AWS) Open Dataset Program (s3://scedc-pds; us-west-2 region). The cloud dataset’s high data availability and scalability facilitate research that uses large volumes of data and computationally intensive processing. We describe the data archive and our rationale for the formats and data organization. We provide two simple examples to show how storing the data in AWS Simple Storage Service can benefit the analysis of large datasets. We share usage statistics of our data during the first year in the AWS Open Dataset Program. We also discuss the challenges and opportunities of a cloud-hosted archive.

This study aimed to estimate biomass and organic carbon in stands of Pinus taeda L. at different ages (14, 16, 19, 21, 22, 23 and 32 years) and located in the municipality of General Carneiro (PR). In order to estimate biomass and organic carbon in different tree components (needles, live branches, dead branches, bark and stem wood), the destructive quantification method was used in which seven trees from each age category were randomly sampled across the stand. Stocks of biomass and organic carbon were found to vary between the different age categories, mainly as a result of existing dissimilarities between ages in association with forest management practices such as thinning, pruning and tree density per hectare.
