This article describes how the costs of misclassification given with the individual training objects for classification learning can be used in the construction of decision trees for minimal cost instead of minimal error class decisions. This is demonstrated by defining modified, cost-dependent probabilities, a new, cost-dependent information measure, and using a cost-sensitive extension of the CAL5 algorithm for learning decision trees. The cost-dependent information measure ensures the selection of the (local) next best, that is, cost-minimizing, discriminating attribute in the sequential construction of the classification trees. This is shown to be a cost-dependent generalization of the classical information measure introduced by Shannon, which only depends on classical probabilities. It is therefore of general importance and extends classic information theory, knowledge processing, and cognitive science, since subjective evaluations of decision alternatives can be included in entropy and the transferred information. Decision trees can then be viewed as cost-minimizing decoders for class symbols emitted by a source and coded by feature vectors. Experiments with two artificial datasets and one application example show that this approach is more accurate than a method which uses class dependent costs given by experts a priori.

The problem of determining the optimum machining conditions for a job requiring multiple operations has been investigated. Three objectives, namely, the minimization of the cost of production per piece, the maximization of the production rate and, the maximization of the profit are considered in this work. In addition to the usual constraints that arise from the individual machine tools, some coupling constraints have been included in the formulation. The problems are formulated as standard mathematical programming problems, and nonlinear programming techniques are used to solve the problems.

Abstract The characterisation of delay propagation is one of the major topics of research in air transport management, due to its negative effects on the cost-efficiency, safety and environmental impact of this transportation mode. While most research works have naturally framed it as a transportation process, the successful application of network theory in neuroscience suggests a complementary approach, based on describing delay propagation as a form of information processing. This allows reconstructing propagation patterns from the dynamics of the individual elements, i.e. from the evolution observed at individual airports, without the need of additional a priori information. We here apply this framework to the analysis of delay propagation in the European airspace between 2015 and 2018, describe the evolution of the observed structure, and identify the role of individual airports in it. We further use this analysis to illustrate the limitations and challenges associated to this approach, and to sketch a roadmap of future research in this evolving topic.

AbstractThis article is a synopsis of a triarchic theory of human intelligence. The theory comprises three subtheories: a contextual subtheory, which relates intelligence to the external world of the individual; a componential subtheory, which relates intelligence to the individual's internal world; and a two-facet subtheory, which relates intelligence to both the external and internal worlds. The contextual subtheory defines intelligent behavior in terms of purposive adaptation to, shaping of, and selection of real-world environments relevant to one's life. The normal course of intelligent functioning in the everyday world entails adaptation to the environment; when the environment does not fit one's values, aptitudes, or interests, one may attempt to shape the environment so as to achieve a better person-environment fit; when shaping fails, an attempt may be made to select a new environment that provides a better fit. The two-facet subtheory further constrains this definition by regarding as most relevant to the demonstration of intelligence contextually intelligent behavior that involves either adaptation to novelty, automatization of information processing, or both. Efficacious automatization of processing allows allocation of additional resources to the processing of novelty in the environment; conversely, efficacious adaptation to novelty allows automatization to occur earlier in one's experience with new tasks and situations. The componential subtheory specifies the mental mechanisms responsible for the learning, planning, execution, and evaluation of intelligent behavior. Metacomponents of intelligence control one's information processing and enable one to monitor and later evaluate it; performance components execute the plans constructed by the metacomponents; knowledge-acquisition components selectively encode and combine new information and selectively compare new information to old so as to allow new information to be learned.

To compute a partition quality for a decision tree, we propose a new measure called NIM “New Information Measure”. The measure is simpler, provides similar performance, and sometimes outperforms the existing measures used with tree-based methods. The experimental results using the MONITDIAB application (Taleb & Atmani, 2013) and datasets from the UCI repository (Asuncion & Newman, 2007) confirm the classification capabilities of our proposal in comparison to the Shannon measure used with ID3 and C4.5 decision tree methods.

This paper is devoted to the presence of distortions in a speech signal transmitted over a communication channel to a biometric system during voice-based remote identification. We propose to preliminary correct the frequency spectrum of the received signal based on the pre-distortion principle. Taking into account a priori uncertainty, a new information indicator of speech signal distortions and a method for measuring it in conditions of small samples of observations are proposed. An example of fast practical implementation of the method based on a parametric spectral analysis algorithm is considered. Experimental results of our approach are provided for three different versions of communication channel. It is shown that the usage of the proposed method makes it possible to transform the initially distorted speech signal into compliance on the registered voice template by using acceptable information discrimination criterion. It is demonstrated that our approach may be used in existing biometric systems and technologies of speaker identification.

Nowadays the process of information accumulation is so rapid that the concept of the usual iterative search requires revision. Being in the world of oversaturated information in order to comprehensively cover and analyze the problem under study, it is necessary to make high demands on the search methods. An innovative approach to search should flexibly take into account the large amount of already accumulated knowledge and a priori requirements for results. The results, in turn, should immediately provide a roadmap of the direction being studied with the possibility of as much detail as possible. The approach to search based on topic modeling, the so-called topic search, allows you to take into account all these requirements and thereby streamline the nature of working with information, increase the efficiency of knowledge production, avoid cognitive biases in the perception of information, which is important both on micro and macro level. In order to demonstrate an example of applying topic search, the article considers the task of analyzing an import substitution program based on patent data. The program includes plans for 22 industries and contains more than 1,500 products and technologies for the proposed import substitution. The use of patent search based on topic modeling allows to search immediately by the blocks of a priori information – terms of industrial plans for import substitution and at the output get a selection of relevant documents for each of the industries. This approach allows not only to provide a comprehensive picture of the effectiveness of the program as a whole, but also to visually obtain more detailed information about which groups of products and technologies have been patented.

The paper analyzes the factors that affect the amount of effort required to create a mobile application and its cost. It is established that the main factors of influence are the design of the application, its functionality, the type of mobile platform, the availability and level of testing and support, as well as the individual characteristics of the developer. Based on the analysis of information sources, the main methods and approaches to forecasting the cost of software products are identified, which include the COCOMO model, Price-to-win method, expert evaluation, algorithmic methods and the method of analogies. It is proposed to consider the method of analogies as a tool that allows you to make predictions about the cost of resources required for the successful implementation of IT projects based on the experience of similar projects. It is proved that the advantages of this method are the simplicity of its implementation and the clarity of the results obtained, which follows from the practical orientation of this tool. Among the limitations of the method of analogy is the mandatory need for reliable data relating to similar projects, as well as the difficulty of taking into account unspecified indicators. Taking into account the mentioned limitations of the method of analogies and on the basis of the analysis of scientific sources the possible directions of its optimization are determined. Thus, among the ways to improve the effectiveness of this method are those aimed at optimizing the project selection process, the data for which are used as a basis for forecasting. Attempts to improve the method of analogies by including parameters that were previously ignored by this technique seem promising. This in turn can lead to an expansion of the scope of the method of analogies and increase the accuracy of forecasts. As prospects for further research, the need to continue research in the field of optimization of the method of analogies with the subsequent practical verification of theoretical positions on the data of real projects.

The objective of this research was to examine the effect of perceived usefulness, perceived ease of use, speed, security and privacy and readiness technology tax payers information to e-Filing usage. The object of this study is the individual tax payers in Tangerang City, Karawaci District. The selection of the sample is determined based on convenience sampling method. Data used in this study was primary data, id est: questionnaires. The respondent in this study were 110. Data analysis technique in this study using multiple linear regression. The result of this study were (1) perceived usefulness have a significant impact towards e-Filing usage; (2) perceived ease of use have a significant impact towards e-Filing usage; (3) speed does not have a significant impact towards e-Filing usage; (4) security and privacy does not have a significant impact towards e-Filing usage; (5) readiness technology tax payers information does not have a significant impact towards e-Filing usage; (6) perceived usefulness, perceived ease of use, speed, security and privacy and readiness technology tax payers information all simultaneously, have a significant impact towards e-Filing usage. From the subject presented in the report it is evident that the pre-trial and the court bodies may, to some extent, be influenced both by the person of the accused and by his competence to participate in the criminal process. In this regard as an expert, the psychologist can offer invaluable assistance. Each expertise would assist all actors involved in the administration of justice on their objective assessment of the offenders, the understanding of their individual protection and the inherent self-justification during procedural actions. The involvement of psychologists in the criminal process is key to establishing the truth in the investigation, because every crime as an act has a subjective side, expressed in the psychic attitude of the perpetrator to the committed act. Establishing these psychological motives is a key point in the criminal process with a view to establishing the truth.Psychological protection stabilizes the personality in the critical conditions of counteraction, related to the elimination of the experiences of tension, anxiety, stress and frustration, leading to maximum mobilization of its resources and at the same time to their overpayment. Thus, the individual who is the subject of the process action is protected against the adverse external influences, but at the cost of a lot of effort and enormous loss of nervous-mental energy, which increases his own vulnerability instead of contributing to its reduction. The appearance and functioning of psychological protection can be significantly impeded by the interaction of the investigator with the accused. Even more complicated is the situation when it breaks the communication contact that may arise in the psychological alienation and self-isolation of the accused due to the desire to protect himself.Protective psychological dominance is a real psychic activity that investigators, investigators, investigators and judges need to take into account in order to effectively deal with their task and to overcome the resistance of the investigated persons and in a time to prove in a lawful and moral way their guilt and participation in the commitment of the crimes.
