Abstract. The speed of change in land cover is growing faster with the development of social science and technology. Remote sensing has become the most effective way to monitor change information. However, remote sensing images reflect only the instantaneous state of the Earth’s surface. Spectral characteristics cannot correctly reflect the actual state, and this inability results in the limited classification accuracy of land cover products. In order to obtain high accuracy change detection results, it is necessary to identify and eliminate spurious changes. At present, the spurious changes are generally identified by visual interpretation which not only labor and time consuming, but also easily lead to misjudgment due to the lack of identification experience of the interpreter. Therefore, it is urgent to establish a spurious change rule base to automatically identify spurious changes. In this study, the global geo-eco zoning can be used to build a rule base to identify and eliminate spurious changes. The structure and content of the rule base are designed, the rules are represented and put into the rule library, the plugins are designed to remove spurious changes, and a rule base management system is established to identify the spurious changes using the rules in the rule base. 30m Land cover products of Laos were selected as the experimental area to verify the accuracy of the change patches after eliminating spurious changes. Results show that the accuracy of change detection is improved by using the rule base of geo-eco zoning to identify spurious changes.

This paper describes a general data base management package, devoted to medical applications. SARI is a user-oriented system, able to take into account applications very different by their nature, structure, size, operating procedures and general objectives, without any specific programming. It can be used in conversational mode by users with no previous knowledge of computers, such as physicians or medical clerks. As medical data are often personal data, the privacy problem is emphasized and a satisfactory solution implemented in SARI.The basic principles of the data base and program organization are described ; specific efforts have been made in order to increase compactness and to make maintenance easy.Several medical applications are now operational with SARI. The next steps will mainly consist in the implementation of highly sophisticated functions.

This paper presents the implementation fuzzy logic control on the battery charging system. To control the charging process is a complex system due to the exponential relationship between the charging voltage, charging current and the charging time. The effective of charging process controller is needed to maintain the charging process. Because if the charging process cannot under control, it can reduce the cycle life of the battery and it can damage the battery as well. In order to get charging control effectively, the Fuzzy Logic Control (FLC) for a Valve Regulated Lead-Acid Battery (VRLA) Charger is being embedded in the charging system unit. One of the advantages of using FLC beside the PID controller is the fact that, we don’t need a mathematical model and several parameters of coefficient charge and discharge to software implementation in this complex system. The research is started by the hardware development where the charging method and the combination of the battery charging system itself to prepare, then the study of the fuzzy logic controller in the relation of the charging control, and the determination of the parameter for the charging unit will be carefully investigated. Through the experimental result and from the expert knowledge, that is very helpful for tuning of the  embership function and the rule base of the fuzzy controller.
