In the framework of the minimal quantization method, the residual “longitudinal” vacuum dynamics of the Abelian gauge field, which is described by a new pair of canonical variables, is revealed. This dynamics is shown to give origin to the θ vacuum, thus providing a field analogy of the Josephson effect. The destructive interference of the topological phases — that the fermion fields are shown to acquire — is considered as a reason for the charge screening in the two-dimensional massless QED.
