The management of any road network can be improved by gathering information about the different road segments that form it. Geographic information systems (GISs) can be used to map and manipulate the large amount of information collected. This helps managers in their analysis of the network and in the decision-making processes. This article explains the development and practical use of the latest mapping carried out on the local roads in the region of Cantabria in northern Spain. The aim of the current study was to perform a thorough analysis of the characteristics of each segment of the road network to update and restructure the existing mapping. A geographic information system (GIS) was used for consulting and analyzing the data obtained now and over previous years. Moreover, the ways this information could be used in the decision-making process were improved for a regional road network which has, in general, a low volume of traffic.

A network-level application of the Roads Economic Decision (RED) model in Nicaragua is presented. The RED model was developed by the World Bank to improve the decision-making process for development and maintenance of low-volume roads. The model adopts the consumer surplus approach to estimate transport benefits and is customized to the characteristics of low-volume roads, such as the high uncertainty in the assessment of the model inputs, the difficulties in characterizing the road condition of unpaved roads, and the need for a comprehensive analysis of generated traffic to clearly define all accrued benefits. The network-level application was designed to define a rational maintenance and improvement program for a network of secondary unpaved roads with particular attention to the alternative of improving the network by surfacing roads with concrete blocks and to include in the decision-making process not only economic considerations but also poverty indicators and priorities perceived by local administrators.

Pedestrians are ideal subjects for the study of decision-making, due to the inter-individual variation in risk taking. Many studies have attempted to understand which environmental factors influence the number of times pedestrians broke the rules at road-crossings, very few focused on the decision-making process of pedestrians according to the different conditions of these variables, that is to say their perception and interpretation of the information they receive. We used survival analyses and modeling to highlight the decision-making process of pedestrians crossing the road at signalized crossings in France and in Japan. For the first pedestrians to step off the kerb, we showed that the probability to cross the road follows three different processes: one at the red signal, one just before the pedestrian signal turns green, and one after the signal has turned green. Globally, the decision of the first pedestrian to cross, whether he or she does so at the green or at the red signal, is influenced by their country of residence. We identify the use of cognitive processes such as risk sensitivity and temporal discounting, and propose new concepts based on the results of this study to decrease the incidence of rule-breaking by pedestrians.

The golden age of road demand modeling began in the 1950s and flourished in the 1960s in the face of major road construction needs. These macro models, as well as the econometrics and the data to be processed, were provided mainly by engineers. A division of tasks can be observed between the engineers in charge of estimating the flows within the network and the transport economists in charge of managing these flows once they are on the road network. Yet the inability to explain their decision-making processes and individual drives gave some room to economists to introduce economic analysis, so as to better understand individual or collective decisions between transport alternatives. Economists, in particular Daniel McFadden, began to offer methods to improve the measure of utility linked to transport and to inform the engineering approach. This paper explores the challenges to the boundaries between economics and engineering in road demand analysis.

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.

Completed as part of a larger dissertational study, the purpose of this portion of this descriptive correlational study was to examine the relationships among registered nurses’ clinical experiences and clinical decision-making processes in the critical care environment. The results indicated that there is no strong correlation between clinical experience in general and clinical experience in critical care and clinical decision-making. There were no differences found in any of the Benner stages of clinical experience in relation to the overall clinical decision-making process.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Abstract. Unclassified roads comprise 60% of the road network in the United Kingdom (UK). The resilience of this locally important network is declining. It is considered by the Institution of Civil Engineers to be "at risk" and is ranked 26th in the world. Many factors contribute to the degradation and ultimate failure of particular road sections. However, several UK local authorities have identified that in drought conditions, road sections founded upon shrink/swell susceptible clay soils undergo significant deterioration compared with sections on non-susceptible soils. This arises from the local road network having little, if any structural foundations. Consequently, droughts in East Anglia have resulted in millions of pounds of damage, leading authorities to seek emergency governmental funding. This paper assesses the use of soil-related geohazard assessments in providing soil-informed maintenance strategies for the asset management of the locally important road network of the UK. A case study draws upon the UK administrative county of Lincolnshire, where road assessment data have been analysed against mapped clay-subsidence risk. This reveals a statistically significant relationship between road condition and susceptible clay soils. Furthermore, incorporation of UKCP09 future climate projections within the geohazard models has highlighted roads likely to be at future risk of clay-related subsidence.

In recent years, the development of the GIS-T (Geographic Information System for Transportation) applications has gained much attention, providing the transportation planners and managers with in-depth knowledge to achieve better decisions. Needless to say, developing a successful GIS for transportation applications is highly dependent on the design of a well-structured data model. Dynamic segmentation (DS) data model is a popular one being used more and more for different GIS-T analyses, serving as a data model that splits linear features into new set of segments wherever its attributes change. In most cases, the sets of segments presenting a particular attribute change frequently. Transportation managers place great importance on having regular update and revision of segmented data to ensure correct and precise decisions are made. However, updating the segmented data manually is a difficult task and a time-consuming process to do, demanding an automatic approach. To alleviate this, the present study describes a rule-based method using topological concept to simply update road segments and replace the manual tasks that users are to carry out. The proposed approach was employed and implemented on real road network data of the City of Tehran provided by the Road Maintenance and Transportation Organization (RMTO) of Iran. The practical results demonstrated that the time, cost, human-type errors, and complexity involved in update tasks are all reduced. The paper presents important issues of decision making processes with an emphasis on rational and irrational components of these processes. After a short introduction outlining the need for a deeper understanding of rational and non-rational factors that affect the decisions people make, the rationality of people decisions in daily life is questioned and the role of non-rational factors such as intuition are analyzed. The economic understanding of the decision making process is presented and principles of rational decision-making are explained. Different methods used and recommended by economists in order to make decisions are presented and applied in different life situations in order to demonstrate their value in daily life. Special emphasis is put on factors such as imperfect information, illusion of control, or risk aversion that may affect the rationality of the decision making processes. In the final section of the paper the concept of bounded rationality is introduced and explained along with new theories in economics that are challenging the classic economic perspective on the decision making process

Objective: This research aims to explain the impact of social media on the migration decision-making process of Indonesian student migrants in University of Groningen who used a social media account. In detail, this research will consider the role of social media in the migration decision-making process of students who emigrated from Indonesia and how they uses social media in the context of the migration decision-making process. Methods: The data collected included qualitative data from in-depth interviews and supported by study literatures. An interview guide was formulated to facilitate the indepth interviews and generate a better understanding of migration behavior. Expectation: Social media help Indonesian student migrants on migration decision making process and they use social media for searching information about destination area. Result: Student migrant in University of Groningen use their social media to gain information before they choose that university for study. They use Facebook to making contact with their friends and collagues in the destination country. Student group on Facebook help Indonesian student to get information about school and daily life.
