Canada has indicated that its management of fisheries is based on the "best-use" principle. This principle as an operational concept can be defined as the maximization of socioeconomic returns subject to both biological and economic constraints. This paper examined how this principle can become operational in a management sense by defining the similarities and differences in the approach to fisheries management by biologists and economists and by indicating how these roles can be combined for this management. The concept of schifflerization of 90° equal-leg angle is presented and its application in triangular-base latticed steel towers is explained. The similarities and differences between schifflerized angles and regular 90° angles are discussed. The current design practice for schifflerized angles is reviewed and its limitation is highlighted. A design method which includes the effect of the torsional-flexural buckling mode of failure is proposed. For ready use of designers, the factored axial compressive resistances of schifflerized angles are tabulated for both the present and proposed design methods. - The paper introduces theory-oriented evaluation, a set of approaches that argue for a stronger role of theory in evaluation. Theory-oriented evaluation criticizes mainstream objectives-inputs-outputs evaluation for poor contribution to knowledge cumulation due according to these authors - to the overwhelming role played by method. The paper develops a comparison between the two most influential approaches in theory-oriented evaluation, i.e. Carol Weiss' theory-based evaluation and its concepts of program theory and implementation theory, and realistic evaluation by Ray Pawson and Nick Tilley, based on the concepts of context, mechanism and outcome. Artikel ini cuba mengupas matlamat Pendidikan Islam yang ingin dicapai oleh Guru Cemerlang Pendidikan Islam (GCPI) dalam pengajaran dan pembelajaran di dalam kelas. Kupasan matlamat ini berdasarkan kajian kes yang menggunakan pendekatan kualitatif yang dilaksanakan di lapan buah sekolah menengah di Malaysia dalam bentuk temu bual bersama GCPI, dua orang rakan serta dua orang pelajar mereka, dan Pengetua atau Guru Penolong Kanan sekolah. Dapatan data verbetim temu bual ini kemudian disusun tadbir dalam program N'Vivo versi 7.0 untuk menghasilkan tema dan jadual matriks berkaitan dengan matlamat Pendidikan Islam. Hasil dapatan kajian menunjukkan terdapat empat pola matlamat yang ingin dicapai oleh GCPI dalam pengajaran dan pembelajaran Pendidikan Islam mereka di dalam kelas, iaitu memindahkan ilmu, perubahan tingkah laku, pelajar menjadi cemerlang, dan pelajar berjaya di dunia dan akhirat. Kupasan matlamat ini dibentangkan dengan perbandingan pemahaman responden terhadap matlamat ini, alasan terhadap matlamat dan pengakuan terhadap matlamat yang wujud itu kepada GCPI. Seterusnya, dapatan kajian ini dibincangkan untuk melihat ciri persamaan dan perbezaan yang wujud antara dapatan kajian ini dengan pandangan tokoh pendidikan tentang matlamat pendidikan Islam. Pada bahagian akhir artikel ini, satu model matlamat dibina daripada pola dapatan kajian untuk dijadikan asas pegangan kepada guru-guru Pendidikan Islam. Kata kunci: Matlamat pendidikan; guru cemerlang pendidikan Islam This article will examine the teaching aims that should be achieved by the Excellent Teacher of Islamic Education (ETIE) during the lesson of Islamic Education in the classroom. This research was a case studies using the qualitative approaches that was carried out in eight secondary schools in Malaysia. In this study, the researcher conducted several interviews with eight ETIE, two of their colleagues, two of their students, their school principal or school senior assistant teacher. The verbatim data from the interviews were managed and compiled using the N'Vivo version 7.0 in order to construct related themes and matrix tables regarding the aims of teaching of Islamic education. The findings showed that there were four patterns of goals that should be achieved by the ETIE during the lesson of Islamic Education in the classroom, i.e. the transferring knowledge, behavioral changes, excellent student, and successful student in this world and the hereafter. The discussion covers comparison of respondents’ understanding on the teaching goals as well as the reasons and explanation for setting the teaching goals by the ETIE. Furthermore, the discussion also looked at the similarities and differences between the findings of this study and the views of educational experts regarding the aims of Islamic Education. Finally, based on the findings, a model of teaching goals of Islamic Education was formulated as a guidelines for Islamic Education teachers. Descriptions of fisheries systems for purposes of management often seem to imply a naturally predetermined biological structure and functioning of the resource. However, such basic characteristics as stock definition, species composition, levels of production, and biological efficiency are parameters that have generally been adapted to suit particular fishery conditions and in any case are variables that interact with both environment and the nature of industrial exploitation. In the interests of economic or social analyses in fisheries these biological descriptors should normally be amenable to redefinition or redescription without prejudice to their reliability as indices of natural production. Resumen: Se ofrece una exégesis del análisis wittgensteiniano de la familia de nociones emparentadas con la percepción del aspecto, centrada en las relaciones de este tema con la explicación general del lenguaje ofrecida en la primera parte de las Investigaciones Filosóficas. La tesis exegética fundamental es que los parecidos y diferencias involucrados en el ver como (y en el apercibimiento de aires de familia en general) están fundamentados in re, y no son puestos o construidos por el sujeto. A la luz de esta exégesis, se exploran las posibilidades de aplicar el análisis wittgensteiniano a algunos problemas filosóficos contemporáneos. Palabras Clave: Wittgenstein, ver como, cambio de aspecto, figuras dobles, ilusiones ópticas.   Abstract: This paper provides an interpretation of Wittgenstein´s analysis of aspect perception and related notions. The main exegetic thesis is that similarities and differences involved in “see as” and the perception of family resemblance in general are founded in reality, and are not imposed or built by the perceiver. Some applications of Wittgenstein analysis according to this interpretation to contemporary philosophical issues are explored. Innovationsbegrebet er centralt i debatten om fremtidens velfærdssamfund, og innovation fremstår nu som et imperativ for både samfund og arbejdspladser. Men hvad betyder innovation i en offentlig kontekst egentlig, og hvilken betydning har innovationsimperativet for aktører i deres daglige praksis på offentlige arbejdspladser? Fra et empirisk perspektiv udfolder artiklen en begrebsanalyse af innovation og viser, hvordan innovationsbegrebets betydninger skabes gennem lokale aktørers diskurser. Fra et demokratiseringsperspektiv argumenteres efterfølgende for, at lokale aktørers perspektiver på innovation skal ses som en konstruktiv ressource, der kan bidrage til bæredygtig udvikling i praksis. ENGELSK ABSTRACT: Charlotte Wegener: Does Innovation Discourse Restrict Innovation? The elder care sector in Denmark is one of the main welfare state areas in which innovation is on the agenda. Economic constraints, demographic changes including more elderly and reduced budgets are the arguments advanced by politicians and public opinions leaders for adopting a radically new way of thinking. If this does not happen, they argue, quality and ethics – and consequently citizens and staff – will suffer unnecessarily. The solution promulgated is innovation. This article investigates the ways in which the innovation discourse unfolds on the practice-based level – among students and staff in the elder care sector and at the social and health care college, which trains care workers. It examines the discourses among employees, managers and students who are supposed to be innovative and take part in implementation of innovative changes within their organization or in cross-organizational collaboration in social and health care and education. It asks whether innovation discourse facilitates innovation. The article concludes that the actors are engaged in the concept of innovation; however, there is a tendency to invest this engagement into producing more discourse. Meanwhile changes in the social sector proceed in parallel processes with no interaction with, or even in opposition to the innovation discourse. As reflexões aqui expostas versam sobre a contribuição do Estado, apoiado no discurso científico, em regulações ambientais que têm como premissa uma visão dicotômica entre sociedade e ambiente. Ao não reconhecerem outras racionalidades na relação com o ambiente, as normativas nada mais são do que mecanismos promotores de conflitos ambientais. Nossa análise tem como suporte as normativas em vigor com vistas à gestão da tainha no sudeste e sul do Brasil, em especial, no estuário da Lagoa dos Patos/RS. Verificamos que as proposições se dão em uma perspectiva biologicista e estado-centrada que, ao mesmo tempo em que, inviabilizam a manutenção dos modos de vida dos pescadores(as) artesanais desta região, dão sustentação a uma pesca industrial destinada ao mercado externo. For an environmental rationality: reflections about the proposed rules for fishing for mullet in the estuary of Lagoa dos Patos / RS The reflections presented here discuss the contribution of the Statein environmental regulations, supported by the scientific discourse predominantly of fisheries biology, that have as premise a dichotomous vision between society and environment. By not recognizing other rationalities in relation to the environment, the regulations are nothing more than mechanisms that promote environmental conflicts. Our analysis is based on current regulations for the management of mullet fisheries in the southeast and south of Brazil, especially in the estuary of Patos Lagoon/RS. We have verified that the propositions take place in a biologicist and state-centered perspective that, at the same time, make it impossible to maintain the livelihoods of the artisanal fishers of this region, and give support to an industrial fishing destined to the external market. We document the 40-year quest for coherent fisheries governance in the Faroe Islands. The centrality of commercial fisheries to the Faroese economy means that getting fisheries policy right is at the core of social and economic coherence in this small close-knit nation. But the lessons learned here have pertinence to all commercial fisheries. The primary lesson is that fisheries management is a conceit—a chimera. Fisheries policy is about stewardship and the continual balancing of contending visions regarding the purpose of a nation’s fisheries. Policy is inherently contentious over long periods because the polity is always undergoing demographic transition. Most importantly, policy is difficult because participants are never sure what they want until they learn about what is possible for them to have. Compounding this problem is the realization that the participants are themselves changed by a process that John Dewey identified as “trying and undergoing.” Humans adopt policies (trying) and then are themselves changed by the playing out of the implications of those policies (undergoing). All public policy is a continual saga of trying and undergoing—which leads to a new and adapted trying. This adaptive process is not management but governance.
