We document the 40-year quest for coherent fisheries governance in the Faroe Islands. The centrality of commercial fisheries to the Faroese economy means that getting fisheries policy right is at the core of social and economic coherence in this small close-knit nation. But the lessons learned here have pertinence to all commercial fisheries. The primary lesson is that fisheries management is a conceit—a chimera. Fisheries policy is about stewardship and the continual balancing of contending visions regarding the purpose of a nation’s fisheries. Policy is inherently contentious over long periods because the polity is always undergoing demographic transition. Most importantly, policy is difficult because participants are never sure what they want until they learn about what is possible for them to have. Compounding this problem is the realization that the participants are themselves changed by a process that John Dewey identified as “trying and undergoing.” Humans adopt policies (trying) and then are themselves changed by the playing out of the implications of those policies (undergoing). All public policy is a continual saga of trying and undergoing—which leads to a new and adapted trying. This adaptive process is not management but governance.

Changes to the institutional frameworks that help shape fisheries policy-making are typically incremental and piecemeal, with governments content to tinker at the edges, but rarely willing to embrace fundamental reform. The present study outlines the nature of institutional frameworks and explores the need to ensure coherence across different scales of governance. Co-management and participative governance are commonly regarded as important recent developments. Although they may well satisfy notions of “good governance”, their ability to deliver better policy, more effective management, and sustainable fisheries is open to question. In the search to improve the efficacy of fisheries management, three key issues are identified: restructuring of co-management organizations, clarification of property rights, and development of an ecosystem-based approach. Finally, attention is drawn to the challenge to fisheries governance posed by moves towards integrated management.

The Common Fisheries Policy (CFP) is one of the longest standing, most integrated, and at the same time one of the most criticised of the European Union’s policies. Despite continued efforts to improve the CFP, its failure to manage stocks at economically and environmentally sustainable levels continues to threaten the functioning and legitimacy of EU fisheries legislation. All branches of the CFP have recently been or are currently put under revision. In particular, in July 2011, the European Commission issued a reform package consisting of a proposal for new basic regulation, a reformed market organisation, and a discussion of perspectives on the EU’s external fisheries policies. This article uses the central failings of the CFP as reference points for inquiring into the potential of the reform proposals to improve EU fisheries governance. Pertinent political and legal aspects of the CFP are explained, analysed, and aligned with steps necessary to achieve sustainable fisheries management.

State-centred and society-centred explanations in comparative public policy analysis disagree markedly on the extent to which the state has autonomy or is essentially a clearing-house for outside forces. In this chapter, we reconsider the position of the state in policy studies by investigating the interactions and inter-dependency between the state and society rather than making a binary choice between state-centred and society-centred perspectives on governance. The core argument is that policy studies can improve its ability to apprehend the position of the state in dilemmas of contemporary policy-making by acknowledging that the state is, at once, both critical to collective action and reliant on crucial elements of societal support for its policy effectiveness. In such terms, governance is a useful label for the variety of ways in which society is not simply acted upon by the state, but actively shapes the actions of and outcomes of state activity.

The inherent right of the individual is an affirmation that human beings must be treated properly and civilized and must be respected, as the sounding of the second precept is: "Just and Civilized Humanity". Human rights are manifestations of the third principle, namely: "Indonesian Unity". If all rights are fulfilled, reciprocally the unity and integrity will be created. Rights are also protected and upheld as is the agreement of the fourth precepts that reads: "Democracy Led by Wisdom in Consultation / Representation". Human Rights also recognizes the right of every person for the honor and protection of human dignity and dignity, which is in accordance with the fifth precepts which read: "Social Justice for All Indonesian People" PASTI Values ​​which are the core values ​​of the Ministry of Law and Human Rights which is an acronym of Professional, Accountable, Synergistic, Transparent and Innovative is an expression of the performance of the immigration apparatus in providing human rights based services. If these values ​​are in line with the values ​​contained in Pancasila, the criteria for evaluating human rights-based public services are based on the accessibility and availability of facilities; the availability of alert officers and compliance of officials, employees, and implementers of Service Standards for each service area will be easily achieved. It is fitting that immigration personnel in providing services must be in accordance with the principles of human rights-based services and in harmony with the Pancasila philosophy. This is as an endeavor in fulfilling service needs in accordance with the mandate of the 1945 Constitution, provisions of applicable laws and human rights principles for every citizen and population for services provided by the government in this case Immigration.

Targets and limits for long-term management are used in fisheries advice to operationalize the way management reflects societal priorities on ecological, economic, social and institutional aspects. This study reflects on the available published literature as well as new research presented at the international ICES/Myfish symposium on targets and limits for long term fisheries management. We examine the inclusion of ecological, economic, social and institutional objectives in fisheries management, with the aim of progressing towards including all four objectives when setting management targets or limits, or both, for multispecies fisheries. The topics covered include ecological, economic, social and governance objectives in fisheries management, consistent approaches to management, uncertainty and variability, and fisheries governance. We end by identifying ten ways to more effectively include multiple objectives in setting targets and limits in ecosystem based fisheries management.
