Science for Canada’s Shelf-Seas Fisheries

From an analysis of major national and international policy issues we judge that a vast cultural and political transformation is now underway. In particular, the common property–open access–willing consent regime towards fisheries development and management will be replaced by some workable alternative. For example, a system of national quotas based on stock by stock total allowable catches, subject to an overall constraint of "full utilization," will likely be found to be impractical. These and related aspects are elaborated for fisheries, and apply also to other resource and environmental issues. Scientific information and research programs must obviously relate to such developments.Canada is reasonably well endowed with conventional scientific and technical competence on fisheries matters. Important and potentially useful innovative science has languished recently; appropriate institutional infrastructures and planning processes to stimulate and direct fisheries science within the country have been absent for several years. Scientific services on the whole remain unorganized. Given these circumstances our recommendations are aimed toward development of perspectives and mechanisms that will help set the scientific process in motion into new directions where necessary. The major "gap in knowledge" relates to the inability of so many conventional disciplined scientists to understand other disciplines’ approaches and we propose a variety of means by which such constraints may be relaxed.A Canadian perspective for tomorrow’s science, related particularly to shelf-seas fisheries resources, should include the following. The client institutions that will use scientific information and insight will likely be organized in three geographic areas: inshore national waters, shelf and nearshore seas, and the distant deep ocean. The three basic components of a balanced scientific information system are: area maps, temporal series of monitored data, and models of causal mechanisms derived from experimentation and simulation. Decision-making is a transdisciplinary activity and appropriate frameworks are needed for identifying relevant research. A policy that users and abusers of resources and the environment should pay for their respective benefits achieved and disbenefits externalized implies that the separate and joint effects of the various uses and abuses be measured. Technical services and scientific research must be made more effective, efficient, and accountable, but must be flexible to accommodate both individual creativity and further political changes.We recommend that 1) separate foci be identified and appropriate infrastructures be developed for carefully planned transdisciplinary programs in: mapping; monitoring; management–harvest protocols; and modeling research involving synthesis, experimentation, and simulation. 2) New fisheries policies and agency infrastructures now developing should include the capability to undertake sophisticated experimental management on an ongoing basis. 3) Some further explicit division of labor is advisable, within the group of scientific and technical personnel, to produce three sets: technical experts whose work is dictated by programs; mission-oriented generalists to take the lead in planning and directing scientific information services and research activities with special accountability responsibilities; and self-directed creative scientists to innovate and ruminate. 4) Scientific credibility, now slumping, must be recaptured — in part by insulating key scientists from direct political involvement within national and international decision-making. 5) Canada’s sea-going research capability is lagging behind that of some other nations and must be enhanced accordingly. These practical recommendations all relate to the five aspects of the broad perspective sketched earlier. The recommendations are not listed in priority sequence and we advise that action should now proceed on all of them.

For many years, fisheries management was based on optimizing yield and maintaining a target biomass, with little regard given to low-frequency environmental forcing. However, this policy was often unsuccessful. In the last two to three decades, fisheries science and management have undergone a shift towards balancing sustainable yield with conservation, with the goal of including ecosystem considerations in decision-making frameworks. Scientific understanding of low-frequency climate–ocean variability, which is manifested as ecosystem regime shifts and states, has led to attempts to incorporate these shifts and states into fisheries assessment and management. To date, operationalizing these attempts to provide tactical advice has met with limited success. We review efforts to incorporate regime shifts and states into the assessment and management of fisheries resources, propose directions for future investigation and outline a potential framework to include regime shifts and changes in ecosystem states into fisheries management.

Scientific requirements and priorities are identified for the management of the fisheries and aquatic resources of Canada based on a series of background studies on scientific resources, scientific and technical information, renewable resource management (shelf seas, inshore seas, fresh water, fisheries rehabilitation, aquaculture), oceanography (physical, chemical, biological), aquatic environmental quality, and renewable resource utilization. Major priorities identified were: expanded fisheries rehabilitation programs on the Atlantic and Pacific coasts; oceanography of shelf seas, including the arctic; development of a national strategy for environmental monitoring; improved coordination of work on diseases, nutrition, and genetics related to fisheries rehabilitation and aquaculture; improved coordination and apportioning of federal and industrial research and development on the utilization of fisheries resources. The following aspects of fisheries and aquatic sciences need greater accent: development of national policy on fisheries and aquatic sciences; the provision of continuity for long-term research in federal laboratories; evaluation of federally supported research programs; collaborative arrangements for ecosystem and interdisciplinary research, including the social sciences; improved federal support for research conducted in universities; development of criteria for Canadian involvement in international activities; and a national information system related to diverse user needs. The national effort on fisheries and aquatic sciences was examined in terms of functional categories (mapping, monitoring, research, experimental management, application, communication) and institutional categories (international, federal, provincial, universities, industry). The overview contains recommendations to improve the national capability in fisheries and aquatic sciences.

Managing depleted, slow-growing and poorly-understood stocks demands particularly accurate, objective scientific information. New Zealand's Ministry of Fisheries undertakes deep-water fisheries management in an nformation-poor, high-stakes context. This context means neither of the two strictly separate policy and scientific advice processes is able, in isolation, to provide advice confidently. Preliminary investigations suggested that to enable the Ministry to meet the ongoing need for management of deep-water fishing, science fora are effectively taking on a quasi-policy role.  This research investigated whether deep-water fisheries science processes have sufficient safeguards to protect the objectivity of scientific decision-making in this difficult climate, thereby ensuring maximum accuracy in their advice. Twentytwo personal interviews were conducted with key informants, and analysed using grounded theory. Themes thus revealed were analysed in light of concepts from economics, philosophy of science and institutional analysis literature. Research suggested that the scientific process is ill-suited for handling non-scientific judgements, and the spread of non-scientific considerations into scientific fora is risking the objectivity of scientific analysis which is critical for fisheries management. AbstractMany species of sharks are threatened with extinction, and there has been a longstanding debate in scientific and environmental circles over the most effective and appropriate strategy to conserve and protect them. Should we allow for sustainable fisheries exploitation of species which can withstand fishing pressure, or ban all fisheries for sharks and trade in shark products? In the developing world, exploitation of fisheries resources can be essential to food security and poverty alleviation, and global management efforts are typically focused on sustainably maximizing economic benefits. This approach aligns with traditional fisheries management and the perspectives of most surveyed scientific researchers who study sharks. However, in Europe and North America, sharks are increasingly venerated as wildlife to be preserved irrespective of conservation status, resulting in growing pressure to prohibit exploitation of sharks and trade in shark products. To understand the causes and significance of this divergence in goals, we surveyed 155 shark conservation focused environmental advocates from 78 environmental non-profits, and asked three key questions: (1) where do advocates get scientific information? (2) Does all policy-relevant scientific information reach advocates? and (3) Do advocates work towards the same policy goals identified by scientific researchers? Findings suggest many environmental advocates are aware of key scientific results and use science-based arguments in their advocacy, but a small but vocal subset of advocates report that they never read the scientific literature or speak to scientists. Engagement with science appears to be a key predictor of whether advocates support sustainable management of shark fisheries or bans on shark fishing and trade in shark products. Conservation is a normative discipline, and this analysis more clearly articulates two distinct perspectives in shark conservation. Most advocates support the same evidence-based policies as academic and government scientists, while a smaller percentage are driven more by moral and ethical beliefs and may not find scientific research relevant or persuasive. We also find possible evidence that a small group of non-profits may be misrepresenting the state of the science while claiming to use science-based arguments, a concern that has been raised by surveyed scientists about the environmental community. This analysis suggests possible alternative avenues for engaging diverse stakeholders in productive discussions about shark conservation.

Product design engineering is undergoing a transformation from informal and largely experience-based discipline to a science-based domain. Computational intelligence offers models and algorithms that can contribute greatly to design formalization and automation. This paper surveys computational intelligence concepts and approaches applicable to product design engineering. Taxonomy of the surveyed literature is presented according to the generally recognized areas in both product design engineering and computational intelligence. Some research issues that arise from the broad perspective presented in the paper have been signaled but not fully pursued. No survey of such a broad field can be complete, however, the material presented in the paper is a summary of state-of-the-art computational intelligence concepts and approaches in product design engineering. This article analyzes the Russian people’s projective attitudes and behavior practices when it comes to participating in the funding and organizing of major renovations of apartment buildings. The empirical base for the study consists of data from sociological surveys conducted by VCIOM (2015-2020), the Institute of Sociology of the RAS (2003-2019), FOM (2015), Levada Center (2019), The European Social Survey (2016, 2018), as well as the authors’ own expert interviews conducted in 2020. The need to ensure the safety of housing, the complexity and high cost of renovations is a reasonable explanation for government interference in this sector. Russia’s housing legislature assigns responsibility for maintaining and renovating common property to apartment owners, while also stipulating a funding procedure for major renovations based on deposits made by property owners. The system currently in place in Russia for funding and organizing major renovations, which implies the existence of both a “common reserve” and “special accounts” for regulated property owner contributions (that resemble a tax), is far from perfect, it being associated with such issues as a lack of funding, low quality of major renovations, susceptibility to corruption, owners having insufficient control when it comes to decision making. While analyzing material from all-Russian and regional empirical studies, the gap becomes evident between projective attitudes and the actual behavior of Russian people in the realm of major renovations. Despite a marked critical attitude when it comes to evaluating utility service quality, not to mention the “common reserve” model (which is a way of pulling together funds for major renovations and keeping them on the regional operator’s account) being regarded as socially unjust, nevertheless property owners demonstrate a low degree of civic self-organization and meager capability when it comes to taking collective action (as in participating in apartment complex meetings to discuss major renovations, creating and transferring money to dedicated accounts, keeping track of the major renovation process etc.). The reasons why property owners are so slow to develop any efficiency largely lie in the specifics of the institutional collective decision-making environment in regards to the funding and execution of local public property renovation, which also includes major renovations of apartment buildings.

O artigo discute o projeto de criação e implantação do Repositório Institucional da Universidade Federal do Tocantins, RIUFT. O objetivo é agrupar, armazenar, organizar, preservar, recuperar e divulgar a produção científica e acadêmica da UFT com vistas à gestão da informação cientifica, aumentando a visibilidade e o prestígio da instituição em âmbito nacional e internacional. Busca disponibilizar à comunidade universitária um espaço para armazenar e preservar a informação produzida na Instituição e ao mesmo tempo promover a transparência dos gastos públicos e apoio às atividades de pesquisa e criação do conhecimento científico no âmbito da UFT. A implantação do RIUFT será mediante adesão ao edital do Ibict, e será desenvolvido em duas fases: planejamento e implementação. Este estudo aborda também um histórico das ações implantadas pelo Ibict em prol do movimento de acesso livre ao conhecimento científico, bem como uma breve revisão de literatura sobre a sociedade do conhecimento e as tecnologias de informação e comunicação. Como técnica de pesquisa, adotamos uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa exploratória. The goal is to gather, store, organize, preserve, retrieve and disseminate scientific and academic production of UFT with a view to the management of scientific information, increasing the visibility and prestige of the institution in the national and international levels. Search available to the university community a space to store and preserve the information produced in the institution and at the same time promoting the transparency of public spending and support for research activities and creation of scientific knowledge within the UFT. The implementation of RIUFT is through adherence to Ibict the notice, and will be developed in two phases: planning and implementation. This study also addresses a history of actions implemented by Ibict in favor of open access movement to scientific knowledge as well as a brief literature review of the knowledge society and information and communication technologies. As a research technique, we adopted a qualitative approach, using literature review and exploratory research. 1. Colombia with 1941 known recorded bird species is one of the most species rich countries in the world. Efforts are necessary to conserve, study and promote sustainable use of this important taxonomic group throughout Colombia’s vast territory. 2. In an ideal world, informed decisions that are based on sound scientific information should be likelier to have successful outcomes. Nevertheless, there are barriers that make it difficult to access and use information in a timely fashion. Those same barriers impede the study, conservation and sustainable use of bird species in Colombia. On the other hand, given that there is good documentation about the ecology of a large number of species, information about the distribution of birds can be easily incorporated into decision-making processes, once this information becomes readily available in a consumable format using Geographic Information Sciences tools. 3. In this context, the main objective of this paper is to present the first compilation of the current distribution of 1889 (97%) species of birds in Colombia, using expert criteria. The shapefiles were used to show the distribution and diversity of bird species in Colombia under both geopolitical and conservation geographic units. 4. The information provided in this paper can be used as a baseline for a huge number of initiatives that aim to strengthen conservation efforts and improve knowledge about one the most unique taxonomic groups in the country. These range from land use planning strategies at the municipal or department scale to sustainable use of bird species - such as those initiatives related to bird watching - in Colombia. This study has considered three key aspects: 1) the importance of birds for Colombia’s ecosystems, 2) the privileged place of Colombia in bird species richness and 3) the importance of data mobilisation in formats easily consumable by Geographic Information Systems (GIS) to facilitate the processes of informed decision-making. We present the first compilation - in shapefile format - for 1889 of the 1941 bird species recorded from Colombia. Using this novel collection, we showed the species richness of birds in Colombia’s 33 Departments plus its Captial District (DPs), 1122 Municipalities (MNs), 58 protected areas (PAs), 39 Regional Autonomous Corporations (the authorities responsible within their respective jurisdictions for regulating the environment and renewable natural resources in Colombia; CARs) and 916 Collectively Titled Territories (including both indigenous reservations and afro-descendant communities; CTTs). In addition, we provide a list of known bird species richness for the above geographic units found in the available literature. The information provided here can be used as a baseline for a huge number of initiatives concerning the study, conservation and sustainable use of bird species present in Colombia, providing access to key features of bird distribution that should facilitate decision-making.
