Review of Fuzzy Set Theory Applications in Safety Assessment for Marine and Offshore Industries

Various safety analysis techniques have been generated in dealing with uncertain information over the past three decades. The safety assessment based on conventional risk methods may not be well suited with most problems possessing high level of contingencies in marine and offshore systems. In other words, the effect of less confidence, unreliable, missing or incomplete data in safety assessment is arduous to apply common safety and risk assessment techniques for maritime industry. Therefore, fuzzy logic based approaches are probably more appropriate to apply in carrying out safety assessment for maritime systems. This paper presents a survey of applications in fuzzy set theory for safety analysis to marine and offshore industries’ problems. The safety assessment methods are presented in detail by demonstrating their robust and weak points. Subsequently, the main results on the application of fuzzy set theory for safety assessment will be further explained. Finally, recommendations in undertaking developments into the field of maritime safety assessment will be given.

At present, the number of oil and gas gathering and transportation pipelines is numerous, and leakage accidents occur frequently. Each year, due to pipeline failure, there are immeasurable consequences for people and the environment around the affected pipelines. In order to reduce the risk of leakage accidents in heavy oil gathering pipelines and prevent the occurrence of major spills, it is of great significance to carry out safety assessments of them. However, failure data of these pipelines is seriously deficient and statistical methods used to evaluate pipeline safety are incompatible. Therefore, this paper proposes a risk assessment system for heavy oil gathering pipelines in the absence of failure data. Firstly, a Bayesian network (BN) for the leak safety evaluation of heavy oil gathering pipelines is established via mapping from a bow-tie (BT) model. Then, information diffusion theory is combined with fuzzy set theory to obtain the failure probability of each factor affecting the pipeline failure, and then the failure probability of the pipeline is obtained by the full probability formula. In addition, in order to assess the extent of consequences due to accidents, variable fuzzy set theory is used to comprehensively consider the consequences of the leakage of heavy oil gathering pipelines. Finally, the above two parts are combined to form a safety assessment system to realize risk management and control for pipelines, which is necessary to ensure the safety of heavy oil gathering pipelines.

Research relevance. Amid significant influence of the new regional and global determinants, the assessment of united territorial communities` development is relevant, as it allows to identify the specific features and to determine future priorities. Problem statement. Nowadays considerable changes in various spheres of economic functioning that need appropriate actions take place. As a rule, the economy does not have time to adapt to today`s challenges in a short period of time. Typically united territorial communities (UTCs) through self-organization are able to respond quickly to changes and challenges, and do not expect decision-making at the top level of economic functioning. That is, communities are built-in stabilizers for the development of both regional and national economies. The mentioned above mainstreams the issue of territorial entities` development assessment in order to determine sustainability and adaptability of all levels of economic functioning. Analysis of recent studies and publications. A number of theoretical and practical studies has been devoted to the problems of united territorial communities` development, namely of V. Babayev, I. Drobot, Yu. Molodozhion, V. Nakonechnyi. Scientists are analyzing the problems of territorial entities` development management as subsystems with a high level of self-sufficiency. Identifying research gap. Despite the considerable amount of theoretical and methodological studies dedicated to united territorial communities` functioning and development, there is a need to find out effective analytical tools, such as fuzzy-set theory and its application for the development of territorial entities. Subject of study is scientific and practical basis of united territorial communities` development in the context of new regional and global determinants` impact. The purpose of the study is united territorial communities` development assessment applying the fuzzy-set theory. Study tasks: to distinguish from the existing statistical base the indicators that characterize functioning and development of territorial communities; to assess territorial entities development on the basis of the proposed method of fuzzy-set theory; to determine directions to increase the level of territorial communities` development based on the obtained results. Мethods: statistical and economic; systematic approach; abstract-logical. Findings: the method to assess united territorial communities` development using fuzzy-set theory has been proposed. It has been implemented on the basis of twenty territorial communities of Zaporizhzhia region. Field of findings application: the process of creating of the national concept of united territorial communities` development; community`s development strategy, territorial management. Conclusions: it has been determined that 70 % (16 communities) of total number (20 communities of Zaporizhzhia region) have high development level, 5 communities have intermediate development level (22 % of total amount), 2 communities with low development level form 8 %. It has been proved that there is a number of communities balancing between high and intermediate development level. They need a set of institutional arrangements and tools to occupy stable places in the general ranking.

This paper presents a literature overview of Fuzzy Relational Database Models with emphasis on the role of functional dependencies in logical designing and modeling. The aim is the analysis of recent results in this field. Fuzzy set theory is widely applied for the classical relational database extensions resulting in numerous contributions. This is because fuzzy sets and fuzzy logic are powerful tool for manilupating imprecise and uncertain information. A significant body of research in efficient designing FRDM has been developed over the last decades. Knowing the set of functional dependencies, database managers have a chance to normalize the same eliminating redundancy and data anomalies. In this paper we have considered the most important results in this field.

Risk management is a core of Safety Management System (SMS) of airline. It works in high level of uncertainty and is dealing with variety of information which is fuzzy in nature. So the fuzzy set theory (FST) is natural instrument that should be applied for solving problems that SMS faced with. The article provides a brief overview of examples of the use of FST elements in safety risk management, presents the results of processing expert surveys using fuzzy methods, and describes the developed practical method for assessing the index of probability of an aviation event based on the fuzzy inference technology.
