Positioning of Sea/River Routes as Effective Means of Access for Disaster Relief in Waterfront Metropolitan City

The Central Disaster Management Council of the Japanese Cabinet Office estimates that a class-M7 earthquake will occur in Metropolitan Tokyo or the Tokai area within the next 30 years. In 1995, Japan suffered devastating damage from the Great Hanshin-Awaji Earthquake and has since been devoted to disaster management. Since there has been no report anywhere in the world on a sea-based relief system, our research will lead to a review of ocean spaces in terms of their value in waterfront metropolitan cities. In this research, we have explored the feasibility of a relief system utilizing Entertainment and Party Boat (EPB) which can cover areas from the sea to rivers, and we investigated navigable routes of rivers to suggest effective utilization of ocean spaces and river areas in the event of disaster. As a result, we determined the rescue potential drawing upon EPB. A river survey was also conducted to classify navigable routes by boat size.

The Central Disaster Management Council of the Cabinet Office predicts that an earthquake of magnitude 7 will occur in Metropolitan Tokyo and the Tokai area within 30 years. In preparation for such large-scale earthquakes, the government is considering various measures. In this study, we focus on the ‘Umi no eki (Sea Station)’ system developed by the Maritime Bureau of the Ministry of Land, Infrastructure and Transport, and propose a manual for ‘relief goods transportation’ and ‘stranded-commuter transportation’ using pleasure boats. Since it is important to determine whether pleasure boat owners are willing to voluntarily participate in relief activities at the Umi no eki, we also conducted a survey among pleasure boat owners concerning their awareness of disaster management. As a result, we found that pleasure boat owners are highly willing to participate. This study clarified the restrictions on volunteer activities carried out by pleasure boat owners, and a disaster management manual for pleasure boats was prepared with the objective of constructing a rescue system using pleasure boats in Tokyo Bay.

Disaster psychological assistance has become an important part of the disaster relief system, playing a crucial role in restoring and maintaining emotional stability and security of people and reducing trauma-related stress. As the first country to experience the outbreak of the coronavirus disease 2019 (COVID-19), China actively adopted psychological assistance measures in response to the panic caused by the epidemic. These measures are expected to help the Chinese government and governments in other parts of the world to better respond to the outbreaks of COVID-19.

AbstractPrevious decades' celebrations of the triumph of democracy were frequently based on mainstream analyses that displayed two major theoretical problems. First, conceptualisations of democracy based on ‘minimal pre-conditions’ commonly conflated the formal establishment ofdemocratic structureswith the far more complex and historically challenging creation ofsubstantive democracy. Second, a deductive and generally ahistorical model asserting fixed stages of ‘democratic transition’ diverted attention from deeper and more substantive examination ofstruggles for power among social forces within specific historical contexts. By adhering to minimalist conceptions of democracy and simplistic models of democratic change, mainstream analysts quite often chose to overlook many underlying limitations and shortcomings of the democratic structures they were so keen to celebrate. Given more recent concerns over ‘authoritarian undertow’, those with the normative goal of deepening democracy must begin by deepening scholarly conceptualisations of the complex nature of democratic change. This analysis urges attention to the ‘source’ and ‘purpose’ of democracy. What were the goals of those who established democratic structures, and to what extent did these goals correspond to the ideals of democracy? In many cases throughout the world, ‘democracy’ has been used as a convenient and very effective means for both cloaking and legitimising a broad set of political, social, and economic inequalities. The need for deeper analysis is highlighted through attention to the historical character of democratic structures in the Philippines and Thailand, with particular attention to the sources and purposes of ‘democracy’ amid on-going struggles for power among social forces. In both countries, albeit coming forth from very different historical circumstances, democratic structures have been continually undermined by those with little commitment to the democratic ideal: oligarchic dominance in the Philippines, and military/bureaucratic/monarchic dominance in Thailand. Each country possesses its own set of challenges and opportunities for genuine democratic change, as those who seek to undermine elite hegemony and promote popular accountability operate in very different socio-economic and institutional contexts. Efforts to promote substantive democracy in each setting, therefore, must begin with careful historical analysis of the particular challenges that need to be addressed.

At the World Conference on Disaster Reduction, Hyogo, Japan, in January 2005, the international community adopted a 10-year plan to make the world safer from disasters. The resultant Hyogo Framework for Action is the global blueprint for disaster risk reduction with the goal of substantially reducing disaster losses in human lives and socio-economic assets. What is the signi!cance of the HFA for the adoption of disaster prevention, management and risk reduction frameworks in African States? Since 2005, what has been the attitude of African States to the promise of the HFA? In terms of policy and planning, how should African States engage the HFA towards securing human lives and properties against natural and human-induced disasters? With the myriad challenges of mass poverty and underdevelopment across Africa, what implications does the HFA hold for disaster risk reduction and management in African States? This article attempts to address this plethora of questions, drawing on lessons learned in Africa and beyond. The article examines the background of the HFA and its progress in shaping the global policy agenda towards disaster management and reduction. While the article acknowledges some of the inherent weaknesses in the promise of the HFA, it nonetheless accentuates its inimitable implications for broad legal and policy strategies towards ameliorating the usual horrific aftermath of disasters in Africa.

The global experience of using blockchain opens up new prospects for eliminating corruption in the world. Blockchain is an opportunity not only to modernize outdated functional systems, but also to apply new, more effective means of combating corruption and cybercrime. One of the main advantages of the blockchain is that all network participants have a register of transaction data. Therefore, if someone decides to hide, delete or change their recalculations in the accounting book, then copies of these transactions still remain in tens of thousands of other users and the system immediately accesses them. Therefore, a few minutes will be enough to solve the issues of detecting a crime. Today, it is worth highlighting 3 types of widespread use of blockchain technology in the fight against corruption: identity verification, asset registration and tracking of monetary transactions. For example, you can check the purpose of money transfers in real time, see salary payments, and compare prices among suppliers. Like any type of crime, corruption in human society cannot be completely excluded. However, decentralized platforms functioning on blockchain technology, already today, firstly, can directly bring together the customer and the executor, and secondly, all the conditions agreed upon by the participants can then be easily verified (thus, it will be impossible to imperceptibly inflate the price when using blockchain). Blockchain technology is in demand because it creates an unprecedented degree of trust in information in relationships between individuals and public organizations, or between the state, people and private institutions.

The subject of the paper is protected natural areas of the world and their regional differences. According to the IUCN, a protected natural area is “a clearly defined geographical space, recognized, dedicated and managed, through legal or other effective means, to achieve the long term conservation of nature with associated ecosystem services and cultural values”. States differ in their interpretations of the above definition. Very often, some of the sites that are protected areas in one country may not necessarily be considered protected in another country. In defining and management of protected areas, some countries have adapted their laws to international guidelines, while in other countries the legislation differs significantly from these guidelines. Therefore, the research aims to show regional differences in the identification and management process as well as in the total surface area and abundance of protected natural areas at the world level.

Southeast Asia was in a natural disaster thus the management was supposed to be a priority to the existing states in this territory. It is the most vulnerable to disaster in the world. By then, the member states of ASEAN agree to issue the regulation for disaster management, ASEAN Agreement on Disaster Management and Emergency Response (AADMER) that in forwarding established ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre). It is facilitating cooperation and coordination for disaster management in the ASEAN territory. The organization was established in Indonesia as a member state with potential disaster. To reinforce the regulation and disaster management system, the government issues Act No.24 of 2007 on disaster management as the base and manual. The policy refers to the activities implemented immediately for an accident in control arising worst impact, involving rescue and evacuation of the victim, properties, compliance of demand, shelter, refugees handling, and facilities-infrastructure restoration. Moreover, the Act regulating disaster mitigation-based layout system set in an attempt to improve safety and living comfort.
