Uncertainty in Petroleum Field Development Projects

The development of petroleum fields involves both technical and commercial uncertainties. The technical uncertainties associate with the geological and technical complexity of producing hydrocarbon resources, especially in hostile environments. The commercial uncertainties, in turn, associate with the capital intensity of the petroleum field development projects and the volatility of the petroleum markets. In addition, petroleum field development projects are usually large and complex, and their successful realization requires effective management of numerous activities, and, often, resolving conflicting interests of the parties involved in the projects. A better understanding of uncertainty is therefore essential for successful management of petroleum field development projects. The sample examined in this study included 48 Western and Russian experts in petroleum field development. The experts’ responses to a questionnaire were used to identify the key uncertainty factors in the petroleum field development process and analyze the heterogeneity of the experts’ opinions.

Advancement of the Swiss Forest Policy 2020 from stakeholders' perspectives In light of the ending of the Swiss “ Forest Policy 2020”, this article assesses the goals, challenges and concerns of Swiss forest stakeholders in relation to forest policy post 2020. The data were collected through expert interviews and an online survey. The results show that securing an economically sustainable forest management and economically viable silvicultural businesses are key concerns for many stakeholders. Apart from these issues, several further and sometimes conflicting interests were mentioned. The study concludes that a debate on an adjustment of the weights given to goals in the Swiss Forest Policy 2020 may be commendable. However, there does not appear to be need for a complete change of course in order to address the stakeholders' needs and concerns. In terms of policy process, most stakeholders positively evaluated the past planning and development process of the Swiss Forest Policy 2020, but also provided suggestions for improvements. Finally, a network analysis revealed that the Swiss Federal Agency for the Environment, the Swiss Forest Owners Association and the Conference of Cantonal Foresters played a central role in the amendment of the Swiss Federal Forest Act. The analysis also showed that more stakeholders find each other as important than actually work together in a legislative process.

Abstract This paper describes a model of how reordering tasks in the engineering design and development process affects resource usage in a risky environment. All development projects are risky; their outcome and level of success is unpredictable. Many projects are canceled at some time during the development process, or never produce a working product or produce a product that fails in the marketplace. Doing engineering development is expensive; it requires high-cost labor as well as other potentially expensive resources. To some extent the magnitude of the risk is estimable; it is possible to predict now much resources (time, labor or other costs) any particular development task will consume as well as some estimate of whether or not an insurmountable technical problem is likely to be discovered. Also, development tasks are not independent; there are constraints on their ordering due to needed technical knowledge. The model presented in this paper uses those estimates to suggest an ordering of the tasks in an attempt to minimize the expected resource consumption for those projects that run a risk of cancellation.

The purpose of this work is to identify some issues of current sustainable development process in polyethnic border regions of Ukraine. The need to involve various domestic stakeholders (like local, regional and national authorities, businesses, households, education and research institutions, NGOs, regional development agencies) and representatives from neighboring countries in elaboration and implementation of sustainable development programs in border regions is substantiated. Conducted survey helped to identify the position of local NGOs representatives, involved into the different regional development projects, about the priority directions of sustainable development and obstacles for their realization in the polyethnic region. Certain peculiarities of sustainable development related to regional polyethnicity have been identified during the survey. Certain ways to increase the involvement of various ethnic groups in process of sustainable development in border regions have been proposed.

Inefficient reserves in fault block belongs to low permeability thin interbed, thus water flooding development process has exposed many contradictions which are serious heterogeneity, large difference of suction of interlayer. Entering the water injection development, the injected water which rapidly advance along the high permeability channel causes water channeling and water flooding, which intenses development contradictions between layers. The reservoir numerical simulation technology on computer can reappear the movement of water and gas in the underground reservoir development process and describes the underground remaining oil distribution of inefficient reserves in complex fault block, which summarizes the remaining oil distribution rule of the water flooding development for complex fault block of inefficient reserves and provides basis for the establishment of oil field development adjustment scheme.

Failure rates for systems development projects are estimated to approach 50% (Hirsch, 2002). In such an environment, a growing number of developers propose the use of so-called agile methodologies as one means of improving the systems developed while simultaneously decreasing failure rates. Agile proponents insist that adherence to The Agile Manifesto will improve the entire systems development process. This chapter begins by describing some of the agile methodologies, follows that with an overview of current research in the area, and closes with thoughts on possibilities for future applied research into the agile methodologies that could provide evidence supporting or disputing the many claims for success emerging from the field.

Software development projects are complex. The more complex a project is, the higher are the requirements related to the software development process. The implementation of a process is a great challenge. This, in part, has to do with human factors (acceptance, etc.) as the benefits of a formal development process might not be obvious immediately and it may take a while until the process becomes the lifeblood of a team. A crucial step towards implementing, enacting and enforcing a process is to provide tool support for the many activities the process asks for. Tool support is necessary to guarantee efficiency in the project, to do the housekeeping and to minimize the “overhead” of the process. This chapter describes challenges and options for supporting process models by tools. Furthermore it describes concrete samples and shows how tool chains can be created with commercial tools as well as with open source tools.

With the infusion of information technologies into product development and production processes, effective management of product data is becoming essential to modern production enterprises. When an enterprise-wide Product Data Manager (PDM) is implemented, PDM designers must satisfy the requirements of individual users with different job functions and requirements, as well as the requirements of the enterprise as a whole. Concern must also be shown for the interrelationships between information, methods for retrieving archival information and integration of the PDM into the product development process. This paper describes a user-driven approach applied to PDM design for an agile manufacturing pilot project at Sandia National Laboratories that has been successful in achieving a much faster design-to-production process for a precision electro mechanical surety device.

Oilfield operators have always looked for ways of reducing the costs of oil and gas development projects and especially when investment costs were critical to project economics. Tubingless completions have evolved over the last 30 years in North America to fill the need for reduced investment costs particularly in the case of fields with either limited reserves or limited profitability.Tubingless completions basically utilise small diameter tubulars to function as both production casing and flowstring. The tubulars are cemented in the borehole, not to be removed or recovered until the field is depleted and/or the well abandoned. The technique is limited in application to those fields with no corrosion or wax or hydrate problems and with a limited requirement for reservoir stimulation and workovers. The greater the number of operations performed within the tubingless well bore the greater the risk of losing the well.The main benefits of tubingless completions are as follows:Reduction in development well completion costs.Marginally productive hydrocarbon zones can be completed and tested.Completion of individual gas zones of multi-pay wells within their own permanently segregated flowstrings at much lower capital and operating costs.The experience this far with Kincora gas field development wells indicates the tubingless completion method to be completely feasible for gas wells drilled in the Surat Basin and possibly in other areas of Australia.
