Welding Qualification Sharing

ASME Section IX, “Welding Qualifications”, requires that each organization qualify its own welders and welding procedures. Qualification responsibility cannot be subcontracted, and qualifications administered by one organization cannot be transferred to another organization. This requirement has become the subject of close scrutiny as the demand for efficiency, particularly among nuclear plant owners, has increased. Two recent Code Cases change procedure and performance qualification requirements for the better. The first, N-573i, enables nuclear plant owners to share welding procedure qualifications. The second, N-600ii, enables nuclear plant owners to share welder performance qualifications. Several owners have reduced costs using N-573. N-600, because it is relatively new, has not yet been implemented. Its potential for cost savings, though, is equivalent to that afforded by N-573. This paper discusses ASME Section IX’s procedure and performance qualification philosophy, assesses that philosophy in light of today’s welding environment, and discusses implementation of Code Cases N-573 and N-600.

A special role in the development of a pianist as a musician, composer and performer, as shown by the examples of the well-known, included in the history of art, and the most ordinary pianists, their listeners and admirers, lovers of piano music and music in general, are played by moments associated with psychotherapeutic abilities and music features. The purpose of the study is to comprehend the psychotherapeutic aspects of performing activities (using pianists as an example). The research method is a theoretical analysis of the psychotherapeutic aspects of performing activities: the study of the possibilities and functions of musical psychotherapy in the life of a musician as a “(self) psychotherapist” and “patient”. For almost any person, music acts as a way of self-understanding and understanding of the world, a way of self-realization, rethinking and overcoming life's difficulties - internal and external "blockages" of development, a way of saturating life with universal meanings, including a person in the richness of his native culture and universal culture as a whole. Art and, above all, its metaphorical nature help to bring out and realize internal experiences, provide an opportunity to look at one’s own experiences, problems and injuries from another perspective, to see a different meaning in them. In essence, we are talking about art therapy, including the art of writing and performing music - musical psychotherapy. However, for a musician, music has a special meaning, special significance. Musician - produces music, and, therefore, is not only an “object”, but also the subject of musical psychotherapy. The musician’s training includes preparing him as an individual and as a professional to perform functions that can be called psychotherapeutic: in the works of the most famous performers, as well as in the work of ordinary teachers, psychotherapeutic moments sometimes become key. Piano music and performance practice sets a certain “viewing angle” of life, and, in the case of traumatic experiences, a new way of understanding a difficult, traumatic and continuing to excite a person event, changing his attitude towards him. It helps to see something that was hidden in the hustle and bustle of everyday life or in the patterns of relationships familiar to a given culture. At the same time, while playing music or learning to play music, a person teaches to see the hidden and understand the many secrets of the human soul, the relationships of people.

Abstract During historical periods in which US fuel economy standards were unchanging, automakers increased performance but not fuel economy, contrasting with recent periods of tightening standards and rising fuel economy. This paper evaluates the welfare consequences of automakers forgoing performance increases to raise fuel economy as standards have tightened since 2012. Using a unique data set and a novel approach to account for fuel economy and performance endogeneity, we find undervaluation of fuel cost savings and high valuation of performance. Welfare costs of forgone performance approximately equal expected fuel savings benefits, suggesting approximately zero net private consumer benefit from tightened standards.

The subject of this research is the monumental vocal-symphonic piece of the prominent Russian composer of the second half of the XX century Boris Tishchenko. His Symphony No.6 s based on the poems by A. Naiman, A. Akhmatova, O. Mandelstam, M. Tsvetaeva and V. Levinzon, completed in 1989, and tribute to Yevgeny Alexandrovich Mravinsky, who passed away a year before. Poetic lines that form the backbone of the symphony contain multiple images resembling death, which imparts a profound meaning, a moment of personal experience in dedication to the prominent conductor. Special attention is given to the symphonic dramaturgy of the Symphony No.6, the problem of interrelation between music and poetry, realization of the complex literary texts in the ultimately modern symphonism of Boris Tishchenko. The conclusion is made that Tishchenko is absolutely seamless in this vocal-symphonic opus and reveres his coauthors. The translates everything into the music, without missing a tiny thing that can reveal its meaning and beauty. At the same time, the circle of poetic images, semantics of the verse were transformed in accordance with his worldview. The novelty is defined by the fact that this article is first in Russian musicology, to comprehensively analyze the Symphony No.6  by Boris Tishchenko, reveal its semantics, and performance difficulties. The author attributes this symphonic composition of Boris Tishchenko to most remarkable in the history of Russian music.

Abstract The results and performance of an enterprise are the result of the decisions taken by the management of the entity, decisions which are the result of a complex procedure of processing and analyzing the relevant data and information provided by the information system available. In other words, appropriate and correct decisions that lead to the achievement of the objectives and attainment of higher performances are dependent on the quality and quantity of the information. Consequently, accurate information generates correct decisions. Due to of its qualities (relevance, intelligibility, credibility and comparability), accounting information occupies a very important place in the architecture of the economic information system, having the highest degree of certainty and providing the possibility of an accurate representation of economic phenomena and processes, both at micro, as well as at macroeconomic levels. Hence, we can say that the “final outcome of accounting”, namely accounting information, is one of the most important pillars of the elaboration, substantiation and decision-making process. Starting from this premise, this article aims to capture the main features of accounting information, which qualifies it as the object and the subject of the management system.

Penelitian ini menggunakan metode kualitatif dengan jenis penelitian</strong><strong> </strong><strong>analisis deskriptif. Paradigma yang digunakan dalam penelitian ini ialah <em>post-positivisme</em> karena peneliti ingin membuktikan dan menganalisa suatu fenomena yang terjadi pada subjek penelitian dengan berpedoman teori yang sudah ada dan berpaku pada suatu teori. Dalam objek penelitian penulis memilih Valentino Simanjuntak sebagai informan kunci, lalu memilih Ary Sapari dan Petrus Tomy Wijanarko sebagai informan pendukung dan memilih Dra. Dewi Taviana Walida, Psi, Psikolog sebagai informan ahli. Berdasarkan hasil penelitian menunjukkan bahwa dalam melakukan personal branding, Valentino Simanjuntak hadir sebagai komentator olahraga di media televisi </strong><strong>yang memiliki ciri khas variasi ragam bahasanya saat menjadi komentator olahraga yaitu slang, jargon, akrolek, dan ken</strong><strong> </strong><strong>dengan</strong><strong> s</strong><strong>ebelas karaktersitik personal branding yaitu keaslian, integritas, konsisten, spesialisasi, wibawa, kekhasan, relevan, terlihat, kegigihan, nama baik, dan kinerja yang sudah cukup baik dan selaras. Lean Six Sigma has found wide spread applications in Industry with many benefits. However, its use in academics is limited. In this paper, we propose how Lean Six Sigma can be applied in University environment and many benefits can be observed in cost savings, quality and performance. The application of DMAIC approach of Lean Six Sigma to academics is illustrated with examples and case studies. The processes and practices in Universities and Educational Institutions are identified which can directly benefit from Lean Six Sigma.

The Patient Protection and Affordable Care Act (ACA) provided for cost savings in the Medicare program, in part to underwrite coverage expansion to Medicare beneficiaries, to finance new coverage for those not eligible for Medicare, and to strengthen Medicare’s financial outlook. One cost-saving measure, a reformulation and reduction in payments to private health insurance plans that provide Medicare benefits through the Medicare Advantage (MA) program, had a sound policy basis but was criticized, particularly by opponents of the ACA, as a measure that would lead to increased costs, reductions in benefits, and diminished plan choices to Medicare beneficiaries enrolled in MA plans. Despite dire predictions to this effect, a review of a sample of MA plan offerings in New York State in 2012 shows that Medicare beneficiaries enrolled in such plans did not experience significant benefit reductions or increased costs. While the number of plan offerings decreased, the reduction was mostly caused by the elimination of duplicative plan choices in 2011. Although the MA plan executives we interviewed indicated that further reductions in plan reimbursement in future years—tempered by potential bonus payments for meeting quality and performance metrics—could impact plan costs and benefits, they believed plans will employ a number of strategies to remain in the market and maintain beneficiary benefits and cost structures. However, government regulators and consumer advocates will need to examine MA plan offerings in the coming years to determine the effect of plan reaction to the ACA payments on beneficiaries’ costs for coverage and access to care.

Land is the most important object of the environment. It is an indispensable means of production in agriculture, the territorial basis for the location of various objects. It is argued that the proper functioning of land lease relations is a guarantee of sustainable economic circulation, a guarantee of the exercise of rights and performance of duties by both the lessor and the lessee of the land. The issue of renewal of the land lease agreement after its expiration is debatable. The purpose of the study is to outline the existing theoretical and law enforcement problems regarding the renewal of the land lease agreement, to make proposals to eliminate the latter. To achieve this purpose, a system-structural method of scientific knowledge was used, which helped analyse the prescriptions of the legislation on renewal of the land lease agreement, their relations and interaction were highlighted. The study proves that the lessee's pre-emptive right exists to renew the land lease agreement only for the same period and on the same terms and in the absence of objections to such renewal by the lessor. If the lessee tries to change the essential terms of the land lease agreement and in the absence of the lessor's consent to such changes, the lessee's pre-emptive right to enter into a land lease agreement for a new term is terminated. It is emphasised that in each dispute it is necessary to establish the good faith of the lessor’s actions to refuse to renew the land lease agreement with one person (lessee) and the subsequent conclusion of the agreement with the new lessee. The use of the category of "less protected" party in land lease legal relations appears debatable, because depending on the subject composition of the parties to these legal relations, such a party can be both a lessee and a lessor. It is concluded that the Supreme Court should unify the practice of applying the provisions of the law on the renewal of the land lease agreement (only in combination with other regulations or autonomously, with the use of the principle of "tacit consent"). The possibility of autonomous application of such instructions is indicated by the provisions of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Concerning Counteraction to Raiding”. The revealed shortcomings of the legal regulation of the renewal of the land lease agreement after its expiration indicate the directions of improvement of the legislation in land lease, which has practical significance

Abstract The evolution of industrial gas turbines towards increased efficiency and performance requires even higher operating temperatures for the engines. In order to remain competitive in the market, OEM companies continuously need to develop maintenance programs and repair technologies able to extend the life of these components as much as possible. The repair technology improvement is fundamental to reduce scrap rates and maintenance costs to be competitive on the market. The Ansaldo Repair Centre answers to this market demand by providing advanced and competitive repair techniques and an increasing broad repair portfolio to its customers. This paper describes the steps and approach to determine the repair process of GT26 LPT Blade 1 in order to allow the component to run another service interval. The base material status and the indication found after service was used as the foundation for a development of a dedicated repair sequence from stripping, to suitable heat treatments, to enhanced repair technique to recoating of the blade. Particular attention was paid to the most damaged area, for which a particular welding procedure including an optimized filler material has been applied for the rebuilding of the tip and platform zones as well as for the restoration of the unique tip closing features.

Benchmark refrigeration systems in the road transportation sector are powered by diesel, having operation costs of up to 6,000 €/y with the consequent increase of the goods cost. This chapter presents an alternative refrigeration system based on fuel cells (FC) and hydrogen as fuel, with higher efficiency, reduced costs and independent of diesel price fluctuations. Examples of the energy load profiles impact on the FC sizing, H2 consumption and system autonomy are presented as well as a description of the FC model and performance simulation results. The economical feasibility of this new refrigeration system linked to renewable energies is also analyzed and an economical assessment for different scenarios is presented.
